Terre des hommes (Tdh) Lausanne is a leading child rights organization. It has been supporting child protection, humanitarian assistance and access to justice programs in Palestine since 1973, working for 50 years with local partners, communities, families, children and youth.
The Role
The MHPSS-CP Specialist is a national-level expert for the Tdh oPt Delegation. The position provides strategic direction, technical leadership, and subject-matter expertise in Mental Health and Psychosocial Support and Child Protection (MHPSS-CP), ensuring the quality, relevance, and effectiveness of MHPSS-CP interventions across all programs and projects.
The MHPSS-CP Specialist contributes to positioning Tdh as a key actor in MHPSS-CP within coordination mechanisms and clusters, leads the design and technical oversight of all MHPSS-CP activities, and supports the development and implementation of MHPSS-CP responses, including in emergency contexts.
Tasks and Responsibilities
Lead the technical implementation of MHPSS-CP programming, with a focus on contextualization, evidence-based approaches, and quality assurance, through close technical supervision and monitoring of field staff and partners, in collaboration with Project Managers and the Senior Program Manager.
Ensure that MHPSS-CP activities are implemented in line with the Tdh MHPSS-CP Framework and relevant international standards, supporting field teams in planning, implementation, and troubleshooting.
Provide ongoing technical support to MHPSS-CP projects to ensure alignment with expected quality, safeguarding, and accountability standards.
Ensure the quality and effectiveness of interventions through regular evaluation of outcomes and impact, and recommend programmatic improvements based on findings.
Develop, adapt, and deliver training packages on Tdh MHPSS-CP approaches, building the capacity of staff, community-based organization (CBO) partners, volunteers, and other key stakeholders.
Provide continuous capacity building, mentoring, coaching, and on-the-job supervision to staff and partners across a wide range of MHPSS-CP approaches and curricula.
Lead the development and implementation of annual MHPSS-CP training plans.
Lead the documentation, archiving, and dissemination of technical tools, training materials, guidelines, and learning products.
Conduct and/or lead assessments and contextual analyses to identify MHPSS-CP needs, gaps, risks, and opportunities for intervention.
Support the development of scopes of work, project deliverables, indicators, targets, and monitoring frameworks in collaboration with program management, MEAL, and quality and accountability teams.
Support the development and strengthening of monitoring, evaluation, accountability, and learning (MEAL) systems for MHPSS-CP interventions in accordance with the MHPSS-CP Framework.
Conduct regular field and monitoring visits, participate in team meetings, and ensure consistent application of MHPSS-CP standards across all projects.
Develop and/or review policies, standard operating procedures (SOPs), technical guidelines, tools, fact sheets, and other MHPSS-CP-related documentation.
Ensure appropriate documentation, reporting, and knowledge sharing of all MHPSS-CP initiatives, best practices, and lessons learned.
Represent Tdh in MHPSS, CP, and intersectoral clusters, technical working groups, and coordination forums in the West Bank and East Jerusalem.
Contribute to inter-agency coordination, technical discussions, and joint initiatives to strengthen collective MHPSS-CP responses.
Work closely with the Communication and Advocacy Specialist to support the development of communication, advocacy, visibility, and learning materials, including case studies and success stories.
Contribute to fundraising and proposal development processes, including drafting and reviewing technical narrative sections, logframes, and budgets related to MHPSS-CP.
When applicable, facilitate and technically oversee MHPSS-CP-related consultants and consultancies.
Contribute to emergency preparedness, contingency planning, and rapid response efforts by providing timely MHPSS-CP technical guidance and support.
Coordination with Actors and Stakeholders:
Foster close collaboration with the program team.
Represent Tdh at relevant local-level cluster meetings, ensuring proper information flow within the office and across departments.
Network with other NGOs and stakeholders working on child protection to facilitate information sharing and the dissemination of best practices.
Promote capacity building and best practices among key stakeholders and service providers.
Ensure beneficiaries' meaningful participation in project activities.
Safeguarding Policy – Safety and Security
Implement Tdh’s institutional policies on child safeguarding, security, child protection, PSEA, Code of Conduct, and fraud prevention in day-to-day operations.
Ensure the effective implementation of Tdh’s Safeguarding Policy within the project, participating in audits, reviews, and action plan updates.
Report any cases or suspicions of Safeguarding violations to the Country Representative, National Safeguarding Focal Point, or Tdh’s global mechanism.
Other:
Ensure compliance with all Tdh institutional policies and internal regulations.
Adhere to Tdh’s country security procedures.
Support the organization and facilitation of field visits for staff, consultants, and donor representatives.
Perform other duties as required by the line supervisor.
Gathers all necessary professional information to inform decision-making, ensure accuracy, and contribute to the project's overall success.

Competencies
This role requires a mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC).
In particular:
Strong capacity and knowledge in MHPSS methodology and approaches especially PFA, structured support groups, and parenting.
Strong capacity in conducting training, supervision and coaching sessions.
Familiarity with child protection and community involvement issues.
Knowledge of referral systems and pathways in the West Bank.
Ability to communicate clearly and effectively with external stakeholders, including partners, and local authorities, ensuring alignment with project objectives.
Skill in organizing tasks, managing time effectively, and meeting deadlines in a fast-paced environment.
Cooperative and goal-oriented approach.
Respect for others.
Conflict resolution skills.
Requirements for the position
Master’s degree in social work, Psychology, Counseling, Mental Health, or a related field.
Certification in Training of Trainers (ToT), or a professional diploma/degree in supervision, coaching, or a related discipline.
Minimum of five years of relevant experience in implementing MHPSS approaches and methodologies, preferably within child protection and child justice programming.
At least five years of experience leading MHPSS-CP programs of a scale and complexity relevant to Tdh programming.
Demonstrated experience in designing, implementing, and scaling MHPSS programs, training packages, and SOPs in humanitarian and development contexts.
Minimum of five years’ experience providing training, technical supervision, mentoring, and coaching to MHPSS practitioners.
Strong and demonstrated knowledge of MHPSS and Child Protection systems, actors, and challenges in Palestine.
Proven experience providing MHPSS technical support and consultation to staff, NGOs, and community-based organizations (CBOs).
Extensive experience integrating MHPSS principles into broader thematic programming, including Child Protection, Education, and Health, particularly in humanitarian emergencies.
Proven capacity to train, supervise, and coach staff in MHPSS technical skills and coordination using evidence-based approaches and intervention packages.
Solid knowledge of the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings and their practical application.
Strong skills in program design, development, monitoring, and evaluation of MHPSS interventions.
Ability to contribute to inter-agency coordination mechanisms, technical working groups, and clusters.
Proven ability and willingness to travel regularly within the West Bank.
