The Korea International Cooperation Agency (KOICA) is the Republic of Korea's Official Development Assistance (ODA) agency. The Government of the Republic of Korea, through the Korea International Cooperation Agency (KOICA), is implementing the $15 million flagship initiative titled "Project for Innovative Technology R&D Capacity Building for Digital Transformation in Palestine" (PAL-AI) over the period of 2025–2031. The project aims to establish a self-sustaining AI research, education, and commercialization ecosystem in Palestine, moving beyond traditional hardware aid to build intangible soft infrastructure, cultivate elite PhD-level AI talent, and accelerate technology commercialization. Key national partners include the Ministry of Education and Higher Education (MOEHE), the Ministry of Telecommunication and Digital Economy (MTDE), Palestinian higher education institutions, and private tech stakeholders.
Project Management Consultant (PMC) – Kookmin University is seeking a qualified, proactive, and responsible individual to join our team as a Project Coordinator – PAL-AI Project, based in Ramallah, West Bank.
PMC, Kookmin University, is seeking a dynamic, highly motivated, and well-connected Local Project Coordinator. The Coordinator will serve as a central networking and operational anchor connecting KOICA, Palestinian government ministries (MOEHE, MTDE), academic institutions, private tech enterprises (e.g., PITA, tech startups), and international organizations. The key objective of this position is to foster the local PAL-AI network, facilitate multi-stakeholder collaboration, host regular small-scale AI seminars/roundtables, and ensure seamless execution of project deliverables over the next 5 years
Position Information
Job Title: Local Project Coordinator – PAL-AI Project
Duty Location: Ramallah
Contracting Party: Project Management Consultant (PMC) – Kookmin University
Contract type: Consultant (1 Year (Renewable up to 5 years based on annual performance evaluation), including a three-month probation period)
Contract Renewal: Subject to performance evaluation and operational needs (contract will be renewable after an evaluation at the end of the contract term)
Normal working hours for communication: Mon–Thu: 08:00 – 16:30 (1-hour lunch) / Fri: 08:00 – 14:00 (1-hour lunch)
Output-based / Deliverable-oriented (Flexible working hours and remote/hybrid work arrangement)
Main Duties and Responsibilities
ِA. Multi-Stakeholder Coordination & Liaison:
Act as the primary local liaison officer linking the KOICA Palestine Office, MOEHE, MTDE, participating universities, and private sector partners.
Facilitate alignment and joint initiatives among academia, government, and industry to build a collaborative AI governance platform.
B. Network Building & Community Engagement:
Build, nurture, and expand the PAL-AI Network across Palestinian universities, research labs, and tech hubs.
Engage local tech talents, academic researchers, startup incubators, and diaspora networks to promote project participation.
C. AI Capacity Building
Plan, coordinate, and host regular small-scale AI seminars, tech salons, expert roundtables, and monthly meetups.
Organize workshops and knowledge-sharing sessions that address local industry demands, data sovereignty, and technological trends.
D. Project Management & Deliverable Tracking:
Support KOICA in monitoring and coordinating various project components (e.g., Public Cloud GPU credit distribution, AI PhD Fellowship selection, Industry-Academia R&D projects).
Track project milestones and assist in drafting progress reports, meeting minutes, and official communications.

A. Essential Requirements
Bachelor’s or Master’s degree in Computer Science, Artificial Intelligence, Information Technology, Public Policy, Development Cooperation, Business Administration, or a related field.
High level of self-motivation and ability to work independently under an output-based, deliverable-oriented performance framework.
Demonstrated experience in project planning, implementation, monitoring, evaluation, and reporting.
Strong analytical, organizational, and project management skills.
Excellent written and spoken English and Arabic.
In-depth understanding of Palestine’s AI/IT industry landscape, higher education sector, and public administration.
High level of self-motivation and ability to work independently under an output-based, deliverable-oriented performance framework.
Ability to work independently, manage multiple tasks and deadlines, and take initiative.
Strong teamwork skills, professionalism, cultural awareness, and adaptability.
B. Preferred Qualifications
Demonstrated track record of organizing academic/professional seminars, workshops, or tech community events
Minimum of 3–5 years of professional experience in project coordination, ICT/AI ecosystem development, or multi-stakeholder management in Palestine.
