This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
Under the direct supervision and line management of the Logistics Coordinator, the Senior Logistics Officer is responsible for leading and following up on all logistics and procurement activities of the Coordination Office (excluding premises and fleet management). The position ensures that all logistics documentation complies with PUI internal standards, donor regulations, and national procedures, and provides technical backstopping to field bases on procurement, asset management, archiving, and reporting.
Specific Objectives and Linked Activities
Objective 1 — Procurement Cycle Management
Conduct end-to-end procurement processes for the Coordination Office in line with PUI procedures and donor compliance rules (AFD, EU, OCHA/HF, CDCS, British Council, and others).
Prepare and issue RFQs, tender dossiers, Comparative Bid Analyses (CBAs), and award documentation.
Engage suppliers and service providers to secure timely delivery, quality, and best value for money.
Negotiate commercial terms, payment conditions, warranties, lead times, and after-sales obligations.
Verify technical specifications and lead goods inspection at delivery, in coordination with end-users.
Manage contracts and framework agreements, monitor supplier performance, deliverables, and warranty respect.
Identify procurement risks (delays, market shortages, single-source situations, sanctions screening) and escalate to the Logistics Coordinator with mitigation options.
Ensure proper segregation of duties between requesting, ordering, receiving, and validating functions.
Objective 2 — Asset, Equipment & Inventory Management
Maintain and update the Asset Follow-Up (AFU) for all bases, ensuring correct tagging, allocation, and reconciliation.
Coordinate donation, transfer, write-off, or disposal of assets at project closure in line with donor requirements and PUI procedures.
Conduct periodic physical inventory counts and reconcile discrepancies with the AFU.
Objective 3 — Documentation, Filing & Archiving
Ensure all procurement documents (PR, RFQ, CBA, PO, GRN, contracts, waivers, invoices) are properly signed, scanned, and archived in both hard and soft formats.
Maintain the coordination’s logistics folder structure in compliance with PUI archiving standards and donor audit requirements.
Liaise with the Finance coordination team on invoice tracking, payment follow-up, and supplier reconciliations.
Prepare files for internal audits, external audits, for coordination office.
Ensure traceability of every procurement file from PR to payment, including all supporting justifications.
Objective 4 — Reporting & Logistics Pack
Consolidate the monthly Logistics Pack (Procurement Follow-Up, Contract Follow-Up, AFU, Fleet FU, Stock FU, Equipment Follow-Up) from all bases into one consolidated at mission level.
Produce ad-hoc reports requested by the Logistics Coordinator, HQ Logistics Desk, or donors.
Objective 5 — Support to Field Bases
Provide technical guidance to base logisticians on tendering, CBA preparation, and procurement documentation.
Support bases in completing the monthly Log Pack, applying logistics tools correctly, and proper archiving.
Backstop bases during staff absences, peak workloads, or complex tenders.
Identify capacity-building needs across the logistics team and propose training initiatives.
Objective 6 — Compliance, Risk & Cross-Functional Coordination
Enforce PUI procurement thresholds, validation rules, and donor-specific compliance requirements on every transaction.
Coordinate with Finance, HR, and Programs to align procurement timelines with project workplans and cash availability.
Conduct supplier due diligence, including sanctions and counter-terrorism screening as required by donors.
Contribute to risk mapping, fraud prevention, and continuous improvement of logistics SOPs.
Perform any additional tasks requested by the Logistics Coordinator within the scope of the position.

Education/Training:
Required:
University degree in Logistics, Supply Chain Management, Procurement, Business Administration, Finance, or a related field
Professional certifications considered an asset: CIPS, CILT, Humanitarian Logistics Certification (HLC/CHL), PMD Pro, or equivalent
Professional Experience: (Humanitarian, International, Technical)
Required:
Minimum 3 years in a similar position, with at least 2 years within an INGO or UN agency in a humanitarian or development context
Demonstrated experience managing procurement under institutional donor rules (AFD, EU/ECHO, OCHA/HF, CDCS, or similar)
Experience with the full procurement cycle: low-value purchases, negotiated procedures, open and restricted tenders, and framework agreements
Experience preparing audit-ready procurement files and supporting external audits or donor verifications
Previous exposure to private sector procurement, freight forwarding, or supply chain operations is an asset (e.g. trading companies, logistics service providers)
Experience coordinating across multiple bases or field offices is preferred

English — excellent level, both written and spoken, including drafting professional correspondence, contracts, and donor-facing documents

Advanced MS Excel
Strong command of MS Word (templates, mail merge, track changes) and MS Outlook
Working knowledge of MS PowerPoint for procurement presentations and committee reviews
Comfortable with SharePoint, Teams, and cloud-based document management
