This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
The Compliance Coordinator contributes to providing insurance to the organization on the degree of control of its operations.
He/She initiates, coordinates and follows-up on risk reducing measures linked to the non-compliance with PUI’s internal procedures, donor guidelines and the local legislation.
As such, he/she is responsible for creating an environment of continuous learning and improvement by providing recommendations based on assessments and evaluations of PUI’s documentation and internal processes,
Thus, he/she works closely with the coordinators of the different departments, both for the identification of shortcomings and for the corrective measures to be put in place. He/She monitors the quality and timely implementation of those recommendations.
He/she is also responsible for coordinating the preparation and follow-up of external audits in agreement with the supporting departments.
The position will strengthen the mission’s risk management, accountability, and compliance frameworks, including oversight of fraud and corruption risks, third-party screening processes, and partner capacity building, to support effective and accountable program delivery, and acts as the mission’s focal point for risk management, accountability, and compliance, providing strategic guidance to senior management and ensuring coherence of practices across all departments and bases. The position will ensure consistency of compliance, audit, and risk management practices across all departments and geographical areas of the mission.
Tasks and Responsibilities:
Working in close collaboration with the Senior Management Team (SMT) and providing independent advice on risk, audit/compliance, and governance matters, the following are the general tasks and responsibilities for the position:
External audit: He/she coordinates the preparation and conduct of external audits in coordination with the departments concerned of the mission and at HQ
Recommendation Follow-up: He/she ensures the implementation of internal and external recommendations
Risk management: He/she participates in the analysis of situations impacting the Association as a whole, participates and follow-up in risk monitoring and suggests mitigation measures at mission level
Training: He/She participates in the consolidation of audit information and dissemination to the Country Director and HQ. He/She provides training to national and expatriate staff, as required, in line with lessons learned from audits and PUI audit procedures
Team management and capacity building: Participate in recruiting audit personnel, defining the strategy of the department and train the newly audit recruited staff
Archiving: He/She participates in the monitoring of archiving procedures in coordination with the departments
Fraud and Corruption Alert Focal Point: Safeguard the organization’s integrity by ensuring timely, confidential, and effective handling of fraud and corruption risks within a robust accountability framework
Compliance & CTL (Sanctions / Screening): Ensure full adherence to internal policies, donor requirements, and sanctions frameworks, thereby protecting the organization from legal, financial, and reputational risks
Partner Support & Capacity Building: Contribute to strengthening partners’ compliance and control environments through targeted capacity building, advisory support, and third-line assurance over partner monitoring processes conducted by relevant departments, promoting accountability and sustainable program implementation
Emergency Preparedness Plan (EPP): Integrate risk and compliance considerations into emergency planning to ensure rapid, effective, and accountable responses in high-risk and evolving contexts
Specific Objectives and Linked Activities
1- Lead and oversee the internal audit function
Lead the development and implementation of a risk-based internal audit plan, in coordination with all departments and aligned with HQ guidance
Oversee and conduct internal audits covering documentation, internal controls, donor compliance, and operational processes at mission level
Ensure alignment of mission audit activities with HQ internal audit frameworks and standards
Promote a culture of accountability, transparency, and internal control across the mission
Formulate practical, risk-based recommendations and ensure their effective communication to concerned departments and management
Follow up and give directions to audit and compliance staff members. Ensure proper documentation and finalizing reports
2- Lead coordination and act as focal point for external audits
Develop and manage the external audit plan, coordinating timelines with auditors, donors, and HQ
Serve as the primary focal point between the mission, auditors, and HQ before, during, and after audits
Oversee audit preparation, including consolidation of documentation and coordination with departments
Lead engagement with auditors, including discussion of findings and recommendations
Coordinate and contribute to the drafting of Management Letter responses, ensuring consistency and alignment with HQ guidance
Prepare and submit audit synthesis reports highlighting key risks, findings, and strategic implications to the CD and HQ
Ensure systematic capitalization of lessons learned to strengthen future audit readiness and controls
Manage department staff during communication with other departments for audit requests and follow up matters
3- Ensure the implementation of internal and external recommendations
Establish and maintain a structured system to track internal and external audit recommendations
Facilitate the development of action plans with relevant departments to address identified gaps
Monitor and follow up on implementation progress, ensuring accountability across departments
Provide regular reporting to the CD and HQ on progress, delays, and key risks
Ensure timely and effective implementation of HQ recommendations within a formal follow-up framework
4- Risk Management
Identify and alert to areas of risk identified during internal or external audits
Ensure integration of risk management into mission strategy, operational planning, and decision-making processes
Coordinate with the departments and CD to update the risk table by departments and provide corrective and preventive actions to mitigate potential risks
Propose solutions and provide advice to mitigate the impact of identified risks
Lead the design and implementation of mission-wide risk management framework
Conduct and update risk assessments (e.g., logistics, procurement, operations)
Maintain and update risk register
Define and monitor risk mitigation plans
Advise Senior Management Team (SMT) on:
Emerging risks, Risk exposure, Risk appetite considerations.
