الوصف الوظيفي:
Position Title: Senior Consultant – Research and Institutional Capacity Building

Reporting To: Minister of National Economy / Chief of Staff, Minister's Office

Duty Station: Minister's Office, Ministry of National Economy, Ramallah, Palestine

Engagement Type: Part-time Consultancy

Level of Effort: Eleven (11) working days per calendar month

Duration: 13 months with possibility of extension subject to satisfactory performance and availability of funding

Expected Start Date: September 2026

1. Background and Context
The Ministry of National Economy (MoNE) plays a central role in formulating economic, trade and industrial policies; regulating markets and businesses; strengthening private-sector competitiveness; supporting micro, small and medium-sized enterprises; developing trade and investment; and improving the business environment and economic services. Effective performance of this role requires advanced institutional capacity to analyse economic developments, formulate implementable policy options, assess their impacts, and translate strategic priorities into practical reforms and initiatives.

In light of the priorities set out in the Ministry of National Economy Strategy for 2025–2027, including related legislative and regulatory reforms, strengthening competition, national products and exports, digital transformation and the green economy, and expanding partnership with the private sector, the Ministry seeks to strengthen its internal capacity to lead economic reform and evidence-based policymaking.

With financing from the Tasdeer Programme, the Ministry intends to engage a part-time Senior Consultant to provide high-level economic and policy support across the Ministry; contribute to the development and leadership of priority reform initiatives; strengthen the functions of research, evaluation and economic analysis; and build the capacity of Ministry staff in a manner that consolidates the Ministry’s sustainable ability to fulfil its mandate. This assignment is not a personal support function for the Minister; rather, it is an institutional advisory function serving the Ministry’s leadership, technical departments and the wider national economy.

2. Objectives of the Assignment
The overall objective of the assignment is to strengthen the capacity of the Ministry of National Economy to formulate, lead and implement practical economic reforms and policies that are consistent with its mandate and strategy and grounded in reliable economic analysis, research and evaluation, while transferring knowledge and building the institutional capacity of Ministry staff.

The specific objectives are to:
Provide strategic and technical advice to the Minister and Ministry leadership on ongoing and emerging economic and reform issues.
Identify economic reform priorities within the Ministry’s mandate and translate them into policy options, initiatives and implementable, monitorable plans.
Improve the quality of macroeconomic, microeconomic and sector analysis, as well as analysis of markets, trade, investment and the business environment.
Institutionalise research, evaluation and the use of evidence as core functions for policymaking, decision-making and reviewing the performance of economic interventions.
Support the development and facilitation of trade policies and address constraints affecting the competitiveness of the Palestinian economy, with particular attention to restrictions on dual-use goods.
Build the capacity of Ministry staff broadly and systematically, linking training and mentoring to actual policies and reforms led by the Ministry.
Provide day-to-day analytical and drafting support on files where the Consultant can add value within the scope of this assignment.
3. Scope of Work and Key Tasks
Working under the overall direction of the Minister of National Economy and in close coordination with the Chief of Staff and senior advisors, the Consultant will undertake the following tasks:

3.1 Strategic Economic Advice and Identification of Reform Priorities
Analyse economic challenges and opportunities relevant to the Ministry’s mandate and provide practical advice on priorities, policy options and trade-offs.
Support the preparation of a regularly updated economic reform priority matrix identifying the issue to be addressed, economic rationale, intended results, relevant stakeholders, implementation requirements, risks and proposed sequencing.
Develop or review policy papers, decision memoranda, reform proposals, action plans and roadmaps for approved priorities.
Support Ministry leadership in reviewing the consistency of proposed initiatives and policies with the Ministry’s strategy, national priorities and prevailing economic conditions.
Provide rapid or in-depth analytical inputs, as required, on emerging economic issues and decisions requiring independent technical advice.
3.2 Economic and Sector Analysis and Policy Formulation
Conduct or guide macroeconomic, microeconomic, sector, market and value-chain analyses to support an understanding of the effects of policies, legislation and procedures on enterprises, consumers, trade, investment, employment and productivity.
Support the formulation of policies and interventions within the Ministry’s mandate, including trade and trade facilitation, industry, competition and market regulation, MSME development, the business environment, investment, the digital economy, the green economy, and the protection and promotion of national products and exports.
Assess policy alternatives and identify their economic, implementation and distributional impacts, and formulate clear recommendations suitable for decision-making.
Review relevant draft policies, strategies and plans from an economic perspective, without substituting for the specialised legal or technical expertise required to prepare legislation or regulations.
Support the translation of approved policies into implementation frameworks setting out results, indicators, responsibilities, key milestones and feedback mechanisms.
3.3 Research, Evaluation and Evidence Management
Advise on the Ministry’s research and evaluation agenda and prioritise work based on knowledge gaps and the needs of decision-making and reform.
Support the design and implementation of applied research, diagnostic studies, sector and rapid assessments, impact studies and case studies commissioned by the Ministry.
Provide methodological guidance on research questions, design, sampling, data-collection tools, quantitative and qualitative analysis, and the responsible use of administrative and secondary data.
Review and quality-assure studies, evaluations, policy briefs and analytical outputs prepared by Ministry staff or external experts.
Translate research and evaluation findings into policy options, implementation adjustments, decision memoranda and knowledge products suited to leadership, technical departments and stakeholders.
Strengthen the retention and institutional reuse of evidence, data and lessons learned without creating systems parallel to existing project- or knowledge-management systems.
Conduct a light institutional assessment of relevant units to identify capacity gaps in project management, research and evaluation.
3.4 Trade Policy and Facilitation and Dual-Use Goods
Analyse trade, logistics and regulatory constraints affecting Palestinian enterprises’ access to inputs and markets, and propose practical options within the Ministry’s mandate to mitigate their effects.
Support the Ministry in developing a structured trade-policy response to restrictions on dual-use goods as a priority file within the trade, trade-facilitation and competitiveness agenda.
Develop a methodology and case studies documenting the economic and trade effects of restrictions on companies, sectors and value chains, including delays, costs, losses, rejected inputs, and cumulative effects on investment, productivity and competitiveness.
Compile and analyse evidence and prepare policy briefs, sector assessments, briefing notes and presentations to support decision-making and discussion of response options.
Support the preparation of technical materials for relevant meetings and dialogues and participate, when requested, to provide technical input. The Consultant shall not have authority to represent the Ministry, negotiate or make commitments on its behalf unless specifically authorised in writing.
3.5 Strategic Support and Capacity Development
The Consultant will support the Ministry in translating its economic and policy priorities into practical reform initiatives, while providing continuous technical assistance and strengthening the capacity of Ministry staff in a manner that consolidates the Ministry’s institutional ability to fulfil its mandate. This will include:

