Terre des hommes (Tdh) is a leading worldwide reference on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to developing and improving child protection systems, including within the humanitarian sector. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research, and quality and accountability, with a view to creating lasting and meaningful change in the lives of children.
The National Project Manager (PM) will be responsible for the overall management, coordination, and implementation of an integrated Child Protection project in Gaza. The project adopts a holistic and multi-sectoral approach, aiming to provide comprehensive and integrated services for children and caregivers in response to the humanitarian crisis.
The PM will ensure that all activities, including case management, MHPSS (Mental Health and Psychosocial Support), Water Tracking, and public health promotion, are implemented to a high quality, in line with donor commitments and organizational policies, operating through both static facilities and mobile teams.
Specific Responsibilities:
Project Management
Project Implementation & Oversight: Lead the planning, execution, monitoring, and final reporting of all project activities in line with the Detailed Implementation Plan (DIP) and grant agreements.
Holistic Integration: Ensure effective technical and operational synergy across all integrated components: Case Management, MHPSS for children and caregivers, Water Tracking, and Public Health Promotion.
Service Delivery Model: Oversee the efficient deployment and management of both Static Centers and Mobile Units, ensuring geographical reach, accessibility, and high technical quality of services.
Quality Assurance Integration: Ensure the full integration of the CP Specialist/Officer into the project's Quality Assurance mechanism, including regular documented joint field visits to monitor quality across all components.
Communication effectively – keep all stakeholders informed with regular updates, foster collaboration and resolve conflicts, be the bridge between technical teams ans management, and listen actively.
Partnership and Capacity Strengthening
Partner Liaison and Performance: Serve as the main operational, technical, and compliance focal point for the national implementing partner, managing the partnership to meet agreed performance indicators.
Capacity Gaps and Planning: Lead the systematic assessment of the partner's operational and technical capacity gaps, particularly in MHPSS, CP, and Donor Compliance areas. Based on assessments, suggest a feasible Capacity Strengthening Action Plan (CSAP), targeting critical areas for improvement.
Procurement Follow-up: Ensure implementing partners' adherence to the existing Procurement Plan to guarantee the timely execution of critical purchases (MHPSS/CP/Cash) and full compliance with donor procurement procedures and thresholds, immediately reporting any major deviations to the relevant internal teams (Finance/Logistics).
Identify management risks – anticipate risks and issues (resource gaps, delays political and logistical barriers) and propose contingency plan.
Financial Management and Donor Compliance
Proactive Budget Management: Maintain proactive budget management for the entire consortium, ensuring that expenditure deviations per budget line are identified, formally justified, and resolved promptly to adhere to donor contractual constraints, aiming to minimize cumulative variances quarterly.
Financial Documentation Review: Establish a systematic mechanism for follow-up and verification of partners' financial supporting documentation. Conduct regular sample reviews of partner financial documents to provide formal technical feedback on compliance and procedural gaps in a timely manner.
Grant Amendments: Coordinate with Finance and the Reporting team to prepare formal requests for budget amendments or grant modifications when required, ensuring clear justification for any deviation from the original plan.
Reporting, MEAL, and Representation
Reporting: Prepare and submit high-quality narrative and financial reports (internal and external) according to required formats and deadlines.
Coordination: Represent the organization in relevant coordination forums (CP Cluster, Inter-Agency meetings) and maintain effective working relationships with local authorities and other stakeholders.
Team Management & Security: Provide direct line management, coaching, and mentorship to project staff, fostering a secure, collaborative environment while ensuring adherence to the organization's security and safety protocols.

Qualifications:
The Project Manager is expected to have the following competencies to fulfil his or her responsibilities and to achieve the desired results:
Advanced university degree (Master’s preferred) in Social Work, Psychology, Project Management, Humanitarian/Development Studies, or a related field.
Minimum of 5 years of progressive experience in managing projects in humanitarian or complex emergency settings.
Proven experience of at least 3 years in the direct management of Child Protection projects, with technical expertise in Case Management and MHPSS.
Expertise in Project Cycle Management (PCM), Budget Management, financial monitoring, and rigorous grant compliance procedures.
Demonstrated experience managing projects with a mixed implementation modality (direct and partner-led) and active involvement in Partner Capacity Strengthening/Development.
Prior experience in managing donor-funded grants with strict budget, procurement, and compliance with donor and Tdh requirements is essential.Deep practical knowledge of the international standards for Child Protection in Emergencies (CPMS) is considered an advantage.
Fluency in both English (written and spoken) is mandatory.
