Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.

The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.

Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centres over the past year.

Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions

MdM is currently looking for a qualified candidate to fill the position of Procurement Officer based in Nablus.

Duration: 12 Months renewable subject to funding availability and satisfactory performanc

Hierarchical supervision:  Logistic Manager

Functional supervision: Logistic Manager

Supervisory Responsibilities: The Procurement Officer Will provide technical support and functional supervision to project teams in Nablus, including coordinating procurement activities, guiding procedures, and supporting day-to-day follow-up and capacity strengthening when needed.

MAIN OBJECTIVE
Under the supervision of the Logistics Manager, the Procurement Officer is responsible for planning, coordinating, and implementing procurement activities for Médecins du Monde Palestine. The position ensures that all procurement processes are conducted in compliance with MdM policies, donor regulations, and humanitarian procurement principles, while guaranteeing transparency, accountability, cost-effectiveness, and timely delivery of goods and services.

SPECIFIC OBJECTIVES
Implement procurement activities in accordance with MdM procurement procedures and donor requirements.
Support the development, monitoring, and updating of mission procurement plans and procurement planning with the program team.
Conduct market assessments and supplier sourcing activities.
Manage procurement processes, including Requests for Quotations (RFQs), tenders, bid evaluations, and contract management.
Develop and maintain a reliable supplier database and price list.
Ensure timely procurement and delivery of goods, services, and works required by the mission.
Maintain complete and compliant procurement documentation and filing systems.
Strengthen supplier performance monitoring and relationship management.
Coordinate closely with Finance and Program teams to ensure efficient procurement operations.
Produce regular procurement reports and contribute to audit and donor compliance requirements.
Provide technical support to other departments
Liaison with the finances department, collection, and restitution of the necessary data (invoice, accounting code, quotes, etc.)
Depending on the configuration of the mission, supervise the team (plan and monitor activities, recruitment, discipline, training, etc.)

TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the procurement officer can change according to the organization of the work and to the composition of the team.

Procurement Planning
Support departments and project teams in identifying procurement needs and developing procurement planning.
Monitor procurement planning and ensure timely implementation.
Anticipate procurement needs and identify potential supply risks.
Provide technical advice to staff regarding procurement procedures according to the procurement plans and compliance requirements.
Sourcing and Tender Management
Conduct market research and supplier mapping exercises.
Identify and prequalify suppliers, contractors, and service providers.
Launch and manage procurement processes in accordance with MdM thresholds and procedures.
Prepare Requests for Quotations (RFQs), Invitations to Tender (ITTs).
Collect, analyse, and compare quotations.
Prepare bid analysis and evaluation reports.
Ensure procurement processes are transparent, competitive, and properly documented.
Purchase and Contract Management
Prepare Purchase Requests, Purchase Orders, contracts, and framework agreements.
Follow up on approvals and ensure compliance with authorization procedures.
Monitor supplier performance and contract execution.
Ensure timely delivery of procured goods and services.
Address procurement-related issues, delays, and supplier disputes when necessary.
Supplier Management
Maintain and regularly update the supplier database.
Conduct supplier performance evaluations.
Support the development of long-term supplier relationships and framework agreements.
Promote supplier accountability and compliance with MdM standards and ethical procurement principles.
Compliance and Documentation
Ensure procurement files are complete, accurate, and compliant with MdM and donor requirements.
Maintain procurement trackers and contract follow-up tools.
Archive procurement documentation in SharePoint and other designated systems.
Support internal and external audits by providing procurement records and supporting documentation.
Ensure adherence to anti-fraud, transparency, and accountability standards.
Coordination and Reporting
Coordinate closely with Logistics, Finance, and Program departments throughout the procurement cycle.
Track procurement performance indicators and identify areas for improvement.
Prepare and submit monthly procurement reports to the Logistics Manager.
Contribute procurement data and documentation for donor reporting.
Participate in procurement reviews, compliance checks, and lessons learned exercises.
REQUIRED SKILLS AND COMPETENCES
QUALIFICATIONS REQUIRED
Education:

Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, Finance, or another relevant field.
Experience:

Minimum 3 years of professional experience in procurement, supply chain, or logistics.
Proven previous experience in humanitarian or NGO procurement.
Proven demonstrated experience managing procurement processes and supplier relationships.
Languages:

English and Arabic (both written and spoken).
Computer Skills:

Proficiency in Microsoft Office Suite, particularly Excel.
Experience using procurement tracking systems and SharePoint is an asset.
Technical Skills:

Procurement planning and monitoring.
Tender and contract management.
Supplier sourcing and evaluation.
Market assessment and negotiation.
Knowledge of donor compliance requirements.
Strong analytical and reporting skills.
