Deep Insights for Monitoring and Evaluation is a leading Palestinian consulting firm specializing in Monitoring, Evaluation, Accountability and Learning (MEAL), and in data-driven decision support across the humanitarian, development, and private sectors.

Our services include evaluations and applied research, MEAL systems and digital platforms, Management Information Systems (MIS), strategy and risk management, organizational development, capacity building and learning, resource mobilization, and private sector analytics and business intelligence. We work with UN agencies, bilateral donors, international and national NGOs, government bodies, and private sector organizations and enterprises across Palestine and the wider MENA region, delivering international-standard solutions adapted to local contexts.

Position Summary
The (MEAL/MIS) Officer will provide dedicated technical support to Deep Insights' project portfolio across two core workstreams: monitoring, evaluation, accountability and learning (MEAL) data analysis, and Management Information Systems (MIS) configuration, deployment, and support. Reporting directly to the Chief Operations Officer (COO), the Officer will contribute to evaluation data collection and analysis, support the deployment of digital data platforms, contribute to dashboard development, and provide day-to-day technical backstopping on client assignments across Palestine and the wider MENA region.

The role is positioned as a mid-level technical contribution role within a small, high-performing team. The successful candidate will work alongside senior (MEAL/MIS) Specialists and gain exposure to a diverse portfolio of evaluations, MEAL system design assignments, and digital data platform implementations for UN agencies, bilateral donors, international and national NGOs, and private sector clients.

Key Responsibilities
Monitoring, Evaluation & Data Analysis
Contribute to the design of MEAL frameworks, logframes, indicator matrices, and Performance Indicator Tracking Tables (PITT) under the supervision of senior staff.

Support quantitative and qualitative data collection, cleaning, and analysis across Deep Insights evaluation and research assignments.

Prepare data visualizations, tables, charts, and infographics that translate findings into accessible formats for client and donor audiences.

MIS Configuration & Digital Data Systems
Assist in the configuration, testing, and deployment of digital data collection platforms and Management Information Systems.

Support the development of databases, data-entry forms, role-based access controls, validation rules, and audit trails.

Contribute to Power BI and Excel-based dashboard development, including data modelling and visualization.

Support data migration from legacy systems, pilot testing, and iterative refinement of deployed platforms.

Data Quality, Management & Governance
Apply data-lifecycle SOPs covering collection, cleaning, storage, security, and visualization.

Conduct data quality checks, verification protocols, and spot-check exercises to ensure reliability and integrity of monitoring data.

Support compliance with GDPR and organizational data-protection policies across project deliverables.

Client Engagement & Technical Support
Participate in client meetings, training workshops, and stakeholder consultations as required.

Contribute to the development of training materials, user manuals, and reference documentation for deployed systems.

Provide first-line post-deployment technical support to client users and troubleshoot routine system issues.

Perform any other tasks assigned by the direct supervisor in line with the scope of the role and the operational needs of Deep Insights.

Education
Bachelor's degree in Data Analysis, Data Science, Statistics, Information Systems, Management Information Systems (MIS), Computer Science, Engineering, Mathematics, or a closely related quantitative or technical field.
Professional Experience
A minimum of three (3) years of professional experience in MEAL, M&E, or MIS roles within international NGOs, UN agencies, consultancies, or development programmes.
Demonstrated hands-on contribution to at least two completed project cycles involving data collection, analysis, and donor reporting.
Technical Skills
Demonstrated proficiency in configuring, testing, and deploying digital MEAL/MIS platforms such as CommCare and ActivityInfo.
Demonstrated proficiency in at least one data analysis or visualization tool such as Power BI, advanced Excel, SPSS, or R.
Working familiarity with Results-Based Management (RBM), logframe design, and OECD-DAC evaluation criteria.
Demonstrated ability to work with AI tools for data analysis, research, and productivity, with sound judgment on verification, quality, and data-protection considerations.
Language Skills
Excellent written and spoken English is essential; candidates must be able to produce client-ready outputs directly in English.
Fluent written and spoken Arabic.
