MEAL Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: West Bank Ramallah- Palestine.

Length of Contract: 'till the end of December with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

The West Bank MEAL Officer will support the implementation of monitoring, evaluation, accountability, and learning systems across CARE’s West Bank portfolio. The role will conduct field monitoring, support assessments and surveys, verify partner and programme data, contribute to donor reporting, and help ensure that evidence is used to improve programme quality

Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.

Responsibilities:
1) Support MEAL Implementation, Monitoring, and Field Verification (35%)

Summary: The MEAL Officer is responsible for supporting practical implementation of MEAL activities across West Bank humanitarian, development, and nexus projects.

• Support implementation of project MEAL plans, monitoring frameworks, indicator tracking tools, field visit plans, and data collection schedules.
• Conduct routine field monitoring, distribution/service monitoring, site visits, spot checks, and verification exercises in coordination with programme teams and partners.
• Support implementation of assessments, baseline/endline studies, post-distribution monitoring, client satisfaction surveys, outcome monitoring, and other data collection exercises.
• Ensure monitoring tools and field approaches are gender-sensitive, protection-sensitive, disability-inclusive, conflict-sensitive, and appropriate for West Bank operational realities.
• Document monitoring findings, identify gaps and risks, and share practical recommendations with the West Bank MEAL Coordinator and programme teams for follow-up.

IMPACT: West Bank projects are monitored regularly and systematically, enabling CARE to identify implementation gaps, verify results, and improve programme quality.

2) Support Data Quality, Documentation, and Reporting (25%)

Summary: The MEAL Officer is responsible for supporting accurate, timely, and well-documented programme data for donor reporting, internal reporting, and decision-making.

• Review field data, partner reports, attendance sheets, distribution records, service records, and other means of verification for completeness, accuracy, and consistency.
• Support data quality assurance processes, including source document verification, spot checks, back-checks, database reviews, and follow-up on data discrepancies.
• Work closely with the West Bank Information Management Officer to ensure data is cleaned, validated, disaggregated, and ready for analysis and reporting.
• Contribute to monthly reach updates, donor reports, internal reports, management updates, and project indicator tracking.
• Maintain organized documentation of monitoring records, assessment tools, verification findings, partner submissions, and supporting evidence.

IMPACT: CARE’s West Bank portfolio has reliable and verifiable MEAL data that supports donor compliance, internal accountability, and evidence-based decision-making.

3) Support Partner MEAL Coordination and Capacity Strengthening (20%)

Summary: The MEAL Officer is responsible for supporting partner MEAL implementation and ensuring that partner-reported data meets CARE and donor standards.

• Follow up with partner staff on MEAL deliverables, reporting timelines, data collection requirements, monitoring activities, and means of verification.
• Provide practical support to partners on CARE tools, monitoring templates, data collection standards, feedback documentation, and reporting requirements.
• Participate in joint monitoring visits with partners and support verification of partner-led activities.
• Identify partner MEAL capacity gaps and share recommendations with the West Bank MEAL Coordinator for coaching, training, or corrective action.
• Support partner reflection meetings, review sessions, and follow-up on agreed MEAL-related action points.

IMPACT: Partners are better supported to meet CARE and donor MEAL requirements, submit quality data, and use monitoring findings to improve implementation.

4) Support Accountability, Learning, and Programme Adaptation (15%)

Summary: The MEAL Officer is responsible for helping ensure that community feedback, monitoring findings, and learning are used to improve programme quality and accountability.

• Coordinate with the cross-cutting Feedback and Accountability Mechanism Officer to ensure feedback trends and community concerns are considered in monitoring and programme review processes.
• Support community information-sharing during monitoring activities, including awareness of feedback channels, selection criteria, assistance processes, and referral pathways.
• Support analysis and documentation of lessons learned, good practices, monitoring trends, and recurring implementation challenges.
• Contribute to reflection sessions, after-action reviews, learning meetings, and documentation of agreed recommendations.
• Track selected follow-up actions from monitoring findings, partner reviews, feedback trends, and learning discussions.

IMPACT: CARE’s West Bank projects are more accountable, adaptive, and responsive to community needs, partner learning, and field evidence.

Qualification:-
Requried:
• Bachelor’s degree in social sciences, development studies, statistics, information management, public health, business administration, monitoring and evaluation, or another relevant field; or equivalent combination of education and work experience.

• Practical knowledge of monitoring, evaluation, accountability, learning, data collection, and field verification.

• Understanding of humanitarian and development programming, accountability to affected populations, protection mainstreaming, gender equality, safeguarding, disability inclusion, and do-no-harm.

• Minimum 3 years of relevant experience in MEAL, accountability, field monitoring, data collection, partner monitoring, or programme quality with an NGO, INGO, UN agency, or similar organization.
• Experience conducting field monitoring, community-level data collection, assessments, surveys, verification visits, or post-distribution monitoring.
• Experience reviewing means of verification, partner reports, monitoring records, and project data for completeness and accuracy.
• Good skills in Excel, KoboToolbox or similar data collection tools, reporting, documentation, and basic data analysis.
• Fluency in Arabic and good working knowledge of English.
• Ability to handle confidential information, meet deadlines, work under pressure, and work independently and within a team.

Desired:
• Training in KoboToolbox, data collection, data quality assurance, accountability mechanisms, research methods, protection-sensitive monitoring, or results-based management.

• Training or exposure to partner capacity strengthening, community-based monitoring, or nexus programming.

• Experience supporting humanitarian, development, or nexus programming in the West Bank.
• Experience with multi-sectoral programming, such as protection, livelihoods, cash assistance, food security, WASH, shelter, health, or community-based interventions.
• Experience supporting accountability and feedback mechanisms, complaint documentation, and referral follow-up.
