The Project ‘Inclusive Digital Governance in Palestine (INDIGO II)’, aims at improving citizens' trust in state and administration through citizen-centred digitalisation. The project focuses on enhancing social cohesion, inclusion, and trust in public administration by developing accessible and citizen-centered digital public services.
To support the project in Ramallah, we are looking for a full-time (100%):
“Junior Digitalisation Advisor”
Tasks and Functions include but are not limited to:
Coordinates the implementation of activities with distinct partner organizations (e.g. Ministry of Local Government, Local Municipalities, Universities, Companies, Associations, Civil Society Organizations) in the digital governance sector.
Supports the development activities with different project partners in the digital governance sector.
Assists in identifying partner needs, project activities, and corresponding advisory services in the digital governance sector.
Contributes to designing and supporting the establishment of a GovTech community in Palestine, aiming to bring together Academia, the Private and Public Sectors.
Provides sector-specific technical and regulatory support to partner organizations in the Palestinian digital governance sector.
Prepares and supervises the work of local and international consultants and service contracts, ensuring timely delivery of services.
Research international best practices in digital governance and assists in adapting them for the Palestinian context.
Monitors the implementation of activities with partners and stakeholders.
Contributes to project management, monitoring, and reporting activities under guidance.
Contributes to strategic project planning activities.
متطلبات الوظيفة:Bachelor’s degree in public administration, digital governance, information technology, or a related field.
Minimum of 3 years of professional experience in the Palestinian digital governance sector, preferably within development cooperation or IT project incubation.
Prior experience working with international organizations, government entities, or development agencies in digital governance projects.
Excellent communication and presentation skills.
Strong interpersonal skills and sensitivity to needs of the public and private sector organizations and NGOs in the digital governance sector.
Proficiency in speaking, writing and reading Arabic and English.
In-depth knowledge of digital governance, citizen-centred service provision, and the regulatory frameworks in Palestine, including key stakeholders.
Knowledge of the incubator & start-up development scene in Palestine.
Knowledge of the innovation approaches &proven experience with
applying Human-centered Design.
Proven experience in project management, including planning, coordination, and monitoring of technical and capacity development activities.
Experience in preparing and managing service contracts, supervising consultants, and ensuring timely delivery of results.
Experience in outreach & project communications.
Strong team player and cooperation skills.
Speaking, writing and reading German is an asset.
