The Federal Foreign Office (AA) has a Flexible Implementation Mechanism for Middle Eastern Countries, which is implemented by GIZ. This mechanism enables the rapid initiation, preparation, implementation and implementation of measures in the context of the Middle East conflict and ensures a high degree of flexibility and responsiveness in fragile contexts. This opens up opportunities for initiatives in the event of dynamically changing framework conditions or short-term need for action.

The position will be supporting two measures under the FIM; the first measure; "Support for the Rule of Law in the Palestinian Territories" will 1) establish and implement a rule of law facility to promote the rule of law, and 2) support the Palestinian Civil Police in their approach to citizen-oriented policing and its organizational development. The establishment of the facility is co-financed by the EU. The Facility operates on a demand-driven approach that ensures a flexible, coordinated and accountable delivery of tailored support in the areas of procurement, capacity building and infrastructure rehabilitation.

The second measure "Strengthening Civil Protection in the West Bank" under the FIM will 1) enhance capacities of the Palestinian Civil Defense volunteer system and community-based resilience mechanisms in high-risk areas have been improved, 2) improve the operational capacities, quality of services and institutional resilience of the Palestinian Civil Defense, in addition to 3) support the enhancement of evidentiary standards through the justice chain. This support is co-financed by the EU.

Position Overview: The Technical and Partnerships Advisor provides technical guidance and advisory support to partner institutions under the Civil Protection and Rule of Law (RoL) Facility components. The position leads the assessment and prioritisation of partner needs, supports the development of technical standards and assessment frameworks, and provides evidence-based recommendations to inform the planning, implementation and allocation of programme resources.

The Advisor works closely with partner institutions and internal programme, finance, procurement and operational teams to ensure that proposed interventions are technically sound, cost-effective, sustainable and aligned with programme objectives, available resources and applicable requirements.

To support the implementation of the project, GIZ is seeking a full time (100%) Band 4 position within the Flexible Implementation Mechanism for Middle East (FIM).

“Advisor – Technical and Partnerships”

Tasks and responsibilities include but are not limited to:

Lead support to partners under the civil protection and ROL facility in identifying and articulating needs related to procurement, capacity development, equipment and renovation, and coordinate the assessment and prioritization of requests.
Build and maintain partnerships with relevant stakeholders and international partners, facilitate coordination and knowledge exchange, promote complementarity of interventions, and represent GIZ in technical meetings and coordination forums, as delegated.
Leading the assessment and prioritisation of partner requests, providing technical recommendations, and initiating and coordinating implementation processes in line with programme objectives, available resources, and applicable procedures.
Establish technical standards, procedures and assessment frameworks.
Assess market availability, supplier capacity and relevant service providers, and develop and maintain market and supplier databases to inform planning and procurement.
Assess the cost-effectiveness, value for money and sustainability of proposed interventions, while anticipating risks, bottlenecks and developing appropriate mitigation measures.
Provide technical analysis, recommendations and coordination across programme, finance, procurement and operational functions to support timely, informed and evidence-based decisions.
Support operational planning and track technical, financial and operational implementation, ensuring activities remain aligned with objectives, budgets and timelines.
Contribute to project monitoring, reporting, and technical documentation, while ensuring compliance with relevant standards, safety requirements, and donor procedures.
متطلبات الوظيفة:
Required qualifications, competences, and experiences are considered an asset:

University degree in procurement, supply chain management, finance, economics, business administration, project management, engineering, facilities management, or another relevant field.
6-8 years of proven professional experience in technical operations, programme implementation, procurement, supply chain management, infrastructure or renovation, market assessment, or technical and institutional support to partner organisations.
Strong analytical and organisational skills, including the ability to assess needs, prioritise interventions, evaluate technical feasibility, cost-effectiveness and sustainability, and develop practical recommendations.
Experience in needs assessment, market and supplier analysis, and operational planning.
Experience with GIZ, EU, or other donor procedures and applicable compliance requirements.
Experience in international development cooperation or donor-funded programmes.
Experience working with public-sector institutions, particularly in civil protection, rule of law, governance, justice, or security-sector reform.
Experience in one or more of the following areas: procurement planning, supplier mapping, equipment procurement, facility renovation, infrastructure, or technical works.
Experience in cost-benefit or value-for-money assessments, sustainability planning, and programme monitoring tools.
Experience working in fragile, conflict-affected, or rapidly changing environments.
Strong coordination, communication, advisory and report-writing skills, with the ability to work effectively across programme, finance, procurement, technical and operational functions.
Ability to identify risks, anticipate implementation bottlenecks, and recommend appropriate mitigation measures.
Strong interpersonal skills and the ability to work effectively with diverse stakeholders in multicultural and multidisciplinary environments.
Ability to work independently, manage multiple priorities, and deliver high-quality outputs within tight deadlines and changing operational conditions.
Fluency in Arabic and English; knowledge of German is an advantage.
Valid driving license and willingness to travel to field locations and partner institutions' offices.
Expected field and partner-office presence of at least 50%, depending on operational requirements.
