Job Overview
The Senior Finance Officer is responsible for the day-to-day financial operations of Anera's Palestine projects, including maintaining accurate financial records, processing transactions, and ensuring donor compliance. The role covers data entry and voucher preparation, payment processing, account reconciliations, budget monitoring, and support for donor and external audits. Working closely with program and administrative teams, the Senior Finance Officer ensures that financial documentation is complete, accurate, and compliant with organizational policies, accounting standards, and donor requirements. The role requires strong attention to detail, solid accounting knowledge, and reliable, well-organized record-keeping.
Key Responsibilities
1. Financial Records & Transaction Processing
Organize, classify, and maintain comprehensive digital and physical financial records.
Perform timely and accurate data entry of all financial transactions into the accounting system, ensuring correct cost-center allocation.
Generate and maintain accurate journal and payment vouchers with complete supporting documentation.
Prepare, verify, and route payment letters, bank transfer instructions, and vendor payment documentation for proper authorization.
Ensure proper filing and easy retrieval of all financial documents.
2. Reconciliations & Cash Flow
Conduct regular reconciliations of bank accounts, petty cash, and vendor ledgers to ensure ledger integrity.
Assist in tracking project cash flows and pipeline commitments to ensure adequate funds are available for scheduled activities.
Support periodic financial analysis to identify trends and resolve issues.
3. Donor Compliance & Financial Reporting
Review financial transactions against donor agreements, guidelines, and restriction frameworks to ensure eligibility of expenditures.
Ensure all financial transactions comply with donor regulations, organizational policies, accounting standards, and local financial laws.
Support the compilation and submission of monthly, quarterly, and annual financial reports to donors.
Support the preparation of internal financial reports for ongoing projects and for the supervisor.
Support communication with Program Managers on budget utilization.
4. Audit & Internal Controls
Assist in preparing for annual external and donor audits by compiling required files, schedules, and supporting documentation.
Follow and apply the organization's internal financial control policies.
Prepare supporting documentation and schedules for internal and external auditors.
Support donor spot checks, verification visits, and financial reviews.
5. Coordination & Support
Provide financial guidance and support to program and administrative teams as needed.
Coordinate with internal departments to ensure timely submission of financial information.
Support the Finance Manager in day-to-day tasks and assignments.
Perform any other finance-related duties as assigned by the supervisor.
متطلبات الوظيفة:Education and Experience
Bachelor's degree in finance, accounting, or a related field. A professional certification (CPA, CMA, IFRS Diploma, or similar) is a plus.
A minimum of 3–5 years of relevant finance or accounting experience. NGO experience is a plus.
Experience with accounting software (experience with Sage Intacct is an advantage).
Strong Microsoft Excel and Google Sheets skills.
Solid knowledge of accounting processes, reconciliations, and financial controls.
Good analytical, organizational, and time-management skills.
Strong attention to detail and accuracy.
Good written and verbal communication skills.
Languages
● Good command of spoken and written Arabic and English is required.
