I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.
II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Security Officer for its humanitarian operations in Palestine.

III-Position Profile
The Security Officer will support the Country Security Manager (CSM) and Deputy Country Security Manager (DCSM) in their daily tasks. Under the guidance of CSM / DCSM, the Security Officer will:
Support daily monitoring and reporting of security incidents throughout the oPt, identifying cases with high risk of rights violations and organizing key information in a security database.
Carefully validate the movement plans of program colleagues heading to unfamiliar or high-risk areas to ensure their safety and adherence to security guidelines.
Provide comprehensive safety and security briefings before departure, also Security inductions, and border briefing for the new staff members.
Prepare and deliver monthly security updates to staff about the context in the WBEJ/Israel.
Support and assist in updating the essential security documentation, such as SOPs contingency plans, and HREP plans.
Provide incident response and report.
Support the production of the TITANIC report.
Conduct field assessments in new operational zones, carrying out risk analyses, mapping activities, and recommending security protocols to ensure safe program implementation in such areas.
Join field teams in-depth case evaluations and technical assessments within vulnerable communities to accurately identify risks and understand their specific protection needs.
Coordinate with logistics and finance departments to oversee procurement of vital equipment and supplies, ensuring operational preparedness.
Collaborate with HR and coordination units to support staff welfare, manage arrivals and departures, mentor international staff on access procedures, premises assessments, and secure new office locations.
Actively engage in security, protection, and coordination meetings with INGOs and external partners to promote cooperation and build effective networks.
Support the Gaza team in updating the HTR staff rotations.
Liaise with partners and coordinate visa and entry procedures for staff
Provide psychological support to staff affected by security incidents, offering counseling and emotional assistance to help manage stress during critical events.

Bachelor's degree in a relevent field
Minimum 3 years experience in a similar position.
Good understanding of humanitarian principles. Prior work with (I)NGOs is an asset.
Strong knowledge of the area, including current dynamics as well as local history. Background in Security/International Relations is an asset.
Ability to manage a competing workload, shifting priorities, and work under pressure, as the situation may occasionally demand.
Proficiency in Excel, as well as Word & PowerPoint.
Fluency in Arabic and English
