The Foundation is seeking to appoint a Director of the Cultural Programme to lead a diverse portfolio spanning grants, capacity development, curatorial practice, and community engagement and learning, and to shape a bold cultural agenda rooted in relevance and impact.
The Director is expected to demonstrate a deep critical knowledge of, and appreciation for, Palestinian culture; a commitment to embracing its central role in nurturing Palestinian identity and a vision on how to enrich it, promote it, disseminate it, and strengthen its relevance to Palestinian communities, at home and around the globe.

Job Summary: The Director of the Cultural Programme leads the Foundation’s integrated cultural portfolio, encompassing public programming, curatorial practice, grants, and professional capacity development. The Director is responsible for shaping and implementing a coherent cultural strategy that advances the Foundation’s mission, strengthens the national cultural ecosystem, and maximises public impact, relevance, and reach.
The Director provides strategic visionary leadership, intellectual direction, and institutional oversight across diverse cultural interventions, ensuring rigour, integrity, inclusivity, responsiveness, and long-term value. The role also ensures participatory content development, effective partnerships, and strong alignment with the Foundation’s values, strategy, and available resources.
Key Responsibilities & Duties
Strategic Leadership and Institutional Role
As a member of the Senior Management Team, contribute to institutional strategic development, cross-programme integration, and key organisational decisions.
Lead the development, implementation, and periodic review of the Cultural Programme’s overall strategy, ensuring direct alignment with the Foundation’s mission and strategic plans.
Ensure internal coherence and complementarity among the Programme’s various working units.
Represent the Cultural Programme internally and externally, including with partners, donors, artists, cultural institutions, and the wider public.
Cultural Direction, Content, and Programming
Provide overall intellectual, cultural, and curatorial direction for the Foundation’s public-facing cultural work.
Ensure a high-quality, balanced portfolio of cultural interventions (direct programming, collaborative initiatives, knowledge outputs, commissions, public activities, etc.).
Steer the programme toward broader relevance and resonance with diverse publics.
Set and enforce standards for quality, transparency, integrity, inclusion, accessibility, safeguarding, and ethical practice across the programme.
Inspire the Foundation’s curatorial orientation, themes, and define its long-term cultural positioning.
Oversee the effective utilisation of the Foundation’s physical spaces, ensuring they are vibrant and well-used, with a steady flow of activities and diverse visitors.
Lead or guide research, writing, publications, and reflection related to the cultural field in all its diversity.
Grants, Sector Support, and Capacity Building
Provide strategic oversight of the Foundation’s grant-making and capacities support mechanisms.
Ensure the design and implementation of inclusive, transparent, and responsive grant schemes that build on the Foundation’s legacy and aligns with sector needs.
Oversee learning, mentorship, and professional capacity-building interventions targeting individuals and institutions in the cultural field.
Ensure robust governance, quality assurance, monitoring, and evaluation of grants and supported projects.
Support the positioning of the Foundation as a leading, trusted, strategic partner within the cultural ecosystem.
Partnerships, Resource Development, and Representation
Build and sustain strategic partnerships locally, regionally, and internationally to advance the Cultural Programme’s objectives.
Identify and develop opportunities for collaboration, co-production, and knowledge exchange.
Contribute to fundraising and resource development efforts, including concept development, proposal writing, and donor engagement.
Represent the Foundation in public forums, cultural events, and professional networks when relevant.
Management, Governance, and Risk Oversight
Provide line management to unit managers and senior staff within the Culture Programme, offering leadership, coaching, and strategic guidance.
Foster a safe, inclusive, collaborative, motivating and high-performing work environment.
Oversee the preparation and implementation of annual work plans and budgets for all Cultural Programme units.
Ensure compliance with Foundation policies, procedures, and donor requirements.
Review and approve programme reports (narrative and financial), ensuring accuracy, quality, and timeliness.
Identify and manage strategic, operational, and reputational risks related to the programme.
متطلبات الوظيفة:Qualifications & Competencies:
Bachelor’s degree in a relevant discipline (e.g., Cultural Management, Arts/Cultural Practice, Humanities, Social Sciences, or related fields).
A Master’s degree is preferred
Minimum 10 years of progressively senior experience in cultural management, programme leadership, or related fields.
Demonstrated experience working with cultural practitioners and communities, with strong understanding of the Palestinian cultural context and its regional/global connections.
Demonstrated experience with grant-making and/or capacity support ecosystems (design, oversight, governance, or delivery).
Proven leadership, managerial, and analytical skills.
Strong budgeting, planning, and resource allocation capabilities.
Good understanding of programme and project management, monitoring and evaluation, and procurement processes.
Ability to build trust, command professional credibility, and work across disciplines and teams.
High level of digital literacy and reporting skills.
