Digital Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: Gaza Or Ramallah - Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Line Manager: Program Support Director.
The role ensures the proper functioning of existing tools (e.g., Digital LogBook, Movement Request system, Fuel Request system, Commodity Tracking System) and contributes to the development of new digital solutions tailored to field operational needs.
Working under the supervision of the Program Support Director and in close collaboration with the IT Consultant and field teams, the Digital Officer plays a key role in advancing CARE’s digitalization transformation in a complex environment.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.
Responsibilities:
1) Management and Maintenance of Digital Systems (35%)
- Ensure the functionality, reliability, and accessibility of existing digital tools, including:
Digital Vehicle LogBook
Movement Request system
Fuel Request and Fuel Voucher system
Kobo-based tools
Commodity Tracking System
Health Center Management System
- Provide first-line troubleshooting and user support across departments
- Monitor system performance and ensure proper data storage, archiving, and version control
2) Development and Adaptation of Digital Solutions (35%)
- Support the design and rollout of new digital tools aligned with operational needs
- Develop simple applications and workflows using:
Microsoft Power Platform (Forms, Power Automate, SharePoint)
Kobo Toolbox
Excel (including dashboards and Power Query where applicable)
- Adapt tools to field constraints (connectivity, access, user capacity)
- Participate in testing, validation, and rollout of new systems
3) User Support, Training, and Adoption (25%)
- Provide ongoing technical support to staff across all departments
- Develop user guides, SOPs, and training materials
- Deliver training sessions (in-person and remote) to ensure effective use of systems
- Promote adoption of digital tools and paperless workflow
4) Coordination, Data Management, and Continuous Improvement
- Collaborate with the IT Consultant and internal departments to align digital solutions with organizational needs
- Ensure compliance with CARE data protection policies and proper access management
- Maintain documentation of systems, workflows, and updates
- Identify opportunities for innovation and continuous improvement in digitalization, particularly in remote and access-constrained environments
متطلبات الوظيفة:Qualification:-
Requried:
-Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field
- Minimum 2–3 years of relevant experience in IT support, digital tools development, or data management
- Experience with Microsoft tools (SharePoint, Excel, Forms) required
- Experience with Power Automate, Kobo Toolbox, or similar platforms is an asset
- Experience working with NGOs or in humanitarian contexts
trong troubleshooting and problem-solving skills
- Ability to translate operational needs into practical digital solutions
- Good knowledge of Excel (advanced functions preferred)
- Basic understanding of workflow automation tools
Desired:
Masters or higher degree in related area, or equivalent experience
