Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.
MdM is currently looking for a qualified candidate to fill the position of Projects Manager based in Nablus
Number of vacancies: One
Duration: 08 Months subject to funding availability and satisfactory performance

Site of Responsibility: WB Field Office- Nablus with field visits depending on context evolution
Hierarchical supervision: Deputy Field Coordinator for Programme
Functional supervision: Deputy Field Coordinator for Programme
Supervisory Responsibilities: The Project Manager will directly manage project staff under the WB Field office- Nablus base projects, including MHPSS and medical staff

MAIN OBJECTIVE
The Projects Manager is responsible to lead, coordinate, and ensure the effective implementation of MdM’s health and mental health programmes in the North West Bank by delivering high-quality, accountable, and donor-compliant humanitarian interventions, while managing programme teams, resources, budgets, and partnerships in response to evolving humanitarian needs and operational challenges.
Tasks and Responsibilities :
The Projects Manager (PM) will be specifically in charge of:
Planning and managing the programme implementation, aligned with the evolving needs.
Implementing high quality programming in line with the expected outputs, outcomes as per the log-frame and projects goals, and ensuring compliance towards donors' requirements and MdM guidelines, in collaboration with the MEAL department.
Ensuring robust budget management aligned with donors’ requirements and in line with ER requirements, in close collaboration with the support departments (including Finance, HR Logistics and Security).
Demonstrating solid leadership in programme team’s management and robust coordination skills with other support departments.
ESSENTIAL DUTIES :
01. Programme implementation and management
Plan, organise and monitor programme implementation in accordance with the logical framework, donor requirements and MdM guidelines.
Responsible for adequate budget management, including regular budget follow-up, forecasting, planning, in line with donors’ requirements and MdM financial tools and the evolving needs.
Ensure timely and high-quality implementation of activities and propose corrective actions when needed, aligned with the evolving context and needs of affected populations.
Develop tools, establish and monitor programme dashboards to track progress and performance, in close coordination with the MEAL department.
Supervise the collection, quality and analysis of programme data and indicators in close coordination and collaboration with the MEAL department.
Produce monthly activity reports as per MdM reporting tools and ensure regular reporting from programme teams and partners.
Contribute to programme evaluation, capitalisation and learning processes, in collaboration with all relevant departments.
Monitor the operational context and identify potential implications for programme implementation in close coordination with all relevant MdM departments.
02.Team management :
Lead, supervise and support programme staff to ensure effective and high-quality programme delivery.
Define individual objectives and regularly monitor performance of team members.
Ensure clear communication, coordination and team cohesion between programme and support departments.
Identify training needs and support capacity building of staff.
Manage leave planning and ensure continuity of programme activities.
Participate in recruitment processes when required.
Address operational challenges, incidents or conflicts within the team.
03. Programme resources and coordination :
Plan and monitor programme resources in coordination with logistics, finance and HR departments, as per contractual requirements and evolving needs of affected populations and partners.
Ensure proper utilisation of programme resources in line with operational needs and contractual budget.
Responsible for programme budgets management, including regular forecast and follow-up, and contribute to budget development and revisions in close collaboration with Finance and other relevant departments.
Ensure compliance with MdM procedures, donor requirements and national legislation.
04. Reporting and grants management :
Responsible for the preparation of donor reports and ensure accuracy of programme data.
Responsible for time development of internal activity reports and programme updates as per MdM reporting tools.
Ensure proper documentation and archiving of programme information, and responsible for the compliance with donors and MdM requirements.
05. Representation, partnerships and coordination :
Uphold MdM reputation and values towards partners, local authorities and any other relevant parties.
Develop and maintain a network of relevant stakeholders and partners and timely share information (including identified needs, trends, context analysis, etc.).
Identify potential partners and assess partnership opportunities with L/INGOs.
Ensure appropriate information sharing and communication about programme activities, in line with MdM guidelines and reputation.
Contribute to advocacy initiatives when relevant.
متطلبات الوظيفة:REQUIRED SKILLS AND COMPETENCES:
QUALIFICATIONS REQUIRED
Bachelor’s degree in Public Health, Project Management, Social Sciences, Development Studies, Psychology, or another relevant humanitarian/social field.
Minimum 4 years of relevant experience in humanitarian and/or development programme and project management.
Minimum 3 years of proven experience in project cycle management, including planning, implementation, monitoring, evaluation, reporting, and capitalization of lessons learned.
Minimum 2 years of experience in one or more of the following sectors: public health, Mental Health and Psychosocial Support (MHPSS), protection, or multi-sector humanitarian programming, particularly in contexts of displacement, emergencies, and conflict.
Minimum 2 years of direct staff supervision experience, including task allocation, follow-up, coaching, and performance support.
Demonstrated experience in programme implementation and coordination with support departments, including finance, logistics, HR, and administration.
Proven experience in budget follow-up, expenditure tracking, forecasting, and coordination with finance teams.
Proven experience in donor reporting, donor compliance requirements, documentation management, and archiving practices.
SKILLS REQUIRED :
Proven track record and expertise in project cycle management.
Proven expertise in emergency response, health and mental health programmes, in contexts of displacement and conflict.
Strong leadership skills in team management, programme management, and programme implementation.
Demonstrated commitment and respect for programme participants’ wellbeing, needs, dignity, and feedback.
Proven expertise in programme management, including programme implementation, budget management, and coordination with support departments.
Good understanding of project evaluation methodologies and capitalization of lessons learned.
Ability to define, monitor, and analyse programme indicators.
Excellent reporting skills for drafting internal and external evidence-based reports focusing on programme implementation impact.
Strong public speaking and communication skills, adapted to different audiences.
Ability to share and communicate the values and positions of.
Strong negotiation and representation skills when addressing local authorities and partners.
Strong understanding of cultural and social contexts, including local norms, customs, and practices.
Advanced computer skills, particularly in Microsoft Office applications.
Ability to work effectively within multidisciplinary teams and partnerships.
Language:
Fluent in Arabic is mandatory
Fluent in English is mandatory (oral and written)
