I. Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Junior finance Officer - Partnerships for its humanitarian operations in West Bank.

III. Position Profile
Accounting & Financial Follow-upPrepare and maintain monthly accountancy with high accuracy and timeliness
Ensure daily updated balances and monthly submission within agreed deadlines
Maintain and optimize the Running Costs Allocation Table (RCAT)
Provide financial analysis to support decisions on premises and running costs
2. Payments, Cash & Banking
Monitor exchange rate variations and flag risks to management
Prepare and follow up on payments and petty cash in compliance with Acted rules (when required)
Support bank operations and tax payments when required
Implementing Partner (IP) Finance Management
Act as main finance focal point for assigned IPs
Support IPs in budget preparation during proposal development
Monitor budget consumption and flag over/under-spending risks
Follow up on cash instalments and ensure timely payments to IPs
Review financial documentation and request regularization when needed
Archiving IP's documentation on SharePoint and Archives 2.0
Reporting & Compliance
Follow up on timely reception of IP financial reports
Review IP financial reports for accuracy, eligibility, and compliance
Support preparation of donor financial reports under supervision
Ensure full compliance with Acted and donor procedures
5. Coordination & Capacity Building
Liaise proactively with Programme and Finance teams on IP-related matters
Support capacity building of IPs on budgeting and financial compliance
Participate in audits and respond to finance-related queries
متطلبات الوظيفة:IV. Qualifications:
Bachelor degree in Accounting , finance or any relevant field
At least 2 years of experience in a similar position
Strong accounting and payment processing skills
Knowledge of donor financial rules and compliance
Budgeting and financial analysis skills
Good understanding of the project cycle
Strong Excel skills (budgeting, analysis, tracking)
