Supply Chain Manager
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: WB or Gaza, Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Line Manager: The Program Support Director.
CARE is seeking a Supply Chain Manager – Palestine that will be responsible for the day-to-day management, coordination, and follow-up of CARE Palestine’s Supply Chain function across Gaza and the West Bank. The role oversees procurement, logistics, warehousing, fleet, facilities, assets, IT and related administrative support, ensuring that activities are delivered on time, properly documented, and compliant with CARE policies, donor requirements, and approved SOPs.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment
Responsibilities:
1) Operational Supply Chain Coordination and Planning: (20%)
- Coordinate day-to-day Supply Chain planning and follow-up across CARE Palestine, including Gaza and West Bank operations.
- Consolidate procurement, logistics, fleet, warehouse, facilities, and asset management priorities into practical workplans.
- Follow up with Supply Chain teams to ensure activities are progressing according to agreed timelines and operational needs.
- Coordinate with Program, Finance, Grants, HR, Safety and Security, and Hub / Area teams to identify priorities, bottlenecks, and required actions.
- Provide regular operational updates to the line manager on Supply Chain progress, constraints, risks, and pending decisions.
2) Procurement Management and Compliance (30%)
- Manage procurement activities across CARE Palestine in line with CARE policies, donor requirements, and approved SOPs.
- Support teams to prepare and follow procurement plans, sourcing processes, tenders, contracts, and framework agreements.
- Review procurement documentation to ensure completeness, transparency, and compliance before approvals and filing.
- Coordinate with programs and technical teams to ensure specifications, timelines, and procurement requests are clear and realistic.
- Monitor supplier performance, procurement lead times, documentation gaps, and procurement risks, and escalate issues when required.
3) Logistics, Warehousing, Fleet, Facilities and Assets Management: (25%)
- Manage logistics activities across CARE Palestine, including warehousing, fleet, transport, facilities, assets, IT and related administrative support.
- Ensure stock records, goods received notes, dispatch records, inventory checks, and warehouse reconciliations are completed and properly filed.
- Follow up on fleet and fuel management, including vehicle allocation, maintenance, fuel tracking, logbooks, and movement-related documentation.
- Ensure facilities, offices, warehouses, guesthouses, and program sites receive appropriate operational support.
- Ensure asset registers, physical checks, transfers, disposals, and related documentation are maintained in line with CARE requirements.
4) Team Supervision, Reporting and Process Improvement: (20%)
- Supervise and support the Supply Chain team, including the Supply Chain Lead – Gaza and other procurement, logistics, warehouse, fleet, facilities, asset, IT and administration staff.
- Ensure team members have clear roles, responsibilities, work priorities, and performance objectives.
- Provide day-to-day guidance, coaching, and follow-up to support timely and compliant delivery of Supply Chain activities.
- Support audit preparation, spot checks, corrective action follow-up, and implementation of Supply Chain SOPs and tools.
- Contribute to practical improvements in Supply Chain processes, filing, tracking tools, reporting, and coordination mechanisms.
OTHER RESPONSIBILITIES AS ASSIGNED (5%)

Required:
• Minimum 6–7 years of experience in humanitarian or development field operations, including at least 3 years in a Management role.
• Proven ability to manage teams and oversee day-to-day activities .
• Experience in procurement, warehousing, fleet, facilities, general NGO administration
• Strong organizational, problem-solving, and time management skills.
- Good follow up, understanding of SOPs and process delivery
- Demonstrated coordination abilities with internal stakeholders and vendors
• Fluency in English and Arabic.
Bachelors in related area or equivalent experience
Desired:
Masters or higher degree in related area, or equivalent experience
