الوصف الوظيفي:WHH is implementing Nutrition, Food Security, Livelihoods, and WASH activities in the West Bank through direct implementation and in partnership with local actors. Under the direct supervision of the Project Manager, the Economic Recovery and Livelihoods Officer will support the implementation of livelihoods and economic recovery programs in the West Bank and contribute to program design, assessments, and activity planning in close coordination with implementing partners.
The Economic Recovery and Livelihoods Officer will be responsible for supporting the efficient and high-quality planning, development, implementation, and supervision of livelihoods interventions. In close coordination with the Project Manager, the Economic Recovery and Livelihoods Officer will support day-to-day project activities and contribute to the development and use of appropriate implementation and monitoring tools. The Economic Recovery and Livelihoods Officer will also identify capacity needs and support capacity-building efforts for WHH programme teams and partners to ensure high-quality and timely programme delivery.
The role will liaise with relevant stakeholders and support WHH’s external representation in coordination meetings and technical working groups as delegated.
Contextual analysis and needs assessment:
Provide hands on expertise in designing and implementing ERL assessments in collaboration with MEAL team
Through assessments and literature review, formulate adapted, evidence-based recommendations for programming and response design.
S/he collects all relevant information in the field for the implementation of the programme and updates her/his managers.
Programs and Technical
Key Responsibilities
Support the implementation of livelihoods and economic recovery activities in line with approved project plans, donor requirements, and Welthungerhilfe (WHH) standards.
Work under the supervision of the Project Manager to ensure timely, high-quality delivery of project activities.
Support coordination with partners and service providers to ensure activities are aligned with project objectives, timelines, and technical guidance.
Follow up on day-to-day implementation of livelihoods activities (such as but not limited to: Cash for Work, job placements, grants to SMEs, trainings, business support, and other livelihoods initiatives) and report progress, challenges, and risks to the Project Manager.
Contribute to monitoring project activities in close coordination with the programme and MEAL team, ensuring proper documentation, data collection, and reporting in line with WHH standards.
In collaboration with the MEAL colleagues, s/he evaluates the impact of ERL projects, capitalizes on lessons learned, and integrates the latter in subsequent actions to improve the quality and pertinence of WHH interventions.
Support partners’ field activities through regular follow-up visits, coordination meetings, and review of reports to ensure quality, compliance, and alignment with WHH guidance.
Contribute to contingency and preparedness planning related to livelihoods and economic recovery interventions as required.
Actively contributes to activity design related to livelihoods and economic recovery in the West Bank, upon request.
Under the guidance of the Project Manager, support efforts to strengthen WHH’s role and visibility as key livelihoods and economic recovery actors in the West Bank.
Ensure that WHH institutional policies, standards, recommendations and guidance notes are adopted in the ERL related activities.
Coordination and Representation (internal and external)
Ensure continuous coordination with other colleagues from WHH such as MEAL and program team to Support alignment of activities, timely reporting, and quality implementation.
Review and consolidate partner reports, producing supplementary reports on nutrition and food security projects implementation when necessary, and disseminates them to relevant counterparts.
Attend and actively participate in sectors meeting or other relevant coordination meetings as requested
Support information sharing and coordination with organizations implementing similar activities to ensure complementarity and avoid duplication.
Contribute to reporting to clusters, donors, and internal stakeholders by providing timely and accurate input as requested
متطلبات الوظيفة:Qualifications:
Bachelor’s degree in project management, economics, social sciences, development studies, or any related field.
Experience:
Minimum 3 years of experience working at implementation level in an NGO in livelihoods and/or economic recovery programming.
Significant experience working with local organizations and across different parts of West Bank.
Technical skills & interpersonal competencies
Ability to plan and coordinate nutrition and food security surveys.
Conducts in-depth problem/situation analyses (ERL oriented), addressing technical and institutional challenges.
Strong understanding of humanitarian coordination mechanisms (especially those pertaining to ERL) in West Bank and active participation in them.
Context expertise: Good knowledge of the geographical areas of deployment and good awareness of socio-political and environmental dynamics; able to advise on context-specific factors (politics, religion, culture) that affect WHH activity implementation.
Excellent team player with strong coordination and communication skills.
Willingness and ability to travel throughout the West Bank Strip.
Language & digital literacy
Excellent Arabic and English skills, spoken and written.
Advanced Microsoft Office skills (Excel, Word, PowerPoint).