Design and support the implementation of priority reform initiatives by defining problems, objectives and expected results; developing policy and intervention options; preparing concept notes, roadmaps and implementation plans; reviewing progress; and proposing evidence-based adjustments.
Provide continuous technical and analytical advice to the Minister’s Office, Ministry leadership and relevant departments on priority economic and policy issues, including the preparation of briefing notes, decision memoranda, talking points, technical comments, presentations and executive summaries.
Strengthen the institutional capacities of Ministry staff in areas directly related to its economic mandate, including macroeconomic and microeconomic analysis, sector and market analysis, policy formulation and assessment of alternatives and impacts, research and data analysis, monitoring and evaluation, and preparation of policy products.
Apply a practical approach to knowledge transfer and learning by doing by engaging Ministry staff in preparing analyses, studies and reform proposals; providing guidance, review and feedback; and developing reusable tools, guides and templates that progressively enable staff to lead these functions independently.
Undertake flexible priority advisory assignments agreed through monthly or quarterly workplans; participate in relevant meetings; provide technical inputs; and follow up on agreed issues, provided that all assignments remain within the scope of economic reform, policy, analysis, research, evaluation and capacity development and do not involve formal representation of the Ministry or the issuance of positions or commitments on its behalf.
4. Expected Deliverables
Deliverables will comprise fixed core outputs and flexible outputs determined according to agreed priorities during the assignment.

Fixed Core Deliverables
o  A concise assessment of economic and policy priorities and challenges within the Ministry’s mandate, accompanied by a proposed sequenced economic reform priority matrix.

o  A practical framework for evidence-based policymaking and the use of research and evaluation in decision-making, including methodologies, tools and templates that can be used by Ministry staff.

o  A functional assessment of Ministry staff capacity in areas related to the Ministry’s economic mandate, together with a phased capacity-development plan focused on practice and results.

o  A framework and methodology for developing the evidence base and policy analysis on restrictions affecting dual-use goods within the trade and trade-facilitation agenda, including a case-study methodology and formats for required analytical products.

o  Quarterly progress reports setting out activities, outputs and results; progress in capacity development; issues requiring decisions; and priorities for the following period.

o  A final report documenting outputs, results and lessons learned; the extent of knowledge transfer; remaining priorities and gaps; and recommendations for sustaining the work.

Flexible Deliverables Based on Workplans
o  Policy papers, decision memoranda, reform proposals, roadmaps and implementation plans in priority areas.

o  Macroeconomic, microeconomic, sector, trade, market or value-chain analyses.

o  Diagnostic studies, rapid assessments, case studies and quality-assurance reports for research and evaluations.

o  Policy briefs, briefing materials, presentations, talking points and technical comments.

o  Training and mentoring materials, practical guides and analytical templates, together with delivery of capacity-building and on-the-job coaching sessions.

o  Other technical contributions agreed within the scope of the assignment that do not conflict with the responsibilities of other consultants or units.

5. Duration and Level of Effort
The assignment will be carried out on a part-time basis over a period of 12 months, starting from September 2026 till August 2027. The Consultant’s level of effort will be eleven (11) working days per calendar month. The distribution of working days within the month will be agreed jointly with the Minister’s Office to align with the Ministry’s priorities and the rhythm of the project management, research and capacity-development programme.

The contract may be renewed or extended subject to satisfactory performance, continued need and the availability of funding from the Tasdeer Programme.

6. Reporting Lines and Supervision
The Consultant will report directly to the Minister Office. Administratively, the Consultant will liaise with the Tasdeer focal point(s), as required, on contractual matters and progress reporting in accordance with the financing agreement.

7. Duty Station and Working Arrangements
The duty station is the Minister’s Office at the Ministry of National Economy in Ramallah, Palestine. The assignment is expected to be primarily on-site, with exceptional remote work agreed in advance with the Chief of Staff to facilitate analytical and drafting tasks. The Consultant may be required to travel within the West Bank.

8. Qualifications and Experience
An advanced university degree (preferably a Master's degree) in public administration, project management, economics, international development or a related field. A first-level university degree combined with additional relevant experience may be considered.
At least 10 years of progressively responsible experience in project management, research, monitoring and evaluation, or institutional capacity development, preferably within government institutions or donor-funded programmes.
Demonstrated experience in designing and delivering training, coaching or mentoring programmes for public-sector staff.
Sound understanding of project-cycle management, results-based management, and research and evaluation methodologies.
Familiarity with trade policy, trade facilitation or dual-use goods issues, as well as familiarity with the Palestinian public-administration and donor-coordination landscape, would be an asset.
Strong analytical, drafting and report-writing skills, with fluency in Arabic and English.
A high level of professional integrity and discretion and the ability to work independently under the leadership of the Ministry.
