Assignment Title: DHIS2 Consultant

The Ministry of Health (MoH) operates a national communicable disease surveillance system based on the DHIS2 platform, which serves as the core mechanism for collecting, analyzing, and reporting communicable disease data to support timely outbreak detection and response. Under the Health System Efficiency and Resilience Project (HSERP), implemented by the MoH with support from the World Bank and development partners, the Ministry aims to strengthen the performance, functionality, and interoperability of this system to improve health system resilience and emergency preparedness. This consultancy seeks to deliver a comprehensive technical upgrade of the DHIS2-based surveillance system by addressing existing limitations, enhancing system speed, reliability, analytics, and integration with other national health information systems, while building MoH capacity to sustainably manage and maintain the upgraded platform


Main Tasks and Responsibilities

The consultant will work closely with the Preventive Medicine Department, the Health Information Systems Unit, and the Project Management Unit (PMU) to carry out the following activities:
Assessment of the Current DHIS2 Communicable Disease Surveillance System
Review the current system’s architecture, data flow, and performance.
Identify technical and functional gaps in disease reporting, alert management, and analytics modules.
Assess interoperability with other national platforms (laboratories, hospitals, etc.).
Conduct consultations with key users and other stakeholders involved (district and central levels) to identify operational challenges and requirements.
Assess how the ongoing integration of surveillance modules into the broader Family Health and Primary Health Care information systems — as well as the migration of legacy data into these integrated systems — will impact the planned upgrade.
1.1. Assessment of IT Infrastructure Needs for Surveillance System Scaling-Up

The consultant will conduct a comprehensive IT infrastructure gap assessment to identify national and sub-national requirements for strengthening surveillance functions under the HSERP/Pandemic Fund. Tasks include:

Review the existing IT infrastructure supporting communicable disease surveillance at central, district, and facility levels (hardware, connectivity, servers, networks, and peripherals).
Assess the adequacy, performance, and interoperability of current equipment with the DHIS2 surveillance platform.
Identify minimum IT equipment standards required to ensure reliable reporting, alert generation, analytics, and data exchange.
Develop a detailed IT equipment and infrastructure needs assessment report, including specifications, quantities, and prioritization based on public health importance and readiness of sites.
Provide recommendations for sustainable maintenance, replacement cycles, and procurement packages aligned with World Bank procurement procedures.


Design and Planning of the Upgrade
Develop a comprehensive DHIS2 Communicable Disease Surveillance System upgrade roadmap, outlining system improvements, configuration steps, data migration needs, and integration requirements.
Propose technical specifications and security protocols to ensure scalability and reliability.
Define and standardize data elements, indicators, and dashboards in alignment with WHO and national standards.
System Upgrade and Implementation (Core Task)
Execute the technical implementation of the upgraded DHIS2 Communicable Disease Surveillance System, including:
System configuration and customization;
Data migration and quality verification;
Module development or adaptation;
Testing, debugging, and deployment in production.
Ensure real-time analytics, dashboards, and alert systems are optimized for field and central users.
Guarantee compliance with MoH data protection, cybersecurity, and confidentiality policies.
Document all technical actions performed during the upgrade.
3.1. Upgrade of the DHIS2 Communicable Disease Notification and Alert System

The consultant will design, configure, and implement an upgraded notification and early-warning alert mechanism within DHIS2. Tasks include:

Assess current workflows for communicable disease case notification, event-based reporting, and alert verification.
Design an improved digital workflow for automated alerts, SMS/e-notification triggers, outbreak thresholds, and escalation pathways in accordance with national guidelines and IHR (2005).
Customize and configure DHIS2 modules to strengthen real-time notification, including:
Immediate notifiable disease module
Weekly reporting module
Outbreak investigation module
Automated alert generation and dashboards
Integrate the alert system with existing health information platforms where feasible (e.g., hospitals, PHC, laboratory systems, eDEWS, EWARS).
Test and validate the upgraded notification/alert functions across selected districts before national rollout.
Document all configurations and develop SOPs for national use.


Capacity Building and Post-Implementation Support
Develop detailed user manuals, administrative guides, and training materials.
Conduct hands-on training for national and district-level surveillance officers, IT focal points, and administrators.
Provide post-implementation support for a defined period to resolve technical issues, ensure system stability, and strengthen local capacity for maintenance.
Documentation and Final Handover
Submit full technical documentation, including configurations, integration points, and version control.
Deliver a final report summarizing the implementation process, challenges, lessons learned, and sustainability recommendations.

Management and Reporting
The consultant will report to the Project Management Unit (PMU) and work under the technical guidance of the MoH Preventive Medicine Department.
Progress will be reviewed regularly with the PMU and the Joint Technical Committee (JTC) of the PPR Project.

Duration and Location
The assignment will be conducted over a period of twelve (12) months. The consultant will be based primarily at the Ministry of Health headquarters in Ramallah, with field visits to selected district health offices as needed.

Required Qualifications and Skills
The consultant should possess the following qualifications:

A university degree (Bachelor’s level or equivalent) in Information Technology, Computer Science, Health Informatics, or a related field.
Minimum 4 years of experience in developing and managing health information systems, particularly DHIS2.
Proven experience in system configuration, customization, and data migration within DHIS2 environments.
Demonstrated ability to design and implement integrated surveillance and reporting systems.
Strong understanding of public health surveillance workflows and data quality assurance mechanisms.
Experience in conducting training and capacity building for system users.
Excellent documentation and communication skills in English and Arabic.
