Birzeit University, through its Center for Continuing Education (BZU-CCE), is implementing the SANADI – Digital Mental Health Services Expansion Project, supported by the Islamic Development Bank (IsDB). The project aims to strengthen access to quality, inclusive, and sustainable mental health and psychosocial support (MHPSS) services in Palestine through innovative digital solutions, institutional capacity development, workforce training, and community-based service delivery.The project combines digital MHPSS infrastructure, the eCAST platform, workforce development and certification, community service delivery, and protection-sensitive referral mechanisms.

Position Overview

BZU-CCE seeks a highly experienced Project Team Leader to provide strategic, technical, and institutional leadership for SANADI and ensure the effective implementation, coordination, quality, and sustainability of its interventions. The Team Leader will oversee the Project Management Unit (PMU), coordinate implementation partners, ensure alignment with project objectives and donor requirements, and facilitate collaboration among national institutions, technical experts, and development partners. The position requires strong leadership in institutional capacity development, complex program management, partnerships, and knowledge-based development interventions, with demonstrated understanding of the Palestinian MHPSS context.

Key Responsibilities

Strategic Leadership and Program Management
Lead the overall planning, coordination, implementation, and performance monitoring of the SANADI project.
Translate project objectives into integrated annual and operational work plans, implementation schedules, and deliverables.
Supervise and coordinate the PMU and ensure effective collaboration across project components.
Identify operational risks and facilitate timely decisions and corrective actions.
Ensure consistency, coherence, and quality across technical, institutional, and digital interventions.
Institutional Coordination and Partnership Development
Serve as the principal coordination focal point between BZU-CCE, IsDB, technical partners, and relevant national stakeholders.
Establish and maintain productive working relationships with government bodies, academic institutions, MHPSS service providers, community organizations, and international development partners.
Facilitate steering committee meetings, technical consultations, and stakeholder engagement processes.
Strengthen institutional ownership, coordination, and opportunities for sustainable integration of project outputs into national systems.
Capacity Development and Institutional Learning
Oversee the design and implementation of professional development and workforce capacity-building interventions.
Support the establishment of competency-based learning pathways, training-of-trainers programs, professional certification, and continuing professional development mechanisms.
Promote participatory and practice-oriented approaches to institutional learning and capacity development.
Ensure that project-generated knowledge, learning resources, and technical expertise contribute to long-term institutional capacity.
Digital Innovation and Service Delivery Oversight
Provide strategic oversight of the digital MHPSS components, in close collaboration with specialized technical and clinical teams.
Ensure alignment between digital platforms, capacity-building interventions, service delivery models, and user needs.
Facilitate coordination among eCAST technology partners, service providers, and implementing institutions.
Ensure that technical solutions are informed by accessibility, sustainability, safeguarding, privacy, and responsible digital practices.
Quality Assurance, Accountability and Reporting
Oversee project monitoring, evaluation, learning, and reporting processes.
Ensure timely delivery of high-quality technical and progress reports.
Coordinate with financial and procurement personnel to monitor contractual compliance and effective resource utilization.
Ensure compliance with applicable university procedures, contractual commitments, and IsDB requirements.
Promote appropriate safeguards, ethical data practices, confidentiality, and accountability to affected populations.

متطلبات الوظيفة
Required Qualifications and Experience

Master's degree or higher in Development Studies, Education, Management, Public Administration, Social Sciences, Institutional Development, or another relevant discipline.
Minimum 10 years of progressively responsible experience in managing complex development, institutional capacity-building, or multi-partner programs.
Demonstrated experience leading donor-funded programs involving multiple technical components and institutional stakeholders.
Proven expertise in designing and managing professional development, institutional strengthening, or knowledge and learning initiatives.
Substantial experience coordinating partnerships involving national institutions, civil society, universities, development agencies, and/or international organizations.
Demonstrated understanding of the Palestinian institutional and development context, including MHPSS systems and challenges.
Strong strategic planning, team leadership, stakeholder engagement, and problem-solving capabilities.
Excellent report-writing, communication, facilitation, and negotiation skills.
Excellent command of Arabic and English, both written and spoken.
Preferred Qualifications

Previous engagement with MHPSS-related programs, coordination mechanisms, or capacity-building initiatives.
Familiarity with digital transformation, technology-enhanced professional learning, or digital service innovations.
Experience managing programs funded by multilateral development banks, UN agencies, or international donors.
Knowledge of safeguarding, responsible data governance, and project sustainability approaches.
Familiarity with the institutional and operational environment of Palestinian public-sector and community-based service providers
