International Cooperation and Municipal Partnerships Coordinator - APLA

Position Purpose
The International Cooperation & Municipal Partnerships Coordinator will play a central role in implementing APLA’s Decentralized Cooperation and International Partnerships Program. This program focuses on developing structured cooperation models between Palestinian Local Government Units (LGUs) and international municipalities, activating twinning pathways, coordinating bilateral and multilateral partnerships, and strengthening APLA’s municipal diplomacy across global platforms.
The coordinator will support the design, activation, and follow-up of cooperation tracks, and ensure that each partnership contributes effectively to local development, resilience, and service improvement at the LGU level.

APLA Background
Established in 1997, APLA is an independent institution that brings together all LGUs. APLA is mandated with representing the collective interests of LGUs, providing lobbying and advocacy in support of LGU capacities, and facilitating the exchange of information and best practices among LGUs. APLA further serves as a channel of dialogue between the central government and LGUs across Palestine with a view to enabling them to provided better services to Palestinian citizens. To this avail, APLA defends the rights of and represents LGUs at all national, regional, and international levels.

Program Background
APLA’s Decentralized Cooperation Program is a framework that positions Palestinian municipalities within global municipal diplomacy. The program creates structured, strategic partnerships with international cities and networks to strengthen the political visibility of Palestinian LGUs, support their resilience under the current context, and open pathways for technical, developmental, and advocacy-based cooperation.
It focuses on three core tracks:
(1) building municipal readiness and producing standardized profiles and priority sheets;
(2) facilitating structured twinning and cooperation rounds that lead to practical joint initiatives;
(3) using international partnerships as a tool for municipal diplomacy, narrative building, and advancing the rights and development priorities of Palestinian municipalities.

Key Responsibilities

Coordinate the implementation of APLA’s decentralized cooperation program.
Follow up on cooperation initiatives, partnership requests, and joint projects.
Support LGUs in identifying priority areas for cooperation and preparing required materials.
Lead the preparation of City Profiles and Cooperation Priority Sheets.
Coordinate data collection and organize workshops to support municipalities in producing cooperation materials.
Apply APLA’s Municipal Readiness Assessment Tool and prepare readiness summaries and mapping outputs.
Maintain regular communication with international municipal networks, associations, and partners.
Organize meetings, exchange activities, technical visits, and joint workshops.
Support the preparation of cooperation documents, background briefs, and concept notes.
Support APLA’s participation in international events and networks, including preparing talking points and institutional materials.
Coordinate logistical and communication arrangements for delegations, missions, and international meetings.
Maintain updated records of partnerships, agreements, meeting minutes, and cooperation outcomes.
Prepare periodic reports on progress, achievements, and challenges related to international cooperation.
Document lessons learned and propose improvements to enhance the effectiveness of the program.
Reporting requirements

The International Cooperation and Municipal Partnerships Coordinator will report on a day-to-day basis to the Communication and Advocacy Officer.

Minimum qualifications Qualifications and experiences:

Bachelor’s degree in International Relations, Development Studies, Public Administration, Political Science, or a related field.
Minimum 5 years of relevant professional experience in international cooperation, project coordination, or network management.
Understanding of local government sector and decentralized cooperation approaches.
Experience working with municipal associations, international organizations, or development partners is an asset.
Skills

Strong diplomatic communication and political sensitivity.
Intercultural competence and familiarity with official protocol when dealing with delegations and foreign municipalities.
Strong writing skills for briefs, concept notes, and reports.
Ability to manage multiple parallel tasks with attention to detail.
Fluency in Arabic and English; additional languages are an advantage.
Proficiency in MS Office and virtual communication tools.
Strong research and mapping abilities.
Familiarity with project management tools and digital collaboration platforms.
