Terre des hommes (Tdh) Lausanne is a leading child rights organization. It has been supporting child protection, humanitarian assistance and access to justice programs in Palestine since 1973, working for 50 years with local partners, communities, families, children and youth.
The Role
Tdh is seeking an experienced Child protection Case Management (CPCM) Officer with a strong background in child protection and case management. The ideal candidate will possess solid child protection and case management expertise, cultural sensitivity, and the ability to work flexibly and collaboratively with diverse stakeholders. The role requires strong interpersonal skills, as well as the capacity to engage meaningfully with children, beneficiaries and partners, ensuring the active participation of rights holders.
The CPCM Officer role is to support the implementation of the Tdh case management services in Jerusalem and West Bank, The CPCM Officer will be responsible for providing technical support to Tdh partners by providing training, supervision and on Job coaching, in addition to supporting the process of developing and implementing of referral pathway.
The CPCM Officer should ensure that all case management intervention are implemented in line with the CP AOR, case management task force, IASC and Tdh standards, policies and values and in line with the Palestinian needs and context. the CPCM Officer will ensure that all the services provided with high quality and not cause any harm to the children and community.
The CPCM Officer will report directly to the CP -MHPSS National Specialist.
Case management tasks
Strengthen case management service delivery through supporting the Tdh partners workers in responding and providing CPCM.
Ensure that the case management services implemented in line with Tdh’s, CP AOR and IASC framework sand
Ensure that the case management services are delivered in accordance with Tdh policies and principles on Do No Harm, Multi-layered supports, confidentiality, data protection, safeguarding, and PSEA.
Support the Tdh partners to assess the services available in the community to develop the referral pathway system.
Design and conduct capacity needs assessment for the social worker and case managers to identify capacity building needs.
Based on capacity needs assessment, develop and implement the capacity building plan for the team
Provide Training, coaching and supervision to social workers and case managers in regarding to case management and parenting approaches.
Support social works and case mangers during implementation through the case management and the parenting sessions through providing technical support.
Support the partners to contact the national referral systems and to use in the referral process.
Support partners in applying the Cash for Protection (C4P) and Emergency Case Management Fund (ECMF) policies.
Assist partners in adopting a community participation approach to child protection.
Support partners in engaging community leaders in child protection efforts.
Provide follow up and support to case managers when needed, particularly in managing at risk cases.
To ensure the development of M&E tools to assess the impact of case management implementation and integrated feedback and lesson learned in the future, with timely submission of accurate reports and data respecting data protection protocols and confidentiality.
contribute the developments of Standardized Tools: Create and maintain, forms, and checklists for case management to ensure consistency across partners and stakeholders
Support partners to apply and use CPIMS+, follow CP AOR protocols and adopt and apply a data protection protocol.
Support partners in aligning case management responses with humanitarian emergency protocols.
Establish safe and age-appropriate feedback channels for children to share their experiences with case management services.
Strengthen community-based complaints and feedback mechanisms (CFM), ensuring accessibility for children with disabilities.
Support the TDH partners to connect and coordinate with the CP AoR, CM TF and other related clusters.
Coordination with Actors and Stakeholders:
Attend the CP AOR and the CM TF meetings
Foster close collaboration with the program team.
Represent Tdh at relevant local-level cluster meetings, ensuring proper information flow within the office and across departments.
Network with other NGOs and stakeholders working in child protection to facilitate information sharing and the dissemination of best practices.
Promote capacity building and best practices among key stakeholders and service providers.
Ensure beneficiaries' meaningful participation in project activities.
Safeguarding Policy- Safety and Security
Implement Tdh’s institutional policies on child safeguarding, security, child protection, PSEA, Code of Conduct, and fraud prevention in day-to-day operations.
Ensure the effective implementation of Tdh’s Safeguarding Policy within the project, participating in audits, reviews, and action plan updates.
Report any cases or suspicions of Safeguarding violations to the Country Representative, National Safeguarding Focal Point, or Tdh’s global mechanism.
Other:
Ensure compliance with all Tdh institutional policies and internal regulations.
Adhere to Tdh’s country security procedures.
Support the organization and facilitation of field visits for staff, consultants, and donor representatives.
Perform other duties as required by the line supervisor.
Gathers all necessary professional information to inform decision-making, ensure accuracy, and contribute to the project's overall success.
Competencies
This role requires a mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC).
In particular:
Strong capacity and knowledge in child protection and case management.
Knowledge and experience in using CPIMS+ is a plus.
Strong capacity in conducting training, supervision and coaching sessions.
Familiarity with child protection approaches and modalities.
Knowledge of referral systems and pathways in West bank
Familiarity with cash-for-protection policies.
Ability to work with communities and engage community leaders in the child protection process.
Ability to communicate clearly and effectively with external stakeholders, including, partners, and local authorities, ensuring alignment with project objectives.
Skill in organizing tasks, managing time effectively, and meeting deadlines in a fast-paced environment.

A master’s degree in a relevant field is a strong asset.
Minimum of five years of relevant experience in child protection case management
Minimum of two years’ experience in providing training , supervision and coaching.
Extensive experience working on child protection, community involvement issues.
Experience in working on and providing parenting sessions
Experience involving community leaders.
Experience working in providing support to partners such as local NGOs CBO,s and.
Demonstrated experience collaborating with local partners and mobilizing communities.
Proven ability and willingness to travel regularly within the West Bank