5- Promote a culture of learning, accountability, and quality
Assess staff understanding of internal controls, audit requirements, and donor compliance obligations
Design and deliver trainings and awareness sessions on audit, risk, compliance, fraud prevention, and CTL requirements
Support the development and continuous improvement of internal procedures, tools, and control mechanisms
Ensure regular communication and briefing of coordinators on audit, risk, and compliance matters
6- Team management and capacity building
Lead and manage the compliance/audit team, ensuring clear roles, responsibilities, and performance expectations
Contribute to recruitment, onboarding, and capacity development of team members in coordination with HR
Provide technical guidance, coaching, and continuous support to staff under supervision
Ensure adherence to PUI policies and procedures, within the team;
Give related training to ethical standards
Monitor team performance and provide structured feedback to support professional development
Aid in addressing conflicts and ensure a positive and disciplined working environment
7- Documentation / Archiving coordination
Review the completeness, accuracy, and proper archiving of project and support documentation across the mission, through
Compliance reviews with internal documentation and archiving procedures
Give recommendations on the guidance to departments on documentation requirements and best practices
8- Fraud and Corruption Alert Focal Point
Act as the mission-level focal point for fraud and corruption matters within the accountability framework, ensuring coordination with HQ and alignment with organizational standards
Coordinate preliminary reviews and internal investigations
Liaise with: HQ compliance/investigation units and Legal / HR when needed
Support fraud risk assessments and prevention measures
9- Compliance & CTL (Sanctions / Screening)
Review whether functions carried out the screening requirements to ensure compliance with CTL requirements and Sanctions frameworks
Upon request, aid in developing and updating the Screening procedures and Compliance clauses
10- Partner Support & Capacity Building
Support the development and delivery of partner capacity-building initiatives, including trainings, guidance materials, and awareness sessions on compliance requirements, internal controls, donor regulations, and organizational policies
Conduct independent reviews and provide advisory recommendations to identify gaps and strengthen partners’ governance, compliance, and control frameworks, while ensuring clear segregation from operational validation responsibilities
Assess the effectiveness of partner monitoring mechanisms implemented by relevant departments and provide recommendations to enhance accountability, risk mitigation, and sustainable compliance practices
11- Emergency Preparedness Plan (EPP)
Provide compliance and risk input into EPP (Emergency Preparedness Plans)
Identify High-risk emergency scenarios and Control adaptations needed in emergencies
Support development of Simplified but compliant emergency procedures
12- Review Partner Expenditures for Projects Implemented
On a sample basis, review selected expenditures for eligible, properly supported, and compliant with donor requirements, project agreements, and PUI internal procedures
When needed, cross-check expenditures against approved budgets, financial reports, and project deliverables to identify discrepancies or irregularities
Document findings in a structured and clear manner when gaps are identified, or when ineligible costs, or non-compliance issues, are noticed
