Position Summary
The Director of Programs & Operations (DPO) provides strategic and operational leadership for a broad portfolio of humanitarian, clinical, social support, and community-based programs across multiple country offices. This role ensures that programs are professionally designed, consistently implemented, and supported by strong systems, staff, structure, and accountability.
The DPO oversees program managers, supervisors, field teams and coordinators. The ideal candidate brings a disciplined approach to planning, documentation, coordination, and follow-through. This position requires a senior leader who can strengthen institutional systems, improve program design, standardize workflows, and ensure that all staff operate within clear procedures and professional standards.
This is a role for someone who builds strong teams, reinforces quality and compliance in practice, and ensures programs run based on evidence, structure, and responsibility.
Key Responsibilities
Program Strategy & Development
Lead the development and improvement of humanitarian, clinical, psychosocial, and child/family support programs.
Operationalize organizational strategy into formal program structures, policies, SOPs, and technical guidelines, ensuring all staff follow unified standards, documented procedures, and institution-wide accountability mechanisms.
Conduct assessments, reviews, and consultations to ensure programs remain relevant, needs-based, and data-driven.
Establish structures that support scalability, consistency, and cross-country harmonization.
Field Operations & Multi-Country Oversight
Provide direct oversight to field offices and frontline teams across all operational countries.
Ensure program managers, supervisors, case managers, and coordinators follow standardized workflows and reporting expectations.
Build strong medical–social coordination pathways, case management processes, and referral systems.
Strengthen local partnerships with hospitals, ministries, and community institutions.
Quality Assurance, Compliance & Professional Standards
Establish and enforce program quality standards grounded in humanitarian principles, clinical ethics, and safe case management.
Ensure beneficiary protection, safeguarding protocols, and trauma-informed practices are in place.
Oversee program monitoring, feedback mechanisms, and the integration of MEAL findings into improvement plans.
Ensure strict adherence to internal policies, donor commitments, financial controls, and operational protocols.
Budgeting, Resource Planning & Financial Stewardship
Lead the development of program budgets and ensure alignment with strategic priorities.
Monitor expenditures, analyze variances, and ensure timely and responsible resource allocation.
Ensure all spending is properly documented and aligned with donor restrictions and organizational guidelines.
Strengthen planning cycles, forecasting processes, and coordination with finance and procurement units.
Systems Strengthening & Institutional Coordination
Improve program structures, workflows, documentation processes, and cross-functional coordination.
Ensure strong collaboration between administrative and programmatic units
Contribute to organizational committees related to humanitarian principles, program design, ethics, safeguarding, and accountability.
Promote a culture of disciplined planning, clear communication, and consistent delivery.
Leadership, Team Management & Staff Development
Supervise and mentor program managers, operations leads, supervisors, and field staff.
Strengthen performance management, coaching, and succession planning across the department.
Promote a professional environment rooted in integrity, responsibility, teamwork, and respectful communication.
Support staff in adopting structured workflows, documentation standards, and accountable practices
متطلبات الوظيفة:Minimum Qualifications
15+ years of senior-level humanitarian or nonprofit program/operations experience (non-private sector).
Master’s degree in public health, social work, humanitarian affairs, development, management, or a related discipline.
Demonstrated success managing complex, multi-country field operations.
Proven ability to design programs, build structures, and develop operational frameworks.
Strong understanding of humanitarian programming, clinical/social case management, and child/family support systems.
Experience with budgeting, donor compliance, monitoring frameworks, and multi-department coordination.
Excellent interpersonal and communication skills, with the ability to lead calmly and professionally under pressure.
Fluency in Arabic and English required.
