Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. Job Summary
You will manage all Country Program systems and processes for local, regional, and international procurement of goods and services to advance the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to successfully manage the quality and efficiency of all procurement and purchasing activities and to ensure strong stewardship of donor funds, compliance with CRS policy, compliance with donor regulations, integrity, transparency, and accountability.

Manage procurement processes that achieve best value-for-money while being efficient and compliant with CRS global policy, CRS local policy, and donor regulations. Assess effectiveness and efficiency of processes and lead improvements to ensure an efficient and compliant procurement process as possible.
Apply procurement best practices to achieve best value-for-money while maintaining an efficient and compliant procurement process.
Manage each aspect of the procurement process, including market assessments, price monitoring, defining evaluation criteria in solicitation documents, ensuring full and open competition, managing a fair and transparent solicitation and vendor selection processes, preparation of contracts, etc.
Ensure the application of internal controls such as segregation of duties, shared decision-making, and multiple levels of approvals. Conduct periodic risk assessments to ensure that procurement processes are consistently fair and transparent.
Effectively supervise and manage staff so direct reports consistently improve their knowledge and skills. Manage team dynamics and staff well-being. Provide coaching and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
Oversee and manage relationships with suppliers, supplier performance, and satisfactory completion of contractual obligations. Address issues with suppliers as they arise to ensure that the suppliers contracted by CRS abide by the terms and conditions in the supplier agreement.
Coordinate with requesting departments to ensure they are consistently updated on the status of their procurements. Maintain an up-to-date procurement plan. Collaborate with budget holders to develop annual budget plans.
Monitor payment terms and ensure accurate payment requests are made to the CRS Finance team in a timely manner.
Manage documentation of procurement files. Ensure all required documentation is complete, accurate, and properly filed.
Basic Qualifications
Bachelor’s Degree required
Minimum of 6 years’ work experience in procurement/purchasing management, with a strong preference for experience with an international NGO.
Additional education may substitute for some experience.
Preferred Qualifications
Master’s degree in business administration or another relevant field preferred.
Professional certification, such as CIPS, is a plus.
Knowledge, Skills and Abilities
Strong knowledge of procurement best practices that result in the selection of best value-for-money through a compliant and efficient process.
Ability to conduct procurement processes that follow global and local procurement policies.
Strong knowledge of various donor procurement regulations (e.g. US Department of State (formerly USAID), EU, UN)
Effective staff management capabilities result in continued growth and capacity-building of direct reports and the Procurement department.
Strong supplier management and ability to maintain strong relationships with suppliers.
Proficient in MS Office packages (Excel, Word, PowerPoint). Experience with database management systems (e.g. MS Access) is highly desirable.
Strong planning, coordination, prioritization, and time management skills
Strong analytical skills with ability to make independent judgment and decisions
Ethical conduct in accordance with recognized professional and organizational codes of ethics
Proactive, resourceful, solutions-oriented and results-oriented
Strong negotiation, communication, and relationship management skills
Knowledge of contract terms and ability to negotiate terms and conditions in agreements.
Required Languages: Arabic and English
Travel: Must be willing and able to travel up to 10 % of the time.
Supervisory Responsibilities: This role will have supervisory responsibilities.
