الوصف الوظيفي:Position Purpose: The Municipal Finance Specialist at the Association of Palestinian Local Authorities (APLA) serves as the focal point for all matters related to municipal finance and financial management across Palestinian Local Government Units (LGUs). The position is responsible for providing technical support and advisory services to LGUs on financial management practices, budgeting, financial planning, revenue enhancement, accounting, and financial reporting. The Specialist will monitor and follow up on financial issues affecting LGUs, coordinate capacity-building initiatives, develop practical guidance and tools, and support LGUs in strengthening financial governance and sustainability. The role also contributes to policy development, advocacy, and coordination with the stakeholders to promote sound municipal financial management and fiscal sustainability throughout the local government sector.
APLA Background: Established in 1997, The Association of Palestinian Local Authorities – APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens.
Key Responsibilities:
The Municipal Finance Specialist will be responsible for the following:
Provide high-level technical advisory and support services to Local Government Units (LGUs) on all aspects of municipal finance and financial management, including field-based support at LGU premises whenever required.
Monitor, assess, and follow up on the financial performance and practices of LGUs, ensuring compliance with the Local Authorities Law, Municipal Financial By-Law, other regulations and relevant financial policies and procedures.
Support LGUs in strengthening their financial sustainability through technical assistance in:Budget preparation, execution, and monitoring;
Financial planning and forecasting;
Accounting and financial recording;
Revenue enhancement and expenditure management;
Cash flow and treasury management;
Financial aspects of procurement and contract management;
Debt management and collection of receivables;
Financial reporting and internal financial controls.
Assist LGUs in identifying and addressing financial challenges, improving own-source revenues, enhancing financial sustainability, promoting local economic development, and exploring innovative financing mechanisms, including public-private partnerships (PPPs).
Support (LGUs) in the financial aspects of human resource management, including workforce planning, personnel budgeting, payroll cost analysis, staffing structures, and ensuring compliance with applicable regulations and guidelines.
Review and assess the effectiveness of the Integrated Financial Management Systems (IFMS) utilized by LGUs, and provide recommendations to improve data quality, financial reporting, and system utilization.
Design and deliver capacity-building programs, on-the-job coaching, and technical training for municipal finance staff, executive management, and elected council members to strengthen financial management competencies and institutional performance.
Strengthen LGUs' knowledge and practical application of public procurement regulations and financial procedures related to procurement planning, implementation, and contract management.
Develop and update municipal finance guidelines, manuals, toolkits, standard operating procedures, and other technical resources that support good financial governance and align with APLA's strategic objectives.
Lead or contribute to the design, implementation, coordination, and monitoring of projects and initiatives related to municipal finance, fiscal decentralization, financial sustainability, and institutional development.
Analyze findings and lessons learned from technical support and capacity-building activities to develop policy recommendations, technical briefs, and advocacy papers that contribute to improving the fiscal environment and financial autonomy of Palestinian LGUs.
Prepare high-quality technical reports, progress reports, financial assessments, policy briefs, and other documentation required by APLA management and development partners.
Perform any other duties related to municipal finance and local government development as assigned by the TSU manager.
متطلبات الوظيفة:Minimum qualifications:
Bachelor's degree in Accounting, Finance, Business Administration, Public Financial Management, or a related field.
Minimum of five (5) years of progressively responsible professional experience in municipal finance, public financial management, accounting, budgeting, or a related field, preferably within the local government sector.
Sound knowledge of the Palestinian local government sector, including the Local Authorities Law, Municipal Financial By-Law, and public financial management practices.
Proven experience in municipal budgeting, accounting, financial analysis, revenue management, and financial reporting.
Skills:
Strong analytical, financial, and problem-solving skills, with the ability to identify practical solutions to municipal finance challenges.
Excellent organizational and time management skills, with the ability to manage multiple assignments and meet deadlines under pressure.
Strong interpersonal, communication, facilitation, and stakeholder coordination skills.
Excellent report writing, documentation, monitoring, and results-based reporting skills.
Ability to work independently and collaboratively within multidisciplinary teams.
Strong capacity to design and deliver training and provide on-the-job coaching to municipal staff.
Reporting requirements: The Municipal Finance Specialist will work in APLA’s office in Ramallah. She/he will report on a day-to-day basis to the TSU Manager.
Contract Period: One year, with possibility of extension.
