Secours Islamique France (SIF) is a non-governmental organization of international solidarity founded in 1991, dedicated to providing emergency relief, protection, rehabilitation and development assistance to vulnerable populations affected by crises.
Under the supervision of the Head of Mission, the MEAL Manager is responsible for the overall design, implementation and continuous improvement of the Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the West Bank mission, in line with SIF standards, policies and donor requirements.
The MEAL Manager ensures the availability of reliable, timely and quality data to support program steering, strategic decision-making and reporting, and contributes to strengthening the overall quality, relevance, effectiveness and impact of SIF interventions.
The position is responsible for promoting a culture of accountability, transparency and learning across the mission, ensuring that accountability to affected populations is effectively implemented through appropriate, accessible and confidential feedback and complaint mechanisms.
The MEAL Manager supports the harmonization of tools and practices, ensures compliance with internal and external requirements, and contributes to the development of proposals and reporting processes.
The role also includes building the capacity of teams on MEAL approaches and methodologies, and ensuring effective coordination with HQ technical departments and relevant external stakeholders.
CHILD SAFEGUARDING

This position involves:
Access to personal and sensitive data related to children through monitoring, evaluation and reporting activities;
Handling of data collection tools and databases including information related to vulnerable populations;
Potential indirect exposure to safeguarding concerns through feedback and complaint mechanisms.
The post holder is required to strictly comply with SIF’s Child Safeguarding Policy (CSP) and related procedures at all times.
MAIN RESPONSIBILITIES
MEAL Governance, Strategy & Compliance
Ensure the design, implementation and continuous improvement of the MEAL strategy and framework at mission level, in line with SIF standards, internal policies, donor requirements and humanitarian principles.
Ensure harmonization of MEAL approaches, tools and methodologies across all projects and departments.
Ensures MEAL tools are adapted and properly use by programs
Ensure compliance of all MEAL-related activities with internal procedures, data protection standards and donor requirements.
Ensure collected data are used to support appropriate operational decision-making and to address contractual donor requirements.
Ensure the participation of communities, authorities and humanitarian actors is integrated into the MEAL strategy.
Contribute to program design and strategic planning processes.
Monitoring Systems & Data Management
Ensure the development and proper implementation of monitoring systems, including logical frameworks, indicators, data collection tools and MEAL plans.
Develop and update the tools needed to implement program-based monitoring and evaluation systems (databases, survey tools, etc.), and ensure they are properly and consistently used by teams.
Ensure that data collection processes are reliable, timely and aligned with program needs and reporting requirements.
Oversee data management systems, ensuring accuracy, consistency, confidentiality and secure storage of information.
Conduct regular field monitoring visits to verify data quality and support program teams.
Evaluation, Learning & Knowledge Management
Coordinate and supervise internal and external evaluations, assessments and studies in line with project and donor requirements.
Ensure that evaluation findings and lessons learned are properly documented, disseminated and integrated into program design and implementation.
Promote a culture of learning and continuous improvement across the mission.
Ensure that learning activities are integrated into project implementation.
Contribute to knowledge management and capitalization processes, ensuring proper documentation and sharing of best practices.
Accountability to Affected Populations (AAP) / Feedback Mechanisms
Ensure the establishment and proper functioning of feedback and complaint mechanisms in line with SIF standards.
Ensure that mechanisms are accessible, confidential and adapted to the local context.
Monitor and analyze feedback and complaints, ensuring appropriate follow-up and response.
Support the design and implementation of participation activities to ensure stakeholder inclusion.
Contribute to the design of communication strategies related to accountability and feedback mechanisms.Promote the integration of accountability principles into program design and implementation.
Reporting & Program Support
Ensure the availability of accurate and validated data for internal and external reporting.
Contribute to the preparation and review of donor reports, ensuring consistency and reliability of MEAL data.
Validate the relevance of reports, analysis, maps and recommendations produced by the MEAL department before their dissemination in coordination with HQ.
Support proposal development, including logical frameworks, indicators and MEAL plans.
Ensure alignment between program implementation, indicators tracking and reporting requirements.
Capacity Building & Technical Support
Strengthen the capacity of program and support teams on MEAL concepts, tools and methodologies.
Provide technical guidance and support to ensure proper implementation of MEAL processes.
Promote the integration of MEAL across all departments and foster ownership at all levels.
Coordination & Representation
Ensure regular coordination with HQ technical departments and relevant stakeholders.
Participate in relevant coordination platforms, working groups and clusters when required.
Ensure alignment with national and sectoral standards and contribute to external representation on MEAL-related matters.
The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.
The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.
Upon request of the Head of Mission, the MEAL Manager may also be called upon to provide technical or advisory support, remotely, to the SIF team based in Gaza, particularly on MEAL, data management, accountability and evaluation-related matters, within the limits of security constraints and organizational priorities.
متطلبات الوظيفة:KNOWLEDGE / STUDIES / DIPLOMAS
Master’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies or a related field.
Minimum 7 years of professional experience in MEAL, including management responsibilities, preferably with INGOs or similar organizations.
Proven experience in designing and implementing MEAL systems, including data collection, analysis, reporting and evaluations.
Strong knowledge of MEAL frameworks, accountability mechanisms and data management systems.
Experience in donor-funded projects and familiarity with donor requirements and reporting standards.
Additional training in MEAL, data analysis, accountability or information management is an asset.
Languages
Arabic: Required (fluent)
English: Required (fluent written and spoken)
French: Appreciated
Hard Skills
Strong technical expertise in MEAL systems and methodologies.
Solid knowledge of data collection tools, data management and analysis.
Experience with reporting processes, indicators tracking and donor requirements.
Proficiency in MS Office tools and data management software (e.g. Excel, Kobo, ODK or similar).
Strong drafting and reporting skills.
