Job Summary:
The MEAL & Information Management Officer plays a critical role in strengthening PCRF’s Monitoring, Evaluation, Accountability, and Learning (MEAL) function by supporting data systems, indicator tracking, analysis, and reporting across all program areas.

Working under the supervision of the MEAL Manager, the Officer will collaborate closely with program, field, and operations teams to ensure that data is accurate, timely, and actionable. The role supports the development, implementation, and maintenance of MEAL tools, databases, and dashboards, enabling effective program monitoring, donor reporting, accountability to beneficiaries, and organizational learning.

This position contributes directly to PCRF’s ability to deliver high-quality, evidence-based humanitarian and healthcare programming across multiple locations and operational contexts.

Responsibilities:
1. MEAL Systems and Planning

Support the design, review, and implementation of MEAL plans, logical frameworks, and indicator reference sheets across programs and projects.
Assist in integrating MEAL components into proposals, work plans, and donor reporting requirements.
Contribute to needs assessments, baseline studies, and evaluation processes.
2. Data Collection and Quality Assurance

Coordinate and support data collection processes using standardized tools and methodologies.
Ensure data is accurate, complete, timely, and consistent across program teams and locations.
Conduct data validation, spot checks, and triangulation to maintain high data quality standards.
3. Information Management and Systems Support

Maintain organized program databases, indicator trackers, and project-level datasets.
Support digital data collection tools and contribute to the development of dashboards (e.g., Power BI).
Ensure proper data storage, backup, confidentiality, and compliance with data protection standards.
Facilitate structured data flows between field teams, program units, and reporting functions.
4. Data Analysis and Reporting

Support the analysis of quantitative and qualitative data to generate insights for program improvement.
Contribute to internal reports, donor reports, dashboards, and performance tracking tools.
Monitor progress against indicators, targets, and milestones across PCRF programs.
5. Accountability, Learning, and Documentation

Support accountability mechanisms, including feedback and complaint systems where applicable.
Document lessons learned, best practices, case studies, and success stories.
Participate in learning sessions, after-action reviews, and reflection processes to support adaptive management.
6. Capacity Building and Technical Support

Provide training and on-the-job support to staff on MEAL tools, systems, and processes.
Assist in developing and piloting data collection tools, templates, and protocols.
Support field teams in understanding and applying MEAL standards consistently.
7. Operational Support

Support monitoring visits, evaluations, audits, and data verification exercises.
Respond to internal and external data requests in coordination with the MEAL Manager.
Perform additional tasks as required to support departmental and organizational priorities.
متطلبات الوظيفة:
Bachelor’s degree in Monitoring & Evaluation, Statistics, Data Science, Computer Science, Engineering, or a related field. A master’s degree is an asset.
Minimum 5 years of relevant experience in MEAL, data management, or research in humanitarian or development contexts.
Experience working with NGOs, preferably in health, child-focused, or emergency programming.
Demonstrated experience supporting MEAL systems, tools, and performance monitoring frameworks.
Strong proficiency in Excel and data analysis tools (e.g., Power BI, SPSS, STATA).
Experience with digital data collection platforms (e.g., Kobo, ODK, CommCare) is preferred.
Understanding of Results-Based Management (RBM), logical frameworks, and indicator tracking.
Knowledge of data protection principles and information management standards.
Fluency in Arabic and English (written and spoken).
