Operation Room Assistant/Safety&Security
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: Ramallah West Bank.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Reporting/Line Management: Safety and Security Manager.
The Operations Room Assistant (ORA) will be responsible for the day-to-day journey management of CARE staff and visitors, in the West Bank, including route selection, tracking of vehicles and staff, and real-time communications with field teams.
The positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.
Responsibilities:
1) Staff movement oversight and support (50%):
Apply CARE Palestine’s journey management processes to all staff field movements, ensuring movement requests, approvals, check‑in & check‑out, and support during incidents is followed.
Track all CARE vehicles and staff movements in the West Bank, and maintaining oversight of all movements in Gaza, utilising communications methods and tracking devices and systems, in line with agreed check‑in schedules.
Review and provide planned movement guidance and routes, including preferred travel times, where required, and recommend safe and alternative, based on current and changing security information, in coordination with the SSM/SAM, Fleet and field teams.
Report and support any loss of tracking with field teams, lost communications, or activated SOS alarms immediately to the SSM/SAM and follow agreed escalation processes.
Establish and maintain communications with CARE drivers and travelling field staff, to provide clear, appropriate, and tangible security updates.
Accountable for all CARE communication and tracking equipment, daily, including allocation of devices to field teams and vehicles, ensuring asset management with proper sign‑out/sign‑in of equipment, and weekly functionality checks.
Maintain CARE communication tree, including drivers and field teams, in coordination with the security department and Fleet.
Have a detailed understanding and experience with Operations Centre SOPs, while building this capacity with the country office staff.
Report any security incidents, near misses, or medical emergencies to the security department, line management and emergency services where needed, without delay.
2) Data management (15%):
Safety and Security Incident database: Utilizing CARE and external resources and information, maintaining a daily safety and security incident database relevant to CARE programmes and operations.
Ensure ongoing incidents or restricted access is communicated to field teams immediately.
3) Crisis and incident management support (15%):
In alignment with CARE Palestine Safety and Security Management Plan (SSMP) and as directed by the SSM and SAM, or crisis/incident management teams, act as the Operations Centre focal point during incidents affecting CARE staff and operations.
Log incident information in real time, maintain an accurate daily headcount of staff during working hours and emergencies, for swift accountability.
Provide timely information between the SSM and SAM, field teams and management during incidents, including documenting any decision-making and/or actions taken relating to safety and security.
Develop, and share guidance and alerts to staff, comprising of advisories, security alerts/updates, official updates, focusing on access constraints, movements, and safety and security of staff, as requested by the SSM and SAM, utilising all communication methods, such as email, SMS, or calls.
4) Administrative and Operational support (10%):
Maintain the directory for trackers and communication devices. Send the updated directory to SSM and SAM at the end of each month.
Maintain and directory of peer organisations, emergency services, authorities, and other key stakeholders’ contact information. Share the updated directory with the security department at the end of each month.
Maintain and distribute the CARE Daily movements list each evening, showing the next day’s movements, any border crossings, and inbound/outbound visitors arriving from land or air, via Jordan or Tel Aviv.
Develop and maintain an accountability spreadsheet for safety and security equipment holdings in all CARE Palestine facilities.
Conduct in-person or remote checks of this equipment weekly and provide a summary update to the SSM and SAM.
Collect, review, and log any field travel plans daily.
5) Visitor Support (10%):
In coordination with visitor schedules, ensure that visitors to CARE facilities including offices and guesthouses register arrival and departure, always provide visitor badges, and are escorted by CARE staff while on CARE premises.
International visitor pre-arrival clearances: In coordination with the security department, Programme Support and Administration departments, actively track entry and exit of international visitors to CARE Palestine and support the production of all necessary pre-deployment briefings and supporting documentation, which are explicitly maintained by the security department.

1) Required:
-Bachelor’s degree, preferably in management or any other relevant subject with a suitable university degree.
-2 years of experience directly supporting security operations, within a humanitarian context and risk management, preferably within a humanitarian organisation. (Other sectors may be considered).
-At least 3 years of experience of working for a humanitarian organisation.
-Proven capacity to mentor and coach national staff on security related topics.
-Experience writing high-level security updates, risk analysis and/or conflict analysis.
-Strong assessment, evaluation, analysis, and strategic planning skills.
-Competent and literate in English, verbal and written, with a sound knowledge of technical expressions.
-Excellent oral and written communication skills.
-Demonstrable supervisory ability, sound judgment, and the ability to work effectively with others at all levels.

-IT literate in MS – Word, Excel, and PowerPoint
-Excellent interpersonal communication skills – ability to clearly and calmly pass time-sensitive information
Note: Candidates with a similar level of experience within the private sector and police and military may also be considered
