الوصف الوظيفي:Tasdeer is a six-year, £22.5 million GBP (US$29.9M) private sector development programme funded by the UK government. It is implemented by Cowater International in partnership with Core Associates, Business Integrated Solutions (BIS), and Al Athar Global Consulting Inc.
Tasdeer aims to support the development of the Palestinian economy by improving the private sector’s competitiveness and Palestinian Authority’s capacity in trade, customs, and import policy regulation. We aim to increase sustainable private sector-led economic growth and job creation in Palestine, supporting the Palestinian Authority’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.
The programme is designed to be flexible and adaptable, and it will work politically and technically to make progress across the two-key interrelated pillars across West Bank and Gaza.
Pillar 1: Business Enabling Environment; will address key policy, regulatory, and institutional impediments constraining private sector growth.
Pillar 2: Catalytic private-sector investments; will support export growth and strengthen domestic market production
The programme is implemented by a Cowater-led consortium on behalf of FCDO and under its supervision. This includes designing and implementing interventions and providing quarterly and annual reports. The Cowater-led Tasdeer team is expected to identify and implement interventions that will improve trade performance and fiscal sustainability in the OPTs through the provision of grants for technical assistance, policy dialogue, analysis, and small-scale infrastructure (if needed). This will include interventions that will enhance trade logistics, reduce trade transaction costs, build trade-related institutions, create a more conducive enabling environment for trade, and grants to firms to procure technical assistance and equipment to improve their exports and be competitive.
Job Purpose:
Reporting to Pillar 1 Lead, the Private Sector Institutions and Policy Advisor will support the design, development, and delivery of technical assistance and policy-level interventions aimed at strengthening private sector institutions and the business enabling environment in Palestine (West Bank and Gaza). The role will contribute to addressing systemic policy, regulatory, and institutional constraints that limit trade competitiveness, private sector growth, and investment.
Working closely with public and private sector stakeholders, the position will provide technical and strategic advisory support to enhance the effectiveness, coordination, performance and sustainability of trade-related institutions, while contributing to the development and implementation of evidence-based, context-sensitive reforms. This includes supporting policy dialogue, regulatory reform processes, and institutional strengthening efforts to enable a more efficient, inclusive, and market-responsive environment.
This role will contribute to ensuring that interventions are practical, implementable, and aligned with programme objectives and donor priorities, with a focus on delivering measurable improvements in trade performance, institutional capacity, and private sector competitiveness.
Key Responsibilities
Lead on the design and implementation of technical assistance interventions supporting key public, semi‑government, and private sector institutions related to trade, investment, and private sector development.
Support the delivery of business environment and trade interventions to improve laws, regulations, policies, and institutional frameworks that facilitate trade, and incentivise investment and export growth.
Provide technical and advisory support to partner institutions to strengthen institutional performance, coordination, and effectiveness in delivering trade-related services.
Engage with public and private stakeholders to inform intervention design, support policy dialogue, and ensure alignment with sector priorities and constraints
Coordinate closely with KMEL and Communications Leads and team to ensure quality delivery, learning, and results reporting.
Implement assigned interventions accurately, on time, and in line with agreed quality standards and approved budgets.
Prepare progress updates and reports and provide regular briefings to pillar lead and the Senior Management Team.
Maintain organised, up‑to‑date records and documentation for all assigned interventions.
Support the Pillar lead and Senior Management Team in work planning, results measurement, and reporting as required.
Collaborate closely with other pillar leads and teams to ensure alignment and complementarity.

Bachelor’s degree in economics, trade, business administration, private sector development, international development, or a related field.
At least 7 years professional experience with a minimum of 5 years professional experience working in a related field (e.g. trade facilitation, trade policy, private sector economic development and market systems development).
Knowledge of the political, economic, and social constraints in the Occupied Palestine Territories (OPTs), West Bank and Gaza.
Experience with donor approaches to delivery, private sector development, monitoring and evaluation, market systems, gender and social inclusion is preferred.
Familiarity with FCDO/FCO/DFID programmes is preferred.
Excellent writing skills (reports, work plans, concept notes).
Strong organisational skills.
Strong interpersonal and communication skills.
Excellent written and verbal communication skills (formal and informal) in English and Arabic is required.
Self-starter – proactive delivery of the interventions.
Problem-solving skills and an ability to be flexible and adaptive.
Reporting Lines and Managerial Responsibilities
This role reports to the Pillar 1 Lead.
This role may oversee consultants working within Pillar 1 and will work closely with external strategic advisors and Tasdeer team.
Duration
This role is full-time and subject to the availability of funding.
Location
This position will be based in Ramallah, but may require travel within the West Bank as per work needs
