CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a 6 months contract with possibility of extension, to fill the following vacancy:

Safety and Access Coordinator
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: Ramallah West Bank, Palestine.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Line Manager: WB Head Of Office.

 Safety and Access Coordinator (SAC) – West Bank splays a key role in supporting safe and effective program delivery by coordinating safety, security, and humanitarian access functions across CARE operations. The role provides technical guidance on risk management, supports informed operational decision-making, and contributes to maintaining a strong safety culture.

This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment

Responsibilities:
1) Security Risk Management and Operational Safety (35%)

- Support the implementation and periodic review of Security Management Plans (SMPs), SOPs, contingency, and evacuation plans.
- Conduct Security Risk Assessments (SRAs) for program locations, facilities, and movements, and provide recommendations to inform decision-making.
- Monitor and analyze the operating context and provide regular updates and advisories on security trends and risks.
- Support and contribute to security incident management, including reporting, follow-up, and lessons learned.
- Provide technical input during preparedness and response actions (e.g., hibernation, relocation, evacuation).
- Ensure safety systems, tracking tools, and communication protocols are applied consistently across operations.

2) External Coordination & Representation (20%)

- Maintain working relationships with relevant external stakeholders, including community representatives and local authorities.
- Represent CARE in coordination meetings and forums, as delegated, and ensure relevant information is shared internally.
- Support delivery of safety and access briefings and trainings for staff, visitors, and partners.
- Identify capacity gaps and contribute to strengthening staff and partner awareness on safety practices.
- Promote a proactive and accountable safety culture across teams.

3) Access, Movement & Operational Decision Support (25%)

- Coordinate movement planning and route assessments in collaboration with relevant teams.
- Provide recommendations on movement feasibility and risk mitigation measures, including input into go/no-go decisions where required.
- Support staff and visitors with timely guidance on access constraints, safety measures, and movement procedures.
- Maintain stakeholder mapping and contribute to access analysis to support program implementation.
- Support access engagement efforts with relevant stakeholders to facilitate safe operations.

4) Reporting, Analysis, and Internal Coordination (15%)

- Contribute to regular and ad hoc reporting on safety, security, and access developments.
- Maintain accurate records of incidents, access activities, and contextual updates.
- Analyze trends and share insights to support operational planning and risk awareness.
- Coordinate closely with program, logistics, HR, and operations teams to integrate safety considerations.

Qualification:
Required:

-University degree in a relevant field (e.g., security management, social sciences, international relations), or an equivalent combination of education and work experience.
-Minimum 4 years of progressive experience in humanitarian safety, security, and/or access roles, or programatic role.

- Demonstrated experience in security risk assessments, incident management, access negotiations, training and external engagement.
-Strong analytical and problem-solving skills with the ability to operate under pressure.
-Excellent interpersonal, communication, and negotiation skills.
-Fluency in English and Arabic (written and spoken).
-Strong planning, coordination, and report-writing skills.
-Willingness and ability to travel frequently within the West Bank, including areas with varying risk levels.
-Experience conducting training and capacity building
-Proficiency in Microsoft Office. 

Desired:
-Experience in inter-agency coordination and NGO security networks.
-Experience supporting partner capacity strengthening.
-GIS/map making skills

-Training or certification in first aid, crisis management, adult learning, or conflict management.
