الوصف الوظيفي:Main responsibilities and activities of the [Deputy Medical Coordinator] can change according to the organization of the work and to the composition of the team.
IMPLEMENTATION AND MONITORING OF MEDICAL PROGRAM/S
Supports the medical manager in the WB in designing, planning, and implementing all projects.
Works closely with the medical coordinator to review the technical material and to ensure that the scientific content of the different tools complies with the national guidelines.
Works in close collaboration with the Medical Coordinator on the health strategy for projects, the quality of activities, the technical choices to be made, and reporting obligations.
Ensures the proper functioning of health programs falling under his/her responsibility and ensures compliance with goals defined in the project proposal/s.
Ensures follow-up and analysis of epidemiological data with the support of the medical manager, and reports to the medical coordinator.
Undertakes developments of needs assessments of medical equipment, medications, and medical consumables in relation to programs.
Ensures appropriate storage standards of medications, medical consumables, or equipment specific to the WB warehouse.
Undertakes analyses and transmits the data collected to the medical coordinator. Depending on the needs of the projects and/or the data collected, he/she produces and disseminates drafting up reports of the monitoring and evaluation exercises to the relevant people for review
Ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
Review the internal, external reports, in collaboration with the medical manager and the medical teams
Guarantee the appropriateness of programs and their respect for the health policy and framework of operations of MdM.
TECHNICAL SUPERVISION AND SUPPORT OF THE MEDICAL TEAM
Technically advise and supervise the medical team in the WB, including field staff
Review the HR structure of the Medical Department together with the Medical Coordinator
Participate in key recruitments, conduct appraisals and draft development plans when needed.
Identifies the training needs of the team and addresses them (organizational and medical support, methodology, organization of training sessions…) in close collaboration with the medical coordinator.
Supports consistency and compliance of activities with the health policy and framework of operation of MdM.
LOGISTICAL AND ADMINISTRATIVE SUPPORT
Review Procurement file from a technical perspective. Work with the Pharmacy team to ensure a proper management of Medical Supplies storage, procurement and delivery.
Ensures that the monthly budget tracking of the program(s) is up-to-date, participates in analyses, detects possible anomalies, and proposes adjustments.
REPRESENTATION OF MDM TO OTHER ACTORS
Represents the MdM and ensures that good relations are maintained with stakeholders (consistent with the principles of neutrality and independence of MdM), local authorities, MoH, WHO and other NGOs.
Ensure active participation and reporting in all relevant Humanitarian Coordination Clusters or Technical Working Groups.
In agreement with the medical coordinator, he/she attends coordination meetings on relevant medical matters when they take place and participates actively.
Support the medical coordinator in representing in other strategic and coordination meetings relevant to the medical program and facilitate coordination between MdM and other actors when needed.
Support the medical coordinator in actively participating in technical meetings with the partners of the project to design key standardized documents and tools for medical reporting and data collection
REPORTING
Participates in identifying health-related needs and gaps through evidence-based methods, in coordination with the medical coordinator.
In the context of identifying new operations, he/she contributes to the preparation of project proposals for the health sector
Participate in different reporting (report or data) for internal and external purpose.
Meet the internal deadlines for endorsement (Situation Report) and the external contractual deadlines (project reports).
Contributes medical analysis from assessments (internal/external) and participates in the strategy development of the mission.
External: Remains engaged and informed through collaborative approaches with health stakeholders in the area, national authorities, Health clusters, working groups, etc
Contribute to the development of regular reports in coordination with the program and MEAL team.

Mandatory: [Bachelor's degree of Medicine-related ]
Desirable: [Post-graduate degree/certificate, master’s in public health and relevant topics.]
Desirable: Relevant training, certificates, and accreditations
Experience:
Mandatory: At least 5 years of cumulative relevant experience.
Desirable: 3 years’ experience of working in project management, monitoring and evaluation .
Desirable: Previous I/NGO work experience.
Languages:
Mandatory: Strong communication skills in English and Arabic (both written and spoken).
Computer Skills:
Mandatory: [Proficiency in Microsoft Office Suite]
Desirable: [Knowledge of Additional data collection and Analysis tools]
Soft Skills:
Clear communication skills with excellent negotiation skills
Field Team management experience (coach, support and lead)
