On behalf of the German Federal Foreign Office, GIZ supports the Palestinian Civil Defense (PCD) in strengthening its capacity to respond to emergencies, natural disasters, and the impacts of ongoing armed conflict in Palestine. Operating in a high-risk context affected by natural hazards and manmade crises, the PCD plays a critical role in protecting lives and livelihoods.
The project focuses on enhancing PCD’s effectiveness by strengthening partner and donor coordination, improving technical working conditions, upgrading operational methods and tools, and reinforcing conceptual and technical preparedness for a future deployment in Gaza when possible.
To support the implementation of the project, GIZ is seeking a full time (100%)
“Capacity Development Advisor – Civil Protection”
The advisor will provide technical and strategic advisory support to the Palestinian Civil Defense, focusing on organizational development, training systems, volunteer management, and strategic planning. The role also coordinates closely with GIZ and international partners to strengthen capacity-building efforts, ensure effective programme implementation, and support monitoring, reporting, and representation activities.
Tasks and responsibilities include but are not limited to:
Responsibilities
Provide technical advice to PCD on organizational development, training, and volunteer management, and co-lead international working groups to strengthen capacity-building initiatives.
Support strategic planning by helping define priorities, draft technical concepts, and develop operational and strategic plans aligned with national strategies and sector priorities.
Facilitate coordination and communication among PCD, GIZ, and international partners to ensure aligned and effective program implementation.
Contribute to monitoring, reporting, and knowledge management, including data collection, evaluation, and preparation of reports and presentations.
Represent the project and GIZ in relevant forums, ensuring adherence to organizational values, standards, and objectives.
Tasks:
Technical Advisory & Capacity Development
Advises the PCD on organizational capacity development, with a specific focus on supporting the Planning Department in assessing and analyzing institutional and operational needs.
Advises the PCD Training Department on developing demand-driven training plans and curricula.
Co-leads, jointly with PCD, the international partners’ technical working group on training to enhance coordination and harmonization of capacity-building efforts.
Advises the PCD Volunteer Department on strengthening volunteer management mechanisms and systems.
Co-leads, together with PCD, the international partners’ technical working group on volunteers.
Strategic Planning & Concept Development
Supports PCD in defining priorities, drafting technical concepts, and preparing proposals that address urgent and strategic needs in line with MOI requirements.
Supports the development of PCD strategies, strategic plans, and operational plans that align with national strategies, sector priorities, and international best practices.
Provides technical input to ensure that PCD planning processes are evidence-based, inclusive, and results-oriented.
Drafts procurement requests, Terms of Reference (ToRs), and financing agreements as needed.
Supports the project’s operational planning, scoping activities, and future conceptualization processes.
Coordination & Stakeholder Engagement
Coordinates and supports internal and external technical meetings, workshops, and discussions with PCD, MOI, international partners, and relevant GIZ projects.
Builds and maintains strong networks with partners to ensure alignment, complementarity, and synergy across interventions.
Facilitates communication and coordination between PCD and relevant GIZ units to ensure coherent programme implementation.
Monitoring, Reporting & Knowledge Management
Supports programme monitoring and evaluation activities, including data collection, analysis, and documentation of results.
Contributes to GIZ reporting platforms and prepares input for progress reports, briefings, presentations, and visibility materials.
Supports communication, innovation, and knowledge management processes at project, cluster, and country levels.
Representation
Represents the interests of the project and GIZ in relevant forums and always acts in accordance with GIZ values, policies, and objectives.
Other Duties
Performs additional tasks relevant to programme goals as requested by management, even if not explicitly listed in this job description.
متطلبات الوظيفة:Required qualifications, competences, and experiences are considered an asset:
Master’s degree in public administration, organizational development, civil protection, international cooperation/relations, or development studies.
5-7 years of experience in the field of programme coordination and organizational development, in the civil protection, security, policing, or governance sector.
Proven experience of project coordination and research experience in an area related to the programme’s requirements is desirable.
Proven professional experience in the security sector and civil protection, emergency response, or disaster management.
Strong experience coordinating with multiple stakeholders, including government bodies, NGOs, donors, and technical partners.
Understanding of the working landscape of the governance, security, and civil protection sector.
Ability to work effectively in an intercultural team, as well as, on his/her own.
Excellent interpersonal and intercultural communication skills, organizational and time management skills.
Willingness and ability to work from partner offices as required
Flexibility to travel within the West Bank
Valid Driving license is a must
