Communications and Media Coordinator
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location:WB & Gaza - Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Reporting to: Country Director + Response Director Programs
The Women’s Voice, Leadership & Impact Officer, based in Ramallah, will support the implementation and technical advancement of CARE Palestine’s women and girls equality programming, with a particular focus on women’s leadership, Women Lead in Emergencies (WLiE), civil society strengthening, social norms transformation, advocacy, and collective voice initiatives across the Women Equality & Empowerment portfolio. Under the supervision of the WEE Team Lead, the Officer will coordinate selected activities with women-led and women-rights organizations, and community groups to ensure project deliverables are achieved. The Officer will provide inputs across assigned interventions and support planning, field visits, grantee follow-up, implementation tracking, grants coordination, compliance documentation.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.
Responsibilities:
A. Communications and Narrative Leadership:
Lead the development of clear, consistent, and impactful messaging on humanitarian conditions across the oPt.
Translate complex operational and political realities into accessible external communications products, including statements, press releases, briefing notes, and feature stories.
Ensure CARE’s communications accurately reflect the severity, scale, and political context of the crisis, while maintaining credibility and alignment with organizational positioning.
Proactively identify narrative gaps and opportunities to strengthen CARE’s external voice.
B. Media Engagement and Visibility:
Serve as the primary focal point for media engagement, including handling press inquiries, developing media lines, and supporting spokesperson preparation.
Build and maintain relationships with key regional and international media outlets.
Identify and pursue strategic media opportunities to increase visibility of CARE’s work and perspectives.
Support field teams and leadership in preparing for interviews, media briefings, and public engagements.
C. Content Production and Digital Communications
Oversee the production of high-quality communications content across platforms, including social media and external publications.
Guide the development of human-interest stories, testimonies, and multimedia content, ensuring ethical and safe representation of communities.
Manage and refine CARE Palestine’s digital presence, ensuring consistency, timeliness, and alignment with broader communications priorities.
Maintain oversight of communications planning tools (e.g., content calendars), moving beyond basic tracking to strategic content sequencing.
Advocacy and awareness campaigns, including youth-led initiatives, SRHR/GBV campaigns, podcasts, media engagement, and public sensitization activities for programmatic deliverables.
Advocacy Support and Strategic Messaging
Work closely with advocacy colleagues to translate policy and advocacy priorities into strong, externally facing messaging.
Contribute to the development of advocacy products, including briefs, snapshots, and joint statements, by shaping narrative framing and ensuring clarity and impact.
Support alignment between CARE’s communications outputs and broader inter-agency advocacy efforts (e.g., AIDA, HCT).
Identify opportunities where communications can strengthen advocacy outcomes, including through media and public positioning.
Work closely with program teams to fulfil programmatic advocacy activities and local engagements to influence in Palestine.
Develop external products to support programmatic messaging dissemination – stakeholder mapping, position papers, local policy dialogues
Learning and knowledge products, including evidence summaries, learning briefs, advocacy toolkits, and dissemination materials – particularly for humanitarian action, inclusive entrepreneurship, climate resilience, women’s economic justice, and disability-inclusive programming.
Internal Coordination and Information Flow
Establish and maintain strong coordination with program teams, ensuring consistent capture of field insights, data, and testimonies.
Strengthen internal systems for gathering, validating, and using information for communications and media purposes, building on existing structures .
Ensure effective coordination with regional and global communications teams to align messaging and leverage wider platforms.
Provide guidance and light-touch mentoring to junior staff or communications support roles, where relevant.
Capacity strengthening activities on advocacy and influencing for partners, WLOs/WROs, coalitions, youth groups, and community stakeholders.
Coordination and follow-up with consultants, researchers, designers, facilitators, media providers, and other service providers on advocacy-related outputs.

8+ years of relevant experience in communications, media, journalism, or related fields, preferably in humanitarian or crisis contexts.
Strong experience in media engagement, including drafting for press and working with journalists.
Demonstrated ability to translate complex political and humanitarian contexts into clear, compelling narratives.
Experience working in or on the Middle East, with strong understanding of the Palestinian context.
Excellent writing and editing skills in English; Arabic strongly preferred.
Ability to operate in fast-paced, high-pressure environments and manage competing priorities.
Strong interpersonal and coordination skills, with experience working across program, advocacy, and communications functions.
