الوصف الوظيفي:What we are looking for a strong leader with multi-sector programme management experience in the West Bank preferably from the humanitarian sector. Must have managerial capacity and strong people development skills. A strategic thinker looking to add value to current and new programmes at the West Bank office. Successful candidates will have strong focus and expertise in programme strategy (development and implementation), quality management as well as integration of programmes.
We are also looking for candidates with strong donor compliance background and experience working with various donors, including ECHO, FCDO and EU related donors.
Generic Responsibilities:
Line management for CC Project Managers and Coordinators and Area MEL Coordinator
Member of the Area Management Group (AMG).
Compliance and adherence to NRC policies, guidance, and procedures.
Ensure programme support to integrated programme, coordination and technical quality in AO.
Provide area specific input relevant for CC strategies and contribute to developing technical SOPs and tools.
Ensure compliance to donor standards and oversee effective grant management and regular, timely, and high-quality reporting to donors of the Area programme, within the Country Office Project Cycle Management (PCM) flowchart.
Identify funding opportunities and contribute to developing funding strategy, forecasts, and project proposals.
Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
Specific Responsibilities:
Work in close collaboration with the Area Office programme implementation team, Head of Programme, CC Specialists, and other programme support staff, in line with NRC Palestine Country Operation Model.
Oversee and coordinate various projects within the area to ensure they are completed on time and within budget. Managing the various stages of project cycle management for the West Bank Area Office.
Actively promote, support, and drive ‘integrated’ multi-sectoral programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards.
Ensure availability of up-to-date multi-sectoral and specific sectoral needs assessment to inform programme design, including emergency response, and advocacy efforts.
Provide implementation support and guidance to Project Managers/ Coordinators, including on work plans, expenses/procurement, recruitments, CFM, reporting, etc..
In line with project needs and funding availability, continuously and proactively plan programme resource requirements and liaise with HR and Admin to ensure the same.
Represent NRC in sectorial coordination, clusters and/or working group meetings when required.
Contribute to the development of the West Bank office strategic plans and initiatives.

Minimum Bachelor's degree in a relevant domain. Preferred master’s degree
Minimum 5 years’ experience from a management position in a humanitarian/ recovery context
Significant previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Context/Specific Skills, Knowledge and Experience:
Sound knowledge of the Palestinian context
Experience implementing emergency/rapid response programming and access negotiation
Demonstrated experience in conducting needs assessment, project monitoring and evaluation, and programme development
Experience in community-based and participatory programme design and planning approaches
Knowledge of donor requirements and compliance rules
Strong proposal writing skills
