Education for Employment – Palestine (EFE-Palestine)

Founded in 2006 Education For Employment-Palestine (EFE-Palestine) is a local non-profit organization dedicated to empowering Palestinian youth with the skills and opportunities needed for successful employment. EFE-Palestine delivers training programs in high-demand technical, linguistic, and soft skills, and connects graduates with job opportunities in key sectors such as technology, business and administration, engineering, healthcare, education, and entrepreneurship.

Education for Employment – Palestine (EFE-Palestine) is seeking a strategic, resourceful, and mission-driven Business Development & Partnerships Manager to lead the organization’s fundraising, partnership development, and external engagement portfolio.

This is a senior leadership role that plays a critical part in ensuring EFE-Palestine’s financial sustainability, strengthening institutional visibility, and expanding meaningful partnerships that advance youth employment and skills development across Palestine .

Key Responsibilities
Identify, track, and analyse funding opportunities through donor platforms, networks, and strategic partnerships.
Maintain proactive engagement with existing and prospective donors, including participation in donor briefings and partnership events.
Lead the development of high-quality concept notes, proposals, budgets, and implementation plans.
Support negotiations for partnership agreements in coordination with senior management.
Develop and implement a fundraising and partnership strategy aligned with EFE-Palestine’s strategic plan.
Diversify funding across institutional donors, private-sector partners, foundations, and regional networks.
Explore consortium and co-funding opportunities with EFE Global and regional partners.
Conduct market studies and needs assessments to identify emerging labor trends and new programming opportunities.
Design innovative program ideas and training models responsive to youth and employer needs.
Represent EFE-Palestine at meetings, forums, and conferences with donors, employers, and international partners.
Coordinate closely with the Communications team to enhance organizational visibility and promote program impact.
Foster strong relationships with key institutions, employers, and INGOs to expand EFE-Palestine’s partnerships.
Ensure timely submission of donor reports and maintain accurate databases of opportunities, submissions, and donor engagement.
Track and analyze performance indicators related to fundraising targets and partnership outcomes.
Supervise the Communication & Visibility Officer and the Outreach Officer to ensure cohesive messaging, donor visibility, and alignment with employer engagement strategies.
Coordinate with the Program Manager to align program results with donor communication and reporting requirements.
متطلبات الوظيفة:
Qualifications
Master’s degree in International Development, Business Administration, Economics, or a related field.
Minimum of 7 years of experience in fundraising, partnership development, proposal writing, or donor relations within NGOs or international organizations.
Proven track record of securing and managing large-scale grants.
Strong familiarity with donor mechanisms (EU, UN agencies, INGOs, foundations, and Arab donors).
Excellent writing, communication, and presentation skills in both Arabic and English.
Exceptional analytical, research, and networking abilities.
