Education for Employment – Palestine (EFE-Palestine)

Founded in 2006 Education For Employment-Palestine (EFE-Palestine) is a local non-profit organization dedicated to empowering Palestinian youth with the skills and opportunities needed for successful employment. EFE-Palestine delivers training programs in high-demand technical, linguistic, and soft skills, and connects graduates with job opportunities in key sectors such as technology, business and administration, engineering, healthcare, education, and entrepreneurship.

Education for Employment – Palestine (EFE-Palestine) is seeking an experienced, driven, and mission-oriented Program Manager to lead the implementation, quality assurance, and strategic development of youth training and employment programs across the West Bank, Gaza, and East Jerusalem.
This role offers an opportunity to make a significant impact by ensuring high-quality program delivery and empowering Palestinian youth with the skills and pathways they need to enter the labor market.

Key Responsibilities

Lead the planning, initiation, and day-to-day management of all EFE-Palestine projects across regions.
Coordinate with Finance and Operations to ensure proper budgeting, compliance, and efficient resource utilization.
Oversee implementation schedules, outputs, deliverables, and overall program quality.
Establish and monitor performance indicators and ensure adherence to donor and institutional standards.
Conduct internal reviews, mitigate risks, and implement corrective actions where needed.
Oversee monitoring, evaluation, and reporting processes, including data collection through Salesforce and other tools.
Produce timely progress and donor reports, including visual dashboards and success stories.
Supervise and mentor program staff in Ramallah, Gaza, and Jerusalem, promoting collaboration and accountability.
Identify capacity-building needs and support staff development across teams.
Collaborate with the Business Development & Partnerships team on donor visibility, reporting, and communication materials.
Coordinate with Outreach and the Training & Alumni Officer to ensure alignment with labor market needs and consistency of training and alumni engagement activities.

Qualifications

Bachelor’s degree in Management, Development Studies, or a related field (Master’s preferred).
Minimum of 6 years of program or project management experience, preferably in youth, employment, or education sectors.
Strong budgeting, compliance, and reporting experience with international donors.
Proven ability to lead and coordinate multi-site teams.
Excellent communication skills in Arabic and English (written and spoken).
Familiarity with Salesforce or similar data management systems is an asset.
Strong interpersonal skills and the ability to manage multiple priorities under pressure.
