Position: Humanitarian Access & Security (HAS) Officer   

Salary:   Starting from 8,623 ILS 

Contract Duration:  9 months - extension upon funding 

Location: West Bank/Ramallah Office 

Closing date:  10 May 2026 

THE ORGANIZATION 
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organization with no religious or political affiliation. OBJECTIVE OF THE POSITION: 

The role of the HAS Officer is to support the security management and develop HI’s access to vulnerable populations to the greatest extent possible in his or her geographical area.  

Reporting and under the management of the Humanitarian Access & Security Supervisor.  
Working closely with the Area Manager.  
Coordinating with the logistics teams. 
Responsibilities/ Missions: 

Responsibility 1: Context monitoring and strengthening the acceptance of HI’s programme. 

Gathers and analyses information concerning the context, access, and key players. 
Disseminates this information to different actors in an appropriate manner. 
Participates in and represents HI at meetings and other formal and informal events organised about security and humanitarian access as agreed with the AM and HAS Supervisor. 
Maintains a database and maps events occurring in the country that affect security and humanitarian access. 
Strengthens the acceptance of HI in its geographical areas of intervention, e.g., maintains good relations with the local communities. 
Updates the UN ECP deconfliction notification system and enters the data need for all movements of the HI staff as well as the expats and the different the missions as well as the aid trucks movement and monitors theses movement till their arrival to the final destination. 
 

Responsibility 2: Operational security Management                

Produces security analyses and recommendations. 
Coordinates and serves as a Liaison with the different UN Agencies in charge of the access and rotation lists for all international Expats entering to different parts of the mission and follows up on all the related logistics and security for such visits in coordination with the HAS Supervisor and the Area manager. 
Follows up and monitors the daily situation as well as the changeable circumstances on the ground. Plans for alternative scenarios for different situations. 
Sends daily updates on the Humanitarian and political context of the different districts in the mission and works with the tracking and Movement officer on identifying the staff movements and the no-go zones. 
Sends SMS messages through messenger, WhatsApp and emails about different events and incidents that are considered critical and may affect the work of the different missions and HI. 
Creates daily, weekly and monthly situational reports that can help in the planning process of the different activities of the different HI programs. 
Provide training for the HI staff and volunteers including some simulation drills on movement, safety and security that includes revision of the different safety and security SOPs. 
Updated the SOPs according to new needs and upcoming situations. 
Makes regular visits to other bases to conduct security assessments and to support the offices in different governorates in the country when security situation permits. 
Participates in the management of incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learned, adjustments to frameworks, etc. 
Provides security assessments of the different routes of the aid trucks and coordinates with the local communities and the authorities as well as providing the logistics department with those assessments for their procurement of transportation companies services. 
Support the security validation process for the staff and volunteer’s movements on daily and weekly basis 
Notify and register the movement of HI national and expat teams based on requests. 
Creates daily, weekly and monthly situational reports that can help in the planning process of the different activities of the different HI programs. 
Updates the SOPs according to new needs and upcoming situations. 
Updates the maps that contain the HI offices, warehouse and GHs. 
Responsibility 3: Strengthens staff capacity in the fields of humanitarian access and security. 

Regularly informs staff of security developments (including the potential impact on HI) by ensuring the dissemination of relevant events through HI staff information channels. 
With the appropriate managers, identifies HI activities that are at risk, produces joint analyses to bring these risks down to an acceptable level and ensures that the teams understand the operational changes. 
Conducts security briefings for the induction of new employees and consultants. 
In collaboration with the HAS Supervisor, prepares and facilitates thematic workshops and training for HI’s employees (drivers, security guards, project staff, etc.). 
Provide training for the HI staff and volunteers including some simulation drills on movement, safety and security that includes revision of the different safety and security SOPs. 
Takes part in any future recruitment of additional staff to the HAS department. 
 Responsibility 4: Humanitarian access 

Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement. 
Supports HI’s management with the creation of a strategy to improve humanitarian access specific to the programme, including making contact and conducting humanitarian negotiations with the authorities and key players. 
Prepares exploratory visits and the opening of new geographical areas. 
Analyse access related to inter governorates movements and advice the senior managements to have an informed decisions and validations of movements.

Job Requirements 

University degree or equivalent certification in risk management, international relations or other discipline relevant to the position. 
At least 3 years of experience in position with security responsibilities with humanitarian action - INGO 
Training in humanitarian access/negotiation and humanitarian security management. 
Experience in humanitarian negotiation.
