Health Specialist Vacancy
The Palestinian Ministry of Health (MoH) has received grants from the World Bank towards the cost of the following projects:
Health System Efficiency and Resiliency Project (HSERP) – Parent Project and AF: The project aims to support improving the quality, efficiency, and resilience of public health service delivery and includes a project component finance by the Pandemic Fund grant.
Palestinian Health System Reform Project (PHSRP): The project aims to improve the efficiency, sustainability, and quality of the Palestinian health system. The project supports key reform areas including the adoption of an essential benefits package, strengthening referral and procurement systems, and enhancing digital health governance.
The Ministry of Health (MoH) is the implementing agency for the above-mentioned projects. A Project Management Unit (PMU) has been established within MOH and composed of a Project Coordinator, Procurement Specialist, Financial Management Specialist, Environmental and Social Officer and Health Specialist, as well as consultants in various technical fields, to manage the overall implementation and coordination of the projects.
The MOH seeks to appoint a Health Specialist to provide high‑level technical, analytical, and advisory support for the implementation of World Bank–financed health projects. The Health Specialist will play a central role in coordinating technical inputs across MoH departments, ensuring alignment with World Bank requirements, and supporting results‑based implementation, including monitoring and reporting against the Projects’ Results Frameworks and Project Development Objectives (PDOs). The Health Specialist will work closely with the PMU, technical departments of the MoH, and the World Bank task team to ensure that project activities are technically sound, analytically informed, and effectively aligned with MOH priorities and World Bank standards.
Contracting Arrangements and Timeframe
The contract will be for a one-year period, renewable based on the availability of funds and satisfactory performance, and will include a three-month probationary period.
The Ministry of Health now invites eligible candidates to indicate their interest in providing the Services. Interested candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Tasks/Activities
The Health Specialist will be working on the following activities:
Manage and supervise technical and implementation aspects of the World Bank projects
Provide strategic direction, management, and leadership for technical activities and facilitate the achievement of project objectives.
Support coordination among Implementing Entities (including UN agencies) and project partners under the Pandemic Fund financing.
Contribute to planning of procurement activities
Contribute towards the achievement of the projects development objectives and regularly report on the progress of the project intermediate indicators.
Lead the M&E aspect of the project and provide systematic updates to ensure that aggregated data is available on regular basis.
Serve as the primary technical focal point between the PMU, MoH technical departments, and the World Bank, ensuring timely responses to technical queries and requests.
Coordinate inputs from MoH departments to ensure consistency, technical quality, and alignment with the approved project design and financing agreements.
Provide analytical and coordination support to advance the World Bank analytical activities with the MOH.
Prepare the required terms of reference (TOR) for the consultancy assignments and direct the work of consultants hired under the projects.
Work closely with the project staff, MOH and stakeholders to develop policy analysis.
Prepare the implementation progress reports and other periodic reports on project implementation, including the annual report to the Pandemic Fund. Perform any other tasks requested by the projects Coordinator. The Health Specialist will report to the Project Coordinator and work in close coordination with all members of the PMU.
متطلبات الوظيفة:Required Qualifications & Expertise
Postgraduate degree (Master’s or PhD) in Public Health, Environmental Health, or Community Medicine.
Preferably over 7 years of experience in public health, health systems, primary care, hospital care, or other health management issues is desirable.
Strong communication and interpersonal skills.
Ability to manage a complex and diverse workload and to work to tight deadlines.
Ability to contribute to proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
Skills in written and spoken English and Arabic.
