Mission of the position:
Under the leadership of the Head of Bethlehem Programme, the Monitoring and Evaluation (M&E) Officer is responsible for systematically monitoring and evaluating projects to ensure data-driven decision-making, continuous improvement, and accountability to stakeholders. The role supports the development and implementation of Monitoring & Evaluation (M&E) and Quality Assurance (QA) systems within the Member Association, strengthens organizational M&E capacity, ensures data quality and integrity, and analyses program trends to inform strategic and operational decision-making.

• Head of Bethlehem Programme.
• SOS Children’s Village Programme Unit coordinators.
• National Monitoring and Evaluation advisor.
• ER Projects Implementation Director.
Key performance areas and main responsibilities:
• Adapt, develop and implement M&E frameworks, tools, and methodologies.
• Track programmes progress against objectives, indicators, and timelines.
• Ensure accurate and timely data collection from field teams and stakeholders.
• Ensure all the criteria is met while conducting any activity.
• Collecting feedback data according to SOS SOP.
• Conduct regular site visits and monitoring activities to assess implementation.
• Analyses data to measure program impact, trends, and areas for improvement.
• Prepare detailed analytical reports for internal use, donors, and stakeholders.
• Coordinates external evaluations and social impact studies
• Facilitate learning sessions and workshops for staff on M&E findings
• Ensure adherence to donor and organizational M&E standards.
• Verify data quality and reliability through validation checks.
• Train project staff and partners on M&E tools and best practices.
• Contribute to the design of logical framework, indicator definition, indicator tracking table, M&E plan, detailed implementation plan for new projects/programmes, setting quantitative and qualitative indicators, and developing M&E tools.
• Facilitates internal and external knowledge sharing on M&E
• Ensure proper physical and digital archiving and storage of all M&E documents, including data, reports, and evaluation findings, in accordance with organizational and donor policies.
Safeguarding Commitment
• Responsible within own area of work to raise awareness of the SOS Child and Youth Safeguarding Policy, Anti-Corruption Regulation, Code of Conduct principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
• Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line manager.
• Responsible for reporting/managing, mitigating or escalating conflicts of interest to the next hierarchical level.
• Responsible for individual responsibilities under the articles 19.1 and 19.2 of Anti-corruption regulation.

Must Criteria
• Bachelor’s degree in a relevant subject area, e.g. development studies, community development, public policy & planning, social sciences, etc.
• At least 5 years of monitoring and evaluation experience in the field of Humanitarian and social development
• Proven experience leading M&E activities and an ability to use a variety of approaches and methodologies
• Excellent command of English, written and spoken
Competencies – knowledge, skills, abilities
• Expertise in developing and coordinating implementation of M&E systems, processes and tools
• Experience in conducting and/or managing project evaluations and related methodology (quantitative and qualitative)
• Knowledge of Results Based Management and/or Project Cycle Management
• Knowledge of human rights and rights-based approaches in the development and monitoring of programmes
• Strong communication skills
• Well-developed training, facilitation and presentation skills
• Organisational and planning skills
• Computer literacy (MS Office)
Preferred additional criteria
• Knowledge of national policy developments in the area of child welfare
• Experience using an array of statistical, analytical, database and other standard software (e.g.: SPSS, STATA, etc.)
• Readiness for professional development
• A team player who is culturally astute, respectful and tolerant
