About Solidarités International

Contract duration: 5 months

Monthly Salary: ILS 9,639

Job Summary: 
Under the supervision of Ramallah Field Coordinator (FC), the WASH Program Manager (WPM) is responsible for implementing and achieving the objectives defined in the operation proposals. (S)he is responsible for overseeing operational teams assigned to the program. (S)he guarantees the good performance and the quality of the WASH activities implemented, and, where appropriate, proposes adjustments or developments to ensure relevance. 

(S)he ensures the accountability and efficiency in project deliverables to Affected Population as per SI strategy in Opt. (S)he will provide regular reports of activities to the Field Coordinator/Program Coordinator.

List of main activities:

Diagnosis and project design:

Contribute to diagnostics and the design of the human, financial and logistical dimensions of WASH programs.
Prepare technical chapters and appendixes (logical framework) of operation proposals.
Ensure activities comply with SI's annual strategy, technical requirements and donor criteria.
Implementation and operational monitoring:

Plan and oversee the WASH program implementation (s)he is responsible for, on time and to technical specifications.
Coordinate WASH activities with support departments (administration, logistics) according to objectives.
Develop and use indicators and tools to monitor activities, results and context.
Respect SI procedures at all times.
Assess relevance and effectiveness of interventions and propose adjustments as needs develop.
Ensure the achievement of results for the programs (s)he is responsible for.
Supervise, monitor and evaluate the implementation of WASH activities.
Anticipate implementation risks and help resolve problems affecting programs.
Adjust WASH activities as the context and indicators evolve.
Contribute to program budgets, track spending/forecasts, and prepare needs & treasury requests.
Advise the logistics base on procurement of WASH-specific materials.
Capitalization:

Produce capitalization documents using SI tools, and prepare contracting reports before the end of his/her employment contract, sharing them with the mission and HQ.
Ensure technical documentation is properly disseminated.
HRM     

Participate in recruitment of WASH national technical staff and define post requirements.
Onboard and brief new employees/volunteers working under his/her supervision; deliver training on WASH operational needs.
Manage/support the team working for him/her; evaluate and assess the performance of his/her team members.
Conduct workshops and regular or ad hoc team meetings.
Identify potential changes in members of his/her team(s) and flag them to the Program Coordinator / HR Desk; ensure his/her team's compliance with safety regulations.
Reporting / communications / representation:

Report on security situation and any event affecting SI activities or team safety.
Write reports/appendixes relating to his/her reporting and funding amendment activities, meeting all deadlines and formats.
Maintain strong relationships with local/governmental authorities, donors, UN and international agencies.
Assure SI's representation in meetings/forums on WASH programming in his/her place of employment, and on request or delegation.
Respond to Headquarters' requirements concerning specific needs.
Prepare administrative documents (MOUs, handovers) with authorities, communities or partners.
POSITION OF THE POST IN THE ORGANIZATIONAL CHART (hierarchical and functional relationships)

REPORTS TO: Field Coordinator/Base Manager 
FUNCTIONALLY UNDER: Sectoral/Multi-Sectoral Coordinator.
MANAGES: Direct Assistants, Activity Managers & Officers.
CONTRACT: National Terms & Conditions.
متطلبات الوظيفة:
Education: Bachelor's or Master's degree in Civil Engineering, WASH, humanitarian project management or related field.

Experience: Relevant experience in WASH program management with INGOs/NGOs, including 5+ years in a supervisory role.

Skills
Strong team management, mentoring and leadership abilities.
Excellent representation, coordination and negotiation skills.
Solid security management and operational oversight capacity.
Ability to prioritize under pressure with flexibility and strong problem-solving.
High level of technical and operational autonomy; direct management of multidisciplinary field teams and base-level leadership.
Strong contextual analysis and field strategy steering — critical in high-risk operating environments.
Strong written communication and reporting capacity.
High level of external representation with authorities, donors and coordination bodies.
IT: good to professional level in Excel and Word; Power BI, Kobo/ODK an asset.
Languages: fluent Arabic; professional working English.
