MAIN RESPONSABILITIES:
The Compliance Manager is responsible for ensuring that compliance standards and practices of MdM Palestine mission are aligned with MdM and donors’ requirements; and further leads to qualitative project implementation and smooth audit closure. S/he ensures that internal procedures and follow-up reflect the highest standards and preserve MdM’s reputation to external stakeholders.
S/he is key in ensuring all departments i) have a clear understanding of his/her role and responsibilities, ii) duly anticipate challenges and iii) timely apply corrective measures where necessary. S/he is also the focal point with partners pertaining to compliance-related topics.
Under the line management of the Grants and Compliance Coordinator, s/he works in close collaboration with the Deputy General Coordinator for Support, the Deputy General Coordinator for Programs, along with any other key departments where relevant.

Close collaboration:

HQ level: HQ Program Officer (via whom: Institutional Fundraising Department, private funding department, etc.), Data Protection Officer and any other departments as per needs.

Finance, Logistic, Grants Manager, Deputy Field Coordinators for Programmes, GenCo, Medical, MHPSS and MEAL teams, Consortium Managers, Field Coordinators, HARA and Communication Officers.
ROLES:
Internal audit
Plan and conduct internal audit missions using a risk management approach.
Identify and prioritise key risk areas across all departments to strengthen compliance and internal control.
Provide guidance on the correct application of MdM’s and donors’ procedures.
Discuss audit findings and recommendations with relevant managers and support them in implementing corrective measures.
Conduct regular spot-checks to assess the quality and compliance of documentation
Support heads of departments in strengthening internal controls and adapting safeguards to evolving contextual risks.
External audit
Plan external audit missions using a risk management approach
Liaise with heads of departments to ensure a timely preparation and organisation of external audits, in line with donor requirements.
Act as the focal point for HQ External Audit Coordinators.
Represent MdM during external audit meetings with the donor-appointed audit firms, in collaboration with HQ External Audit Coordinators.
In collaboration with HQ External Audit Coordinators, design action plans for external audit recommendations with clear deadlines and disseminate to relevant heads of departments for their action.
Follow-up the implementation of audit recommendations.
Partnerships and risk management
In close collaboration with the Grants Manager, conduct due diligence processes to assess potential partners.
Liaise with partners to ensure a timely organization of audits, in respect of donor requirements (each partner being responsible for its audits, the compliance department here supports the overall process)
Conduct periodic internal audits on MdM’s partners using a risk management approach.
Support MdM partners in enhancing donor requirements in grants management and internal financial, HR, logistics procedures.
Provide capacity building on compliance and risk management to partners.
Dissemination of good practices
Build understanding on MdM’s and donors’ requirements.
Contribute to an effective coordination amongst departments on compliance and audit-related matters.
Deliver trainings on key compliance topics (e.g.: fraud prevention, documentation standards).
Provide capacity building to address specific gaps and needs emerging from internal or external audits.
Participate in and contribute to key project cycle management’s milestones (such as project kick-off and closing meetings) focusing on good practices, lessons learned and risks to be mitigated.
Contribute to ensuring all project documentation is properly archived in a consistent and organized manner on the SharePoint, including project documentation, reports (including Partners’), evaluations, finance documentation, along with any other relevant grant-related information.
Miscellaneous
Raise alerts by informing the hierarchy of any suspicions of fraud, corruption or major breach of compliance rules.
Where relevant, participate to the development of specific policies and tools.
Where relevant, contribute to the risk matrix in proposals and reports.

CONTEXT:

Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek, at all times, to encourage close working relationships with populations in its care.

Palestine Context

Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.

The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.

Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centres over the past year.

Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.

MdM Network
The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement in the WB and Gaza. MdM France works very closely with MdM Spain and MdM Switzerland.

SKILLS REQUIRED:

Education and experience
BA degree in finance/accounting, audit/risk management, business administration
At least 3 years’ experience in the related field (incl. audit, grants management).
Experience with partnership (experience with consortium is particularly appreciated)
Experience with a similar position with an international NGO is an asset
Experience/knowledge of the region is an asset
