On behalf of the German Federal Foreign Office, GIZ supports the Palestinian Civil Defense (PCD) in strengthening its capacity to respond to emergencies, natural disasters, and the impacts of ongoing armed conflict in Palestine. Operating in a high-risk context affected by natural hazards and manmade crises, the PCD plays a critical role in protecting lives and livelihoods.

The project focuses on enhancing PCD’s effectiveness by strengthening partner and donor coordination, improving technical working conditions, upgrading operational methods and tools, and reinforcing conceptual and technical preparedness for a future deployment in Gaza when possible.

To support the implementation of the project, GIZ is seeking full time (100%)

“Capacity Development Advisor – Mechanical & Facilities Engineering”

The advisor will be responsible for leading and coordinating procurement planning and technical advisory services for Civil Defense equipment, vehicles, and facility rehabilitation in line with GIZ and donor requirements. It oversees the full procurement cycle, including needs assessments, technical specifications, bills of quantities, tender evaluations, quality assurance, and financial control, while ensuring compliance with applicable regulations and standards. The role also serves as the primary technical liaison with PCD, donors, suppliers, and international partners to ensure effective coordination and the timely, high-quality delivery of equipment and infrastructure projects.

Tasks and responsibilities include but are not limited to:

Responsibilities
Lead the development of a procurement plan for GIZ and co-lead the Procurement Technical Working Group to prioritize and coordinate PCD’s equipment and infrastructure procurement needs.
Advise PCD on procurement planning, needs assessments, market surveys, SOPs, and technical specifications for light, mechanical, and heavy-duty equipment.
Prepare procurement plans, specifications catalogs, and bills of quantities (BoQs) for renovation and refurbishment projects.
Ensure sound technical and financial management of procurement processes, including cost control, budget tracking, and compliance with applicable rules and regulations.
Provide technical and logistics guidance on vehicle and equipment maintenance and support capacity development within PCD departments.
Oversee and ensure the quality, safety, and functionality of procured equipment and rehabilitated facilities.
Act as the technical liaison between PCD, GIZ, international partners, and suppliers on procurement, logistics, and renovation/refurbishment–related matters.
Key tasks:

Technical Advisory on Equipment and Vehicles
Lead technical assessments and define specifications for heavy-duty vehicles, mechanical equipment, tools, pumps, generators, compressors, and rescue devices.
Support PCD in identifying equipment needs and aligning them with operational requirements and donor expectations.
Evaluate technical offers from suppliers and participate in tender evaluations.
Develop and update a comprehensive PCD Equipment Catalog, including specifications and standards.
Procurement Planning & Documentation
Lead the development of procurement assessments and plans for Civil Defense equipment and rehabilitation materials.
Prepare technical documentation including Bills of Quantities (BoQs), Technical Specifications, Terms of Reference (ToRs), Cost estimates and market analyses
Ensure compliance with GIZ, MOI, and donor procurement guidelines.
Facility Rehabilitation & Refurbishment
Develop refurbishment and rehabilitation concepts for PCD facilities such as fire stations, training centers, workshops, and storage units.
Draft BoQs for civil, mechanical, and basic electrical works (supporting civil engineering inputs as needed).
Conduct site assessments and feasibility reviews.
Lead on the procurement and assessment processes.
Coordinate with contractors, PCD engineering units, and external consultants to ensure proper implementation.
Conduct technical inspections and verify completion of rehabilitation works.
Coordination & Liaison
Coordinate PCD’s Donor coordination technical group on equipment and logistics.
Serve as the technical focal point to PCD for procurement and refurbishment topics.
Liaise with EU and other donors on activities implemented under this area ensuring compliance, and standardization.
Coordinate with suppliers, contractors, and international partners to ensure technical coherence.
Support participation in donor coordination forums and technical working groups.
Quality Assurance & Documentation
Ensure equipment delivered meets agreed technical standards and operational needs.
Conduct inspections, acceptance checks, and quality control processes.
Prepare technical reports, summaries, presentations, and visibility materials.
Maintain technical records, catalogs, and relevant documentation.
Representation
Represents the interests of the project and GIZ in relevant forums and always acts in accordance with GIZ values, policies, and objectives.
Additional Duties
Support general project activities, including planning, reporting, and communication.
Performs additional tasks relevant to programme goals as requested by management, even if not explicitly listed in this job description.

Required qualifications:
Bachelor’s degree in mechanical engineering (required).
4-6 years of relevant professional experience in heavy-duty equipment, mechanical systems, procurement, logistics, and/or rehabilitation projects.
Proven experience in preparing Bills of Quantities (BoQs), technical specifications, Standard Operating Procedures (SOPs), and refurbishment or rehabilitation concepts.
Experience working with emergency services (e.g. civil defense, fire services, police) is an asset.
Experience in logistics, facility management, or infrastructure support within governance, policing, or civil protection sectors.
Strong financial and procurement management skills, including budget planning, cost control, and oversight of procurement processes in project-based environments.
Demonstrated experience in project coordination and applied research relevant to programme objectives is desirable.
Ability to work effectively under pressure, manage multiple tasks, and adapt to diverse cultural and professional environments; highly organized, service-oriented, self-motivated, and flexible.
High attention to detail, accuracy, and quality assurance.
Strong ability to work collaboratively in cross-regional and multidisciplinary teams, both remotely and in person.
Advanced computer skills, particularly in MS Office (Word, Excel, Access) and database management; multimedia skills (e.g. InDesign, Premiere, Illustrator) are an advantage.
Good working knowledge of ICT tools and communication technologies (software applications, email, internet, telecommunication tools).
Excellent command of spoken and written English and Arabic; knowledge of German is an asset.
Strong communication, interpersonal, and problem-solving skills.
Willingness to continuously develop skills in line with assigned responsibilities and organizational needs.
Previous experience working with GIZ is an asset.
Willingness and ability to work from partner institutions’ offices as required.
Flexibility and willingness to travel within the West Bank.
Valid driving license is required.
