About Solidarités International

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. About the position

Job title: WASH Officer

Monthly Salary: ILS 5,158

Contract duration: 5 months renewable according to funding

Job Summary:
Under the supervision of the Program Manager, the WASH officer will lead and supervise work projects, respecting deadlines and technical requirements.

This section allows you to specify, at the time of hiring, the elements specific to the position or context of intervention (e.g., operational, organizational or geographical particularities), as well as the short-term priorities associated with taking up the position.

While SI has been operational in the Gaza Strip since 2024, SI Ramallah base is still at opening stage – candidates must be aware that base-opening settings require flexibility, adaptation, and initiative.

In addition, while the WaSH Officer job description focuses on construction works supervision, it is to be noted that all WaSH activities are to be considered for implementation (water provision, as well as sanitation and hygiene activities).

Job Description:
Set-up and operational monitoring

Under the supervision of the team leader, take part in logistical and administrative organization and the planning and preparation of job sites such as:Planification of human resources needs (daily workers, workers...)
Planification of tool and material needs (request from stock)
Anticipation of administrative issues (requests in advance)
Anticipation of logistics issues (transport, communication means...)
 
Ensure the constructin and/or the maintenance of construction work using Solidarites International tools (in particular): Take part in the identification of sites where work is to be carried out
Recruit and train the workforce and daily workers
Allocate the on-site workforce according to instructions given by the team leader
Carry out work according to technical guidelines and estimates
Respect deadlines established with his/her team leader
Supervise operational teams, contractors and communities, and ensure the best use of available resources
Organize, plan and supervise community participation
Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
Manage the supply of worksite materials by collaborating with the logistics department
Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites.
Take part to the evaluation of the technical competence of contractors
Respect Solidarités administrative procedures before, during and after each work project
Support HP team in case of needs in distribution process.
Report any discrepancy regarding usage or misuse of infrastructures by the community to his/her team leader.
Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population
Reporting/communication /representation

Keep his/her monitoring tools and files archived in the Solidarités office, accessible to his/her team leader and/or project manager
Take part in the drafting of project progress reports under the supervision of his/her team leader
Take part in seminars and workshops related to the carrying-out of activities and to project objectives
Report to the team leader regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
Report back all information or problems linked to his/her activity, Solidarités programs or safety issues
Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarités
Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population
Collaborate with local authorities and administration
Take part in restitution meetings and clusters on request

متطلبات الوظيفة:
Studies: Higher education certificate or equivalent, in civil engineering, electro- mechanical engineering, electrical

engineering, water and sanitation, hydraulic engineering or related field.

Experience: 1 year experience in technical field and experience in similar position is an asset, preferably in the humanitarian or development sector.

Languages: Fluent in Arabic, English is an asset

IT: good to professional level in Excel, word, AutoCAD, water cad, etc.

Skills:
Knowledge of in hydraulic, electricity, mechanic, plumbery
Knowledge construction of water networks, transmission pipelines, reservoirs, reverse osmosis units
Understanding of community-based and gender-sensitive approaches
Willingness to work in the field and take part of the technical/practical work (plumbery, electricity etc)
Very good communication skills with a wide range of stakeholders
Teamwork spirit and ability to work effectively under pressure
