Women's Voice, Leadership & Impact (WVLI) Coordinator
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location:West Bank, Ramallah.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
CARE is seeking The Women's Voice, Leadership & Impact (WVLI) Coordinator, based in Ramallah, will coordinate and provide technical and operational leadership for implementation of women's leadership, Women Lead in Emergencies (WLiE), WVLI, civil society strengthening, advocacy, collective voice, and related women and girls equality components across CARE Palestine's Women Equality & Empowerment portfolio.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s .empowerment
Responsibilities:
1) Women’s Leadership, Participation and WLiE Technical Implementation 35%:
• Coordinate and drive implementation of assigned women's leadership, WLiE, WVLI and related women and girls equality interventions, including action plans, community leadership initiatives, participant engagement and agreed milestones.
• Provide technical guidance and accompaniment to women leaders, community groups, partners and stakeholders, ensuring quality, timely delivery and alignment with CARE approaches.
• Draft, adapt and quality-review guidance, facilitation materials, Terms of Reference, activity concepts and other relevant technical/programmatic documents.
• Coordinate and facilitate leadership, advocacy, learning and capacity-strengthening activities using participatory and women-centered approaches.
• Conduct regular field follow-up, identify implementation bottlenecks and contextual risks, and coordinate timely corrective or adaptive actions.
2) Civil Society Strengthening, Partnership and Grantmaking and Grantmaking 30%:
• Coordinate civil society strengthening and ongoing accompaniment of women-led and women-rights organizations and networks, including organizational capacity development, peer learning and technical support.
• Serve as a close accompaniment focal point for women-led and women-rights organizations and networks, providing ongoing organizational capacity strengthening support, responsive technical guidance, tailored follow-up, and relationship management throughout the implementation cycle.
• Coordinate relevant partner governance and engagement processes, including Steering Committee meetings, calls for proposals and thematic opportunities.
• In close coordination with Grants/Compliance, support grantee selection, due diligence follow-up, onboarding, grant award preparation and implementation monitoring.
• Track partner/grantee milestones, deliverables, risks and agreed actions, escalating material issues and supporting timely resolution.
• Identify and promote opportunities that strengthen women's voice, leadership, collective agency, localization and linkages across relevant WEE interventions.
3) Program Quality, MEAL, Learning and Adaptive Management 15%:
• Work with MEAL colleagues to ensure appropriate indicators, participant data, evidence, feedback and learning are captured and used for assigned interventions.
• Review implementation progress and results, identify gaps and trends, and propose corrective or adaptive actions to strengthen program quality.
• Document lessons, good practices and emerging issues, and contribute substantive inputs to reporting, donor updates, learning products, concept notes and proposals.
• Support accountability to partners and participants by ensuring feedback and implementation concerns are followed up through appropriate channels.
• Contribute to WEE portfolio planning, proposal development, emergency response and cross-team initiatives, and represent CARE in relevant technical or coordination meetings when delegated.
4) Financial, Compliance, Documentation and Internal Coordination 15%:
• Maintain accurate implementation, partner, grant and consultant tracking tools and ensure timely filing and archiving in line with CARE and donor requirements.
• Coordinate timely preparation and completeness of payment requests, procurement packages, grant documentation and other operational submissions.
• Follow relevant BvA expenditure and forecasts with project, Finance and Grants colleagues, flagging implementation, burn-rate or compliance risks requiring action.
• Coordinate with Finance, Grants/Compliance, Procurement, Logistics, MEAL, Communications and other functions to resolve bottlenecks and support timely implementation, reporting and compliance readiness.
OTHER RESPONSIBILITIES AS ASSIGNED 5% of time

Required:
• Bachelor's degree in Gender Studies, Social Sciences, Development Studies, Community Development, or a related field, or equivalent combination of education and work experience.
• In-depth knowledge of civil society strengthening, women’s leadership, women empowerment, and women and girls equality programs and approaches.
• Minimum 5 years of relevant professional experience in development and/or humanitarian programming, including substantial experience working with civil society actors, women-led and women-rights organizations, and community-based initiatives in Palestine or similar fragile contexts.
• Demonstrated experience coordinating women's leadership, women and girls equality, civil society strengthening, localization and/or organizational capacity-strengthening interventions.
• Experience coordinating grants or sub-grants, partner accompaniment, partner performance follow-up and relationship management.
• Demonstrated ability to coordinate multi-stakeholder implementation, prioritize competing demands, identify risks and bottlenecks, and drive agreed actions to completion.
• Experience reviewing and developing technical/programmatic documents, including Terms of Reference, activity concepts, guidance materials and narrative reporting inputs.
• Strong facilitation, partnership-building, negotiation and stakeholder engagement skills.
• Strong planning, organization and follow-up skills, including the ability to manage multiple workstreams and deadlines under pressure.
• Strong written and verbal communication skills in Arabic and English.
• Strong commitment to advancing women and girls, inclusion, localization and social justice, and proven ability to work collaboratively within multidisciplinary and diverse teams.
Desired:
• Master’s degree in Gender, Development, Social Policy, Community Development, or any other relevant field is an asset.
• Additional professional training in women empowerment, gender equality, civil society strengthening, advocacy, facilitation, or participatory community development is an asset.
• Proven ability to coordinate and harmonize ideas, inputs, and implementation approaches within multidisciplinary teams and with external stakeholders.
• Practical familiarity with Women Lead in Emergencies (WLiE), women's leadership programming and feminist/participatory methodologies.
• Understanding of power analysis, intersectionality, localization and women-centered empowerment approaches.
• Experience designing or facilitating leadership, advocacy, organizational capacity or civil society strengthening processes.
• Experience in donor-funded projects, including familiarity with donor compliance, MEAL systems, learning frameworks, budget monitoring and reporting.
