Background Information

Station J is a leading innovation hub working to strengthen economic resilience, entrepreneurship, and youth empowerment in Jerusalem through integrated programs that combine capacity building, incubation, access to finance, and ecosystem development.

As part of its strategic partnerships, Station J is implementing a flagship intervention designed to support MSMEs, NGOs, and youth-led innovation through a combination of financial support, technical assistance, and ecosystem engagement.

The Facility adopts an integrated approach that includes:

Matching and direct grants for MSMEs and NGOs
Capacity building and business development support
Technical advisory services
Youth innovation tracks through hackathons and incubation

The Project Manager will play a central role in ensuring the successful delivery of this intervention, maintaining high-quality standards, strong coordination, and full compliance with operational and reporting requirements.

Position Objective
The Project Manager will be responsible for the overall management, coordination, and implementation of the project, ensuring effective delivery of all components in line with approved plans, timelines, and budgets.

The role requires a strong balance between:

Operational leadership and execution
Donor reporting and compliance
Institutional representation and partnership management

The Project Manager will supervise a core team and act as a key bridge between technical teams, senior management, and external stakeholders.

Key Responsibilities
Project Management
Project Implementation & Oversight

Lead the full project cycle: planning, implementation, monitoring, and closure.
Ensure timely and high-quality delivery of all project components, including grants, capacity building, technical assistance, and innovation activities.
Align implementation with approved workplans, logframe, and budget.

Operational Leadership
Manage the day-to-day operations of the project and ensure smooth coordination across all components.
Supervise and guide a team of three staff members, ensuring clarity of roles, performance tracking, and continuous development.
Ensure effective coordination between technical, financial, and administrative functions.

Quality Assurance
Ensure consistency and quality across all project activities and interventions.
Conduct regular field visits and follow-up to monitor implementation quality.
Ensure integration between training, grants, and post-support mentoring.

Reporting, Communication & Representation
Lead the preparation of high-quality narrative and technical reports in line with required formats and timelines.
Contribute to financial reporting in coordination with the finance team.
Maintain regular communication with partners and stakeholders, providing updates on progress, challenges, and achievements.
Represent Station J in coordination meetings, stakeholder engagements, and project-related events.
Prepare presentations, briefs, and updates for internal and external audiences.

Financial Management & Compliance
Oversee budget implementation and ensure efficient use of project resources.
Monitor expenditures against budget lines and address deviations proactively.
Ensure compliance with internal procedures and funding requirements.
Coordinate closely with finance and procurement teams on disbursements, procurement processes, and documentation.
Support preparation of budget adjustments and revisions when required.

Grant Facility & Technical Oversight
Oversee the full grant cycle, including outreach, application, evaluation, contracting, disbursement, and follow-up.
Ensure transparency, fairness, and quality in selection and evaluation processes.
Supervise the delivery of technical assistance and advisory services to beneficiaries.
Ensure that MSMEs and NGOs receive tailored support that enhances sustainability, growth, and impact.
Partnerships & Stakeholder Engagement
Build and maintain strong working relationships with partners, institutions, and ecosystem actors.
Coordinate with relevant stakeholders to ensure alignment and avoid duplication of efforts.
Engage with MSMEs, NGOs, and community actors to strengthen participation and impact.
Represent Station J in relevant sectoral and ecosystem platforms.

Monitoring, Evaluation, and Learning (MEAL)
Ensure implementation of effective monitoring and evaluation systems.
Track progress against key indicators and targets.
Oversee data collection, validation, and reporting processes.
Use insights and feedback to support adaptive management and continuous improvement.

Risk Management & Adaptive Planning
Identify potential operational, financial, and contextual risks.
Develop mitigation strategies and contingency plans.
Ensure flexibility in implementation to respond to changing conditions.

Strong understanding of the economic and social context in Jerusalem
Good knowledge of MSMEs and NGO sectors in Jerusalem
Familiarity with working in complex and sensitive environments

Qualifications
Bachelor’s degree in Business Administration, Economics, Development Studies, or a related field (Master’s preferred).
Minimum 5 years of relevant experience in project management.
Proven experience managing complex development programs.
Demonstrated experience in:
MSME support and entrepreneurship
Capacity building programs
Business planning and development
Strong experience in reporting and stakeholder coordination.
Fluency in Arabic and English (written and spoken).

Additional Requirements
Strong engagement and understanding of the Jerusalem ecosystem.
Ability to work under pressure and manage multiple priorities.
Willingness to conduct regular field visits.
