Medical Aid for Palestinians (MAP) is a UK-registered charity dedicated to delivering health and medical care to Palestinian communities affected by conflict, occupation, and displacement. Alongside emergency support, MAP works to strengthen the Palestinian healthcare system through capacity building and service development.
MAP implements a Mental Health project in the West Bank, focused on strengthening access to Mental Health and Psychosocial Support (MHPSS) services, building capacity of service providers, and supporting integration of mental health into primary and secondary healthcare. To ensure learning, accountability, and future program improvement, MAP seeks an independent MEAL consultant to conduct a comprehensive external assessment of the project.
Purpose of Assignment:
The assessment will review the relevance, effectiveness, efficiency, and sustainability of the Mental Health project, with attention to outcomes for service users and the added value of MAP’s contribution to the sector. The aim is to generate actionable recommendations for strengthening design and delivery in future project cycles.
Objectives
Assess the extent to which the project met its objectives and achieved intended outcomes.
Examine the quality, accessibility, and appropriateness of MHPSS services delivered under the project.
Evaluate the effectiveness of training and capacity-building activities for health professionals.
Assess coordination with the Ministry of Health, UN agencies, and NGOs.
Identify gaps, challenges, and opportunities for scaling up or adapting approaches.
Provide strategic recommendations for MAP’s mental health programming.
Scope of work:
Review of project documents, log frames, progress reports, and relevant policies.
Conduct key informant interviews with MAP staff, Ministry of Health representatives, implementing partners, and service providers.
Hold focus group discussions with beneficiaries (patients, caregivers, and frontline workers) to capture perspectives.
Analyze quantitative service delivery data and training records.
Benchmark project outcomes against national strategies and international best practices in MHPSS.
Validate findings early on with MAP team to ensure early agreement on assessment results.
Complete MAP’s safeguarding online training via kayaconnect.org and submit the certificate.
Deliverables
Inception Report – including detailed methodology and work plan and data collection tools.
Draft Assessment Report – with preliminary findings and recommendations.
Final Assessment Report – incorporating MAP’s feedback, not exceeding 40 pages with annexes.
Presentation of key findings to the MAP West Bank team.
Assessment data set and documentation of interviews/discussions.
Timeline and Level of Effort
Duration: 4-6 weeks (part-time)
Estimated Level of Effort: 20 working days
Reporting and Supervision
The consultant will report to MAP’s Program Manager in Ramallah and work closely with the Mental Health Project team.

Advanced degree in psychology, psychiatry, or related field.
Proven experience conducting evaluations or assessments of MHPSS projects in humanitarian/conflict-affected contexts.
Deep knowledge of the Palestinian context in the WB, and the MHPSS projects and intervention in the oPt.
Strong knowledge of international MHPSS standards and practices.
Demonstrated capacity to apply mixed methods approaches.
Excellent analytical, writing, and communication skills in English; Arabic is an asset.
