2. Position Summary
Juzoor is seeking a qualified and motivated Health Manager to support the design, implementation, monitoring, and reporting of health programs across the occupied Palestinian territory (oPt). The Health Manager will contribute to ensuring the quality, effectiveness, accountability, and compliance of health interventions in line with donor requirements, international standards, and Juzoor’s strategic priorities.

The position involves close coordination with Juzoor’s Health Project Managers, MEAL team, field staff, partners, and community stakeholders.

3. Key Responsibilities
This position, under the BMZ project, will also include responsibility and alignment with national/cluster/donor priorities.
The position requirements also include supervision and mentoring of project staff, field teams, and health coordinators if applicable.
This position also includes responsibility to ensure quality of service delivery, adherence to public health standards, and integration of WASH, nutrition, and other relevant components.
 
3.1 Program Coordination and Implementation
Support the implementation of health program activities in accordance with approved project plans, donor agreements, international standards, and Juzoor’s strategy.
Support community-based health interventions, including health promotion activities, community awareness campaigns, training and supervision of community health volunteers, referral mechanisms, and support to primary health care and WASH-related activities.
Assist partners and field teams in developing and monitoring monthly work plans and tracking progress toward project deliverables.
Contribute to proposal development, needs assessments, and program design through field-based data collection and analysis.
Support the preparation of interim and final narrative reports related to health activities.
These responsibilities align with Juzoor’s focus on community health, capacity building, and health system strengthening.

3.2 Monitoring, Evaluation, Accountability and Learning (MEAL)
Support the MEAL team in establishing accountability mechanisms for health projects, ensuring community feedback is collected, addressed, and integrated into program improvements.
Support the development and implementation of M&E plans for health projects, aligned with donor reporting requirements.
Participate in monitoring visits to project sites and provide technical input to improve quality and effectiveness.
Support health-related data collection, analysis, visualization, and reporting.
Ensure data protection, confidentiality, and ethical standards are upheld in line with Juzoor’s IT & Data Protection Policy.
Contribute to documentation of lessons learned and best practices for future health programming.

6.   Required Qualifications and Experience
Health professional with a postgraduate qualification in public health or a related field, or equivalent relevant experience.
Minimum four (4) years of experience in health programming, primary health care, or humanitarian health interventions.
Experience working with NGOs or humanitarian organizations, preferably in the oPt or similar contexts.
Demonstrated understanding of Sphere Minimum Standards and humanitarian health principles.
Strong coordination, reporting, analytical, and communication skills.
Excellent written and spoken English.
Humanitarian health competencies are aligned with internationally recognized standards.

8.   Working Conditions
Flexible working hours in coordination with the supervisor.
