This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
Under the direct line management of the Grants Coordinator, the Grants Officer provides key support in the development of concept notes, proposals, and reports. In constant liaison with the operational and support teams, the Grants Officer supports the compilation of all necessary information on ongoing projects and mission developments, in order to report on PUI’s activities internally and externally, with utmost attention to timelines and quality.
Tasks and Responsibilities:
Award management: Ensure the proper understanding, archiving, follow up, internal communication about mission signed award, contract and their amendment, under the Grants Co supervision.
Reporting: Ensure the timely and qualitative production of all communication materials, internal and external reports, including annexes. Supports the MEAL unit in the collection and analysis of project’s data, to ensure the production of comprehensive documents and reports for internal (PMT) and external diffusion (ITT, reports, etc.).
Proposal development: Ensure the timely and qualitative production of concept note and proposals package. Develops and updates SOPs for program development and reporting in coordination with the Grants Coordinator, Deputy Head of Mission for Program and relevant Technical Coordinators.
Specific Objectives and Associated Activities
1. TO ENSURE THE CONTRACTUAL MANAGEMENT OF GRANTS, INCLUDING REPORTING REQUIREMENTS
Archive all mission Grants-related documents (contracts/ agreements/ amendments/ project documents/ reports etc).
Communicate and inform the mission about the content of the signed contract and their amendments.
In coordination with the Grants Co and Field team, contribute to the organization of kick-off meetings for the new projects, bringing together key PUI staff.
He/she is responsible for following on donor contractual requirements. This includes maintaining an accurate grants tracking tools (Grants Follow-Up -GFU, tool), including reporting deadlines to be shared on a regular basis with the team.
Coordinating narrative and financial reports in collaboration with Programme and Finance teams, ensuring that these reports are submitted on time.
Day-to-day management of donor platforms (e.g. UN platforms – GMS, UNPP etc) and submission of the reports on these platforms.
He/she prepares and shares the donor templates and detailed retroplanning with the team to ensure timely submission of donors’ reports.
He/she will contribute to the data collection necessary for the preparation of the reports, in connection with the field teams.
He/she reviews the content and form of the reports and ensures the consistency of the data, spelling, grammar, compliance with the objectives and information.
Acting as focal point for donor follow-up requests and clarifications on reports.
2. TO PARTICIPATE IN THE DEVELOPMENT OF PROJECT PROPOSALS
Supporting the Grants Coordinator within the coordination (i.e. planning, distribution of tasks, milestones, list of components, etc.) of program or proposal development (i.e. proposals, concept notes, amendments, no cost extension, etc.).
He/she ensures that the donor guidelines are well understood by the team in charge of preparing the proposal through the elaboration of summary notes of the call for proposals, organizing specific call to clarify/ explain the donor requirements.
Supporting the Grants Co in ensuring the collection of information and inputs from Program, Finance, Logistic and HR teams at base and coordination level in due time.
Revising the documentation to ensure that information fits the appropriate format in compliance to donor guidelines.
In collaboration with the Administrative and Financial Coordinator and the implementation team, he/she support the Grants Co in monitoring the budget development for new and ongoing project proposals to ensure consistency with the narrative sections.
He/she monitors funding opportunities in the country of intervention in conjunction with the Technical Coordinators and under the responsibility of the Grants Coordinator and Deputy Head of Mission for Programs.
3. TO PARTICIPATE IN THE MONITORING, CAPITALIZATION AND CAPACITY BUILDING OF THE MISSION
Under the Grants Coordinator supervision, he/ she reviews the Project Monitoring Tool (PMT) to track progress and identify challenges.
In coordination with the Grants Co, Deputy Head of Mission for Programs and Field Team, he/she support the organization of project review meetings.
He/She may be deployed to bases to provide support.
Organize regular trainings/ refresher trainings for PUI staff members and partners on reporting requirements/ good practices, and donor compliance.
He/She is in charge of briefings for each new PUI staff member on reporting, and donor compliance.

Training:
Required: Bechelor's degree in project management, political sciences, international development, humanitarian studies, public administration, social science or other relevant areas; or equivalent professional experience.
Professional Experience:

Minimum one year of experience working with an NGO/ humanitarian sector
Past work experience and/or knowledge of donor compliance requirements (ECHO, BHA, SIDA, GAC, WFP)
