The Union of Charitable Societies (UCS) is the pioneering union for Palestinian Charities, CBOs and NGOs, founded in Jerusalem in 1958. As a non-political, non-profit cornerstone of civil society, UCS has served as its institutional backbone for over six decades, guided by a commitment to serve all without discrimination based on sex, religion, race, or any other status. We do not merely participate in development; we build, empower, and advocate to drive tangible, sustainable change.

Our mission is to build an effective, democratic, and accountable civil society by empowering Palestinian CBO’s/NGOs, developing their resources, and championing their rights. We drive tangible change in critical sectors: from poverty reduction, health, and education to the empowerment of women, youth, and the integration of persons with disabilities.

The Role:

We are seeking a dynamic, results-driven Resource Mobilization and Communication Officer. This is not a supporting role; it is a strategic leadership position at the heart of our sustainability and impact.

You will be directly responsible for securing the financial resources that fuel our mission and crafting the powerful narratives that elevate our voice and the voice of our member societies. You will turn our historic legacy and current impact into compelling partnerships and investment.

Your Core Mandate:
Fund Our Ambition: Design and execute a aggressive, diversified fundraising strategy.
Amplify Our Impact: Forge a powerful communication strategy that positions UCS as the undeniable leader of Palestinian civil society.
Key Responsibilities:

Resource Mobilization (60%):
Develop and execute a comprehensive annual resource mobilization and fundraising strategy and work plan targeting diverse funding streams (international donors, foundations, corporates, government grants, private sector partners and high-net-worth individuals).
Research, identify, and proactively pursue new funding opportunities aligned with UCS's strategic priorities.
Maintain a donor management information system of current and potential donors.
Build and manage a robust pipeline of donors; cultivate and steward long-term partnerships.
Represent UCS at high-profile events and build strategic consortium partnerships
Lead the end-to-end proposal development process-from concept to submission-crafting persuasive, high-quality narratives and budgets.
Collaborate with program teams to gather information, data, and success stories for proposals and reports.
Ensure strict compliance with donor reporting requirements and grant management.
 

Communication & Advocacy (40%):

Develop and implement an integrated communication strategy that strengthens UCS's brand, credibility, and public profile.
Produce high-impact content: compelling success stories, annual reports, press releases, website/social media content, and advocacy materials.
Manage all digital platforms (website, social media) to engage diverse audiences and drive strategic messaging.
Provide guidance on branding requirements and ensure the consistent application of UCS’s communications brand policy across all internal and external products and materials.
Act as a key media liaison; prepare spokespersons and position UCS in public discourse
Develop communication tools to empower and unify our member societies.
Develop communication and visibility materials (e.g., impact reports, brochures, presentations, videos) that effectively showcase the UCS’s work and impact.
Qualifications & Experience:
Bachelor’s degree in social science, Development, International Development, Strategic planning, Communications, Marketing, Business Administration, or a related field. (A Master’s degree is a strong advantage).
Minimum of 5 years of proven, successful experience in resource mobilization/fundraising AND strategic communications, within the NGO/civil society sector.
Tangible track record of writing winning proposals and securing significant grants from institutional donors (e.g., EU, UN agencies, international foundations).
Expertise in developing and executing multi-channel communication strategies.
Full professional proficiency in English and Arabic (writing, speaking, reading).
Excellent knowledge and Professional user of MS Office, web browsing and social media.
Deep understanding of the Palestinian civil society landscape, development priorities, and donor environment.
Excellent project management, organizational, and deadline-driven skills.
High level of initiative, professionalism, and the ability to work both independently and collaboratively.
